Project Overview

This section should provide a detailed description of the proposed project including: a description of how the project will be administered, project milestones, a description of how the requested funds will be spent and what agencies or entities will directly benefit from the project. St. Louis County, on behalf of the North East RAC and ECB, is seeking funding from the 2017 State Emergency Communications Board grant program to fund regional training. Training is a key component of the ARMER system and ensuring efficient use of the system. The North East formed a training committee who has devised a short term training program with input from all committees. A long range training plan is also being developed for the region. The financial responsibilities will be managed by St. Louis County and the program responsibility will be carried out by the training committee. Detailed Narrative Description of Proposed Project Include detailed project timelines. The 2017 and 2018 NE training plan includes a COML, COMT and Train the trainer courses. We are also requesting funds for agencies to send personnel to the annual MN ARMER interoperability conference. We are again asking for funds to host our second annual NE radio user’s conference. The funds will cover hiring contractors, facilities to host classes, meals for the NE user’s conference, and registration fees and lodging for participants to attend training.

Project Objectives This section should describe what results should be expected if the project is funded. As part of this section, applicants are asked to indicate to what level the proposed outcomes might be achieved if the project is not fully funded. The objectives for utilizing training funds is to provide the North East with needed training to carry out the mission of the SECB and utilize the ARMER system to its full capabilities. Training topics include:

• Hosting a COML course to increase their availability in the NE • Hosting a COMT course in the NE region. There has been a high level of interest

in the course to increase the COMT’s in our region. • Host our second annual NE user’s conference. The purpose of this conference is

to bring information and training to the users of the North East region at a convenient location.

Should these programs not be funded, these trainings will not occur. By not having the training the region will have fewer COML’s, COMT’s and fewer participants in radio conferences.

Alignment with Statewide Emergency Communications Board strategic plan

This section of the application should describe how the project supports the goals and objectives of the Minnesota’s SECB. This project supports the goals and objectives of the SECB and the COMU program being developed. The ARMER system is a very complex system and on-going current training is a necessity. This training program for the North East Region will educate and support the training standards set by the SECB and the NEECB. Impact Upon Public Safety Interoperability This section should describe how the project enhances public safety interoperability locally, regionally or statewide. The applicant should describe how broadly (geographically and public safety disciplines impacted) the project will impact interoperability and how that impact will be achieved. Knowledge is power. Through these training offering to the North East Region, we will create efficient use of the system, additional trained COML’s and COMT’s to manage large incidents and will promote confidence in users. Through the North East and Interoperability conferences, users will have an opportunity to learn about best practices and interact with other uses of the system.

Project Overview

This section should provide a detailed description of the proposed project including: a description of how the project will be administered, project milestones, a description of how the requested funds will be spent and what agencies or entities will directly benefit from the project.

The headquarters for the Orr Ambulance Service is located in the Leiding Township Hall which is a metal pole building. The proposed project is to buy a base radio station for the Orr Ambulance Service hall. This request is made solely for the City of Orr Ambulance Service.

The Orr city-owned ambulance service is a 100% volunteer emergency medical response service, with a current active membership of 11 certified Emergency Medical Technicians and seven First Responders. There are no full or part-time employees.

Since 1985, the Ambulance Service has provided basic life support transportation to the greater Orr Area. The service has two licensed ambulance vehicles. The ambulance service area covers approximately 12oo square miles with a population of 10,253 (US Census Bureau). This service area includes parts of Koochiching ,Northern St. Louis and Itasca Counties including the townships of: Crane Lake, Willow Valley, Indian Point, Sugar Bush, Camp Five, Portage, and Leiding. The nearest hospital is Cook Hospital. We operate with hospital district monies assigned to capital expenditures and revenue generated from 911 calls and patient transfers.

Orr Ambulance Service provides mutual aid to towns of Cook, Tower and Bois Forte Reservation, in addition, it has aided in the care to members of La Croix Reservation, Canada. Also, the Ambulance Service works closely with the St. Louis County Sheriff Department, Nett Lake Police Department, Orr Fire Department, Kabetogama, Gheen and Crane Lake First Responders.

During the past three years, the Orr Ambulance Service has responded on average to 152 calls per year traveling over 20,000 miles annually. Last year 178 runs, in 2015 - 146 runs, 2014 -147 runs, and 2013 - 138 runs.

Although, the grant is for the Orr Ambulance home base radio station, this equipment will greatly enhance our communication to primary service areas and to St. Louis County 911 Communication Dispatch service. Detailed Narrative Description of Proposed Project Include detailed project timelines.

For the purpose of this grant, we have selected to enhance our communication by purchasing a base radio station for the Ambulance Hall along with 800 MHz radio. Because of the metal building there currently is no reception service for radios or cell phone within our ambulance hall. While in the hall, dispatch or others may be trying to contact us on the radio with no success.

The timeline for this grant: The applicant contact for this proposal will review grant stipulations and requirements within first month of obtaining grant and contact vendor to schedule purchase and installment of equipment. The applicant contact will be the liaison with the grantor, vendor, the city council, and other ambulance personnel. The Ambulance Chief Financial Officer will aid with coordination the installation of equipment with vendor. He is very knowledgeable with understanding the technology aspect. Within the two months of receiving the grant, the project should be successfully completed.

Training of personnel is a key to any success of the operations. The applicant contact will provide in-service training during monthly meeting.

Milestones for the project. Increasing the communication from ambulance hall has been an important milestone for our service. Project Objectives This section should describe what results should be expected if the project is funded. As part of this section, applicants are asked to indicate to what level the proposed outcomes might be achieved if the project is not fully funded. If funds are allocated this project, reception will be greatly improved. The matching funds are already planned for in budget. Should this project not be funded, other important projects will be placed on hold, if possible, to achieve this goal however, it may be pushed back until 2018

Our project to enhance our current communications technology supports the goals of the Minnesota’s SECB to ensure adequate resources at the state and local levels of government to support current and emerging public safety communications technology Impact Upon Public Safety Interoperability This section should describe how the project enhances public safety interoperability locally, regionally or statewide. The applicant should describe how broadly (geographically and public safety disciplines impacted) the project will impact interoperability and how that impact will be achieved. This will greatly enhance the ability to provide a quicker response without the challenges of not receiving communication and being prepared. This will eliminate the inefficient communication to dispatch and other agencies during an emergency incident.
