Men’s New Life Program Expansion
We are looking to increase from 12 to 24 Students for a total Student population of approximately
71 Students.
Payee Services Expansion
Our goal is to increase from 600 to approximately 650 clients.
Launch GCRM’s Trade School
Food Service will be the pilot trade for up to 12 additional trades added in the next ten years. Students can
obtain resume worthy certificates as well as Instructor certificates.

Our goal is to raise $5,000 scholarships for New Life Program Students. Gala will feature John Ashmen,
President of the Association of Gospel Rescue Missions (300 in North America). Contact Melanie Sallah

New Recuperative Care Facility
The renovated facility will expand capacity from 9-22 clients. Grand Opening projected for late April.
Fall GO Project Up to 300 volunteers will descend upon our Campus for maintenance work and enjoy a barbeque with the
local community.

OUR MISSION
The Gospel Center Rescue Mission (GCRM) is a ministry to the people of San Joaquin County where the
homeless and addicted in our community are presented the opportunity for spiritual, physical and emotional
restoration through the love of Jesus Christ.
WAYNE RICHARDSON’s CEO MESSAGE
I am humbled to have joined the “Team” at the Gospel Center Rescue
Mission in 2016! This year has been marked with celebration and
transition which will be conveyed in detail in this Annual Report.
We have celebrated our 75th Year! Praise be to God for His faithfulness
to us! For providing the Board, Staff and Volunteers; providing the
financial resources; guiding us to better know the needs of the homeless
community of San Joaquin County; and providing His protection for the
Team who have worked in often dangerous surroundings; we give thanks
to the Lord and celebrate 75 years of ministry!
We also transitioned in 2016! We honored outgoing Board members
Don Vos, Elisabeth Weststeyn, and David Vaugn and welcomed Fred
Jantz, Sharon Benninger and Brad Stahl as new Board members. We
also passed the Board President gavel from Richard Gruber to Bill Conley. We thanked outgoing CEO, Bill Brown
who has given his life’s work to the Mission and welcomed to myself as the new CEO where I look to build upon
the wonderful legacy of 75 years. And finally 2016 was a year of change in our programs
and the ongoing physical improvements to the Mission.
Thank you to our Board, Volunteers, Staff and financial supporters. 2016 was a great year!

KEY CAPITAL IMPROVEMENTS
New Fire Detection and Suppressions (Sprinkler) Systems
The 75thAnniversary Gala held in April 2016 at the Stockton Golf and Country Club featured all funds
raised going towards the purchase of a new fire detection and suppressions (sprinklers) systems.
In 2016 the entire fundraising project costs were raised and installation commenced with 90% project
completion in 2016 and the estimated project completion is by April 2017.
Alustiza Building Prepped for Renovation

A 2009 initiative to renovate this 24 room former hotel into a women’s transitional home has been
re-launched. 2016 featured securing the building from vandals and the elements, removal
of unusable materials stored in the ground floor and basement, and obtaining a free Architect
and Engineer estimate for a $2M renovation cost. More information and a funding Need Statement can

New Recuperative Care Building Renovation
Expansion of GCRM’s Recuperative Care Program from
9 to 22 beds took a huge step forward as the renovation of the
13 bed facility became 60% complete in 2016. Renovation
in 2016 occurred primarily with volunteers.
Men’s Hope Housing Residences Internal Renovations
In 2016 Program Students performed much needed interior
renovations to the two men’s Hope Housing residences.
Improvements included flooring, painting and minor
interior repairs. Corner of Hunter and Sonora Streets
Campus Senior Staff Apartment Renovation
The two bedroom apartment above the Campus Chapel designed
for a senior Staff member was renovated in 2016 for occupancy
by the GCRM COO. Vacant for several years, we now have
the benefit of a senior Staff member living on Campus.
New Children’s Playground Sod
This area requires almost annual replacement due to heavy play usage. Children's Play Area
MINISTRY ENHANCEMENTS
GuideStar Gold Rating
In 2016, GCRM achieved the GuideStar rating as a Gold Participant within
the nearly 2 Million IRS tax exempt organizations that GuideStar tracks.
In sum, donors can now see how efficient we are with their giving!
DonorPerfect Software
GCRM launched this donor database software which allows for
superior relationship management with our wonderful supporters.
Ministry Needs Book
We completed one page executive summaries of our critical funding needs. These can be viewed at
www.gcrms.org/Ways-To-Give and then clicking “Needs Statements.”
Cause Related Marketing Launched!
A marketing partnership opportunity is available between Your Company and GCRM. We can offer
An affinity based partnership in the following areas: homelessness, food security, women,
men, children, disabled, medical, veterans, basic literacy & GED, freedom from drugs & alcohol,

2017 Employee Campaign
Late 2016 GCRM conducted its first-ever Employee Campaign
achieving its goal of 100% participation. Besides the under
writing, printing and mailing of this Annual Report, our amazing
staff are also $5,000 Century Level sponsors (funding 1 future
New Life Program Student) of the 2017 Scholarship Gala on 7April!
New Graduation Format
On November 18th GCRM began it new Graduation format that
features a San Joaquin County community leader as the Keynote
Speaker to give the “Charge” to our Graduates. This means that every two months our Students, Staff
and Graduates will be mentored by a distinguished leader. Graduations are open to the public and dates can be
viewed on our website’s EVENTS tab.
Campus Tours
In 2016 Campus tours to the community at large has become an almost daily occurrence. Please call

Celebrate Recovery Bible
In 2016 GCRM adopted the Celebrate Recovery Study Bible New International Version as its curriculum Bible
issued to all Program Students and Staff. This Bible was selected for its ease of reading, study
features and because all Students attend Celebrate Recovery weekly within the community.
Board Meetings Moved from Monthly to Bi-monthly
The GCRM Board elected to move from monthly to bimonthly Board meetings. A key aspect of this
change is to recruit future board members who have very busy schedules.
KEY PROGRAMS
Men’s Emergency Lodge Program
FREE overnight program which includes a bed, shower, dinner &
breakfast for up to 75 Men. Feeding for this program and all GCRM
Ministries requires about 600 meals/day or 219,000 meals/year.
New Hope Family Shelter
New Hope Family Shelter is a transitional housing program
for single women and children or families. This FREE program
provides the adults and up to 50 children with basic needs
of food clothing and shelter while they resolve the immediate
issues leading to their homelessness and develop skills to avoid
homelessness in the future. Program components include:
education, work skill development, addiction treatment, anger
management and budgeting to name a few.
New Life Program
This FREE six month program manages life from addiction to
recovery for men and women providing classes dealing with
spiritual, emotional and physical health. This residential
curriculum offers a clean, sober environment, education in
recovery issues along with overcoming family dysfunction
issues, life skills, nutrition, parenting and Christian counseling.
The second phase of the New Life Program is where
Students begin to make and pay restitution to society by giving
back through their “Ministry Assignments.” They begin
employment and/or go to school and pay for part of their
program fees. Hope Learning Center affords New Life Program
Students the opportunity to learn or improve basic skills such as
reading, writing, and math leading toward testing for a GED. The
final phase can extend for an additional one year for stability in
the Hope Housing residences.
Recuperative Care Program
This program serves Homeless individuals transitioning from a
hospital to the care that a family member would provide if the
client were recuperating at home. GCRM operates the only
non-profit Recuperative Care Program in San Joaquin County.
Payee Services
We are one of two major non-profits managing SSI benefits to the
Homeless in San Joaquin County. In 2016 GCRM served about
600 clients processing approximately $6M in SSI benefits.
Clothing Ministry
FREE clothing & furniture is available to people in need upon
request. In 2016 we distributed approximately 100,000 pieces of
clothing, furniture and other household items.
