There is a light at Queen Street and another at Park Street but the block is a long one. the hill steep and the Holy Cross and Port Massey Cemeteries are on one side of the street. it is not sufficiently lighted and I would recommend that an additional are light be installed when funds are available. .

3. No. 3 Fire Engine “CoIt|:nbia" has been out of Commission since .\!'.ty 31st, causerl by pumping hot water from reservoir at 5. Car Works tire, which caused the fC[‘Jl£l{‘Ing' of new rubber valves and leather washers. The Engine has been repaired by the lJepartment at :1 cost of about twenty seven (S2'.-K00} dollars for material and is now in commission.

Cem‘J'emm:—The Board of Control at a meeting held on the 2-lth inst. had under consideration a letter from the Board of School Commissioners re their ap- plication for the approval of contracts for building the new Bloomfield High School. for heating in the Bloomfield Old School and Young Street School, and for the sale of land on Compton Avenue. stating that the same would be heard by the Governor if?

Council on Wednesday, 25th inst., at 11 o'clock a. m., in the Eitecutive Council oom.

And also 21 letter from the Provincial Secretary to the same ei'l'ect. Notice of the time and place of hearing and the objects thereof was duly for-

warded by order of the Board of Control to the members of the Board of Control and the Aldermen of the City Council.

At the hearing held on \Vedne5day, the 25th inst., the application of the School Board was not opposed.

The correspondence is submitted for the information of the Council.

:The Board recomniends that the City Council be represented on the Committee by Lontrollcr Harris, Aldermen Hines and J. C. Harris.

The City Council.

Gent!emen:——The last meeting of the City Council under the system in vogue before the inauguration of the Board of Control referred to this Board the ver_\' important matter of civic assessment. The subject was plated before your Board as an item from the Order of the Day. being “report Finance Committee. clause -1.

recommending the borrowing of S8,LllJU.UU for the installation of the so called Sonic-.rs bnit System of Realty Valuation. February 6th. 1913, page -l-80." With an earnest desire to bring about a more satisfactory system of assessnient for the Cit)‘ of Halifax the members of the Board have given very serious consideration to the various phases of this important and intricate problem. and have {‘.OI1'Il.'.‘ to the con- clusion that the time has arrived when more modern methods will liave to be applied for assessment for civic purposes.

At a special meeting of the Board held last evenilig. present l.Jrpul_\'-.\la_\'or Powell. Qliairman. and Controllers O'Connor. Ilarris, lloben and :-icanlan. the Board unanimously decided to recommend to the City Council that legislation be sought whereby the City may be authorizetl to install a unit system of property valuation for assessment purposes. said legislation to provicle [or thr l‘MJFl'fJ\\"lIl.g of :1 sum not to exceed $15,000.00 for the purpose.

Although the major portion of the amount suggested would not he required during the Civic year 191-I-15. the Board deems it e_\-podi-.-nt that authority to cover all estimated expenditure should be included at one time in the |JErr11lsSl\'L‘ legislation proposed. No shceme for scientific assessment based on inathcmatical calvulatiom: can become ellective with the data at present availablt: to the Assessors and the first steps necessary to be taken require a Very large amount of work in preparation and printing of plans showing each block of the City SI,‘.p£!l".1t(‘l)' with the (lllt1(:IlSl\)11S

and outline plans of each structure plotted thereon .This preliminary work is very urgently needed at the present time whether it finally t'lE,'t’?l(lL‘tI to cstalalisli an)‘ new system of assessment valuations or not. It would }Jr(Jl)E1l)l)'1a1l-C021 large portion of one year to accomplish, so that the larger portion of the amounts proposed to be borrowed will not likely be required until at least the civic year 1915-16.
