Welcome to the 2016 Annual Women In Defense National Conference!

Thank you for joining us. We have a stellar lineup of presenters, moderators and panelists, all with subject matter expertise supporting our conference theme of “Driving Innovation: Showcasing Leaders Delivering Innovation to National Security.”The goal of this conference is three-fold: • to bring the thought leaders together to share with us their insights; • to incite discussions in the panels that provide clarity on innovation in government, defense, and industry; • and to create opportunities for you to grow your network with those gathered here. Innovation is also the theme in the Defense Community. In 2015 Secretary of Defense Ash Carter led visits to Silicon Valley, the DIU(X) office opened near the homes of Google and LinkedIn, and Carter launched the Force of the Future initiative. These initiatives all have the underlying goal of improving how the DoD partners with the technology industry and brings innovation to the defense sector. And yet, the DoD is reportedly struggling with how to quickly introduce innovation and IT into defense requirements. The journey continues. As you’ll see in the enclosed program, there are four great panels discussing these issues of Innovation in Government and Industry Leadership, in Government Contracting Opportunities and in STEM programs. We are also offering six Keynotes for a diverse and high level perspective. Our experts join us from StratComm, NSA, DHS, NASA, DCAA and DCMA as well as the military. And if that’s not enough, we’re providing extended break times to foster networking. These idea sharing and collaboration opportunities with your fellow attendees will increase the return on your investment of time today. At the conclusion of the conference, many of us will avoid the traffic and gather in the public spaces of this Crystal Gateway Marriott. We welcome you to join us. I want to thank the WID Planning Committee and, in particular, Ms. Pamela Falls and her colleagues on the WID Board and committees, and Ms. Barbara Dunlavey, Ms. Adrienne White, and their colleagues at NDIA for the hard and smart work to create this conference just for you.

aBout the horiZons sCholarshiP ProgramThrough the HORIZONS Scholarship, established in 1988, Women In Defense encourages women to pursue careers related to the national security and defense interests of the United States, especially in the areas of science, technology, engineering, and math, fields that support national security. The scholarship provides financial assistance to rising juniors and above, including graduate level, to further educational objectives of women who are U.S. citizens already employed in or planning careers in defense or national security. Funding comes from corporate, chapter, and individual donations.

MG Heidi Brown, USADirector, Global Operations - J3, U.S. Strategic CommandMajor General Heidi V. Brown, assumed duties as the Director of Global Operations, U.S. Strategic Command, Offutt Air Force Base, Nebraska on February 23rd, 2015. She is responsible to the commander on matters of situational awareness, command and control, integrated plans, and global nuclear, cyber, and space operations.

MG Brown graduated from the United States Military Academy at West Point in 1981. Over the course of her military career, she has served in a variety of command and staff positions, including: Platoon Leader, Executive Officer, and Commander, C Battery, 6th Battalion, 52nd Air Defense Artillery Regiment, 32nd Army Air Defense

Command; Executive Officer and later Commander, 2nd Battalion (Patriot), 43rd Air Defense Artillery Regiment, 108th Air Defense Artillery Brigade; Assistant Executive Officer to the Deputy Chief of Staff for Operations and Plans; Commander, 31st Air Defense Artillery Brigade, III Corps; Chief of Staff and Deputy Commander of the U.S. Army Air Defense Center and Assistant Commandant of the U.S. Army Air Defense School at Fort Bliss, Texas; Deputy Commanding General (Sustainment) at Fort Lewis, Deputy Commanding General (Sustainment), Multi National Corps - Iraq; Director of Integration, Office of the Deputy Chief of Staff, G8, and most recently as the Director for Test for the Missile Defense Agency (MDA). As Commander of the 31st Air Defense Artillery Brigade, General Brown was the first woman to command and lead a brigade into combat and has the added distinction of being the first female general in the Air Defense Artillery branch.

MG Brown’s awards include the Defense Superior Service Medal, the Legion of Merit with four Oak Leaf Clusters (OLC), the Bronze Star Medal with one OLC, the Defense Meritorious Service Medal, the Meritorious Service Medal with six OLC, the Army Commendation Medal with five OLC the Joint Services Achievement Medal, and the Army Achievement Medal with four OLC. She is also authorized to wear the Parachutist Badge, the Air Assault Badge, the Joint Chiefs of Staff Identification Badge, the Army Staff Identification Badge, and the Secretary of Defense Identification Badge.

MG Brown holds a Bachelor’s Degree from the United States Military Academy, a Master of Education Degree in Student Personnel Services, University of South Carolina, and a Masters in Strategic Studies, the Army War College. Her military education includes the Air Defense Artillery Officer Basic and Advanced Courses, Combined Arms and Services Staff School, Army Command and General Staff College, and the Army War College.

Ms. Jennifer WalsmithSenior Acquisition Executive, National Security AgencyMs. Walsmith is dual hatted as the National Security Agency’s Deputy Director of Business Management & Integration (BM&I) and Senior Acquisition Executive (SAE). As the Deputy Director of BM&I, she is responsible for the horizontal and vertical integration of all planning, capability needs identification, programming, acquisition, budget execution, financial resources, and performance management activities across the cryptologic enterprise. As SAE, Ms. Walsmith provides leadership across all areas of the Acquisition Directorate, which is responsible for all Agency procurements, from fences to complex new systems acquired as part of a major acquisition program. In a given year this averages over19,000 procurement actions to execute several billion dollars. She has direct responsibility for delivery of major acquisitions, while ensuring consistent and appropriate implementation of the Acquisition process. Ms. Walsmith develops and maintains strategic relationships across all levels of the Agency and all organizations involved in acquisition. She also maintains relations with overseers, stakeholders external to NSA, and Industry executives. A key facet of her job is assessing and ensuring a healthy Industrial base to deliver NSA capabilities. Ms. Walsmith is responsible for the entire acquisition workforce, to include hiring, training and mentoring.

Ms. Walsmith began her career with NSA in 1982 as a Computer Systems Analyst within the Operations Directorate (predecessor of the SIGINT Directorate I SID). She worked within the operations directorate learning SIGINT first hand as she supported developing new capabilities for analysts. Ms. Walsmith joined private industry in 1990, holding positions in software development, database development, and program management. In 1998, Ms. Walsmith was recruited back to government service by the CINNRO to serve as the Director of Acquisitions & Corporate Decisions Group, responsible for NRO acquisition processes and policies as well as key corporate initiatives. In 2000, Ms. Walsmith returned to the NSA as an acquisition integree from the NRO working the TRAILBLAZER program. In 2001, Ms. Walsmith was asked to join NSA permanently as a member of the Transformation Team. In 2003, Ms. Walsmith was asked to become the Deputy Program Executive Officer (PEO) for NSA’s first PEO, which had execution and integration responsibility for all of the major NSA Transformation programs.

In 1990, Ms. Walsmith moved to industry as a Systems Engineer at SAIC. While at SAIC, she worked on SA Project Screenwork and the Reconnaissance & Surveillance Airborne Study. Between 1993-1998, Ms. Walsmith wasSAIC’s lead Program Manager for NRO Plans & Analysis Center. When Ms. Walsmith returned to the NRO in 1998, her organization was recognized by the Community for its innovative acquisition practices and was heavily relied upon by the Director oftheNRO.

Ms. Walsmith graduated from University of Maryland Baltimore County with a Bachelor’s of Science in Computer Science in 1990 and is DAWIA Level Ill Certified in Program Management with Acquisition Corps. She has completed many leadership courses, including Leadership at the Peak at the Center for Creative Leadership and Executive Leaders with MIT.

Dr. Phyllis SchneckDeputy Under Secretary for Cybersecurity and Communications, Office of the Under Secretary, National Protection and Programs Directorate, U.S. Department of Homeland SecurityDr. Phyllis Schneck serves as the Deputy Under Secretary for Cybersecurity and Communications for the National Protection and Programs Directorate (NPPD). She is the chief cybersecurity official for the Department of Homeland Security (DHS) and supports its mission of strengthening the security and resilience of the nation’s critical infrastructure.

Schneck came to DHS from McAfee, Inc., where she was Chief Technology Officer for Global Public Sector. She was responsible for the technical vision for products and service for public sector as well as global threat intelligence, industrial control system security and telecom strategy. She drove strategic thought leadership around technology and policy in cybersecurity and led initiatives in adaptive security and intelligence in networks for critical infrastructure protection and cross-sector cybersecurity.

Schneck has had a distinguished presence in the security and infrastructure protection community. She has served as a Commissioner on public-private partnership, and a working group Chair for the CSIS Commission to Advise the 44th President on Cybersecurity. Schneck was the Chairman of the Board of Directors of the National Cyber Forensics and Training Alliance, a partnership between corporations, government and law enforcement for cyber analysis to combat international cybercrime. Schneck was also Vice Chairman of the NIST Information Security and Privacy Advisory Board.

Schneck was recently named the Loyola University Maryland David D. Lattanze Center 2012 Executive of the Year. Schneck served eight years as chairman of the National Board of Directors of the FBI’s InfraGard program and founding president of InfraGard Atlanta, growing the program from 2,000 to over 30,000 members nationwide. She was responsible for the strategic growth and vision of the private sector side of InfraGard, often representing InfraGard in the creation of national policy. She was chiefly responsible for the first Memorandum of Understanding between DHS and InfraGard and increasing InfraGard’s engagement with DHS officials nationwide. Named one of Information Security Magazine’s Top 25 Women Leaders in Information Security, Schneck has briefed numerous foreign governments on information sharing and infrastructure protection, has worked with the UK infrastructure protection and cybersecurity authorities on US partnership, and moderated the White House Town Hall Meeting in Atlanta for the National Strategy to Secure Cyberspace. She holds seven information security patents and has six research publications in the areas of information security, real-time systems, telecom and software engineering.

Before joining McAfee, Schneck was vice president of Research Integration for Secure Computing, where she conceived and built the early intelligence practice into a full Beta program for data as a service. Prior, Schneck was the vice president Enterprise Services for eCommSecurity. Prior to that, she served as vice president of Corporate Strategy for SecureWorks, Inc., and was founder and chief executive officer of Avalon Communications, a provider of real-time security technology, since acquired by SecureWorks, Inc. Schneck also held various information science technical positions with CygnaCom Solutions, the MITRE Corporation, Computer Sciences Corporation, IBM Systems Integration Division, NASA Goddard Space Flight Center and the University Of Maryland’s Department of Meteorology.

Schneck received her Ph.D. in Computer Science from Georgia Tech, and pioneered the field of information security and security-based high-performance computing at Georgia Tech. She served on the Steering Committee for the Sam Nunn Information Security Forum as well as a term on the Georgia Tech Advisory Board, and cofounded the Georgia Tech Information Security Center and the Georgia Electronic Commerce Association’s Working Group on Information Security.

Hon. Katrina McFarlandActing Assistant Secretary of the Army (Acquisition, Logistics & Technology) and Army Acquisition ExecutiveThe Honorable Katharina (Katrina) McFarland is the Acting Assistant Secretary of the Army (Acquisition, Logistics & Technology) following designation by President Barack Obama on February 1, 2016.

As Assistant Secretary of the Army (Acquisition, Logistics & Technology) and Army Acquisition Executive, Mrs. McFarland oversees the execution of the Army’s acquisition function, including life cycle management and sustainment of Army weapons systems and research and development programs, and manages the Army Acquisition Corps

and greater Army Acquisition Workforce. Mrs. McFarland also serves as the science advisor to the Secretary of the Army and as the Army’s senior research and development official and senior procurement executive. In addition, Mrs. McFarland holds principal responsibility for all Department of the Army matters related to logistics.

Prior to joining Department of the Army, Mrs. McFarland served as the Assistant Secretary of Defense (Acquisition). In this role, she was the principal adviser to the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on matters related to acquisition.

Previously, she served as the President of the Defense Acquisition University (DAU). Under her leadership, DAU provided practitioner training, career management, and services to enable the acquisition, technology, logistics, and requirements community to make smart business decisions and deliver timely and affordable capabilities to the Warfighter. Prior to joining DAU, Mrs. McFarland was the Director for Acquisition for the Missile Defense Agency (MDA)—a position she held since May 2006. As MDA’s principal acquisition executive, Mrs. McFarland advised the Director of MDA on all acquisition, contracting and small business decisions. Other core responsibilities included the development of process activities and program policy associated with the execution ofthe single integrated Ballistic Missile Defense System research, development and test program, and establishment of the Baseline Execution Review to ensure an integrated program execution of the BMDS occurred across the baselines of schedule, cost, performance, contracting, test and operational delivery.

Mrs. McFarland began her civil service career in 1986 as a general engineer at Headquarters Marine Corps where she was accredited as a Materials, Mechanical, Civil and Electronics Engineer. She has received an Honorary Doctoral of Engineering from the University of Cranfield, United Kingdom; the Presidential Meritorious Executive Rank Award, the Secretary of Defense Medal for Meritorious Civilian Service Award, the Department of the Navy Civilian Tester of the Year Award, and the Navy and United States Marine Corps Commendation Medal for Meritorious Civilian Service. She is DAWIA Level-III-certified in Program Management, Engineering, and Testing as well as having a professional engineer license and having attained her PMP certification.

Hon. Lisa Disbrow, USAFR (Ret)Under Secretary, Office of the Under Secretary of the Air ForceLisa S. Disbrow is the Under Secretary of the Air Force. She is responsible for all Air Force Affairs on behalf of the Secretary of the Air Force, including organizing training and equipping the force. She serves as acting Secretary of the Air Force in the Secretary’s absence.

By law, Ms. Disbrow serves as the Chief Management officer of the Air Force, responsible for the efficient and effective management of Air Force resources and providing for the welfare for more than 664,000 active duty, Guard, Reserve and civilian Airmen and their families. As Under Secretary of the Air Force Ms. Disbrow

oversees the Air Force’s annual budget of more than $120 billion dollars and serves as the co-chair of the top Air Force corporate decision making body, the Air Force Council. She represents the Air Force as a member of the Deputy Secretary of Defense’s Defense Management Advisory Group.

Prior to assuming her current position, Ms. Disbrow was the Assistant Secretary of the Air Force for Financial Management and Comptroller, where she served as the principal advisor to the Secretary and Chief of Staff of the Air Force on all financial matters. She was responsible for providing the financial management and analytical services necessary for the effective and efficient use of Air Force resources. In this role she directed the development and execution of the Air Force budget and the Program Objective Memorandum, oversaw the Air Force Cost Analysis Agency’s acquisition, operational cost analyses and critical Air Force accounting and financial operations.

Previous to joining the Secretariat of the Air Force, Ms. Disbrow was the Vice Director for Force Structure, Resources and Assessment on the Joint Staff. She was responsible for developing future warfighting capabilities; conducting joint force structure and warfighting studies; and evaluating Department of Defense plans, programs, and strategies for the Chairman of the Joint Chiefs of Staff. Additionally, she supported the Vice Chairman of the Joint Chiefs of Staff in his role as Chairman of the Joint Requirements Oversight Council. From 2006 to 2007, Ms. Disbrow was detailed to the President’s National Security Adviser as the Special Adviser for Policy Implementation and Execution.

Ms. Disbrow is a retired Air Force Reserve Colonel, with experience as an intelligence analyst, Middle East specialist, campaign planner, and programmer. Following active duty, Ms. Disbrow served in the National Reconnaissance Office as a Senior Systems Engineer.

Ms. Michèle HizonPrincipal Director, Security Assistance and Equipping (SA&E) Defense Security Cooperation AgencyMichèle Hizon is the Principal Director for Security Assistance and Equipping at the Defense Security Cooperation Agency (DSCA). The SA &E Directorate is responsible for the execution of security assistance activities. These include Foreign Military Sales (FMS), Title 10 equipping programs such as the Section 2282 program, and Title 22 equipping programs such as Excess Defense Articles, Special Defense Acquisition Fund, and leases.

Prior to this assignment, Mrs. Hizon was the Chief of Weapons at DSCA from 2011 to 2015. Her responsibilities included providing technical and doctrinal subject matter expertise on weapons and systems, synchronizing inter-agency technology release efforts to support weapons sales, serving as the industry ombudsman for FMS, overseeing international FMS competitions, and developing the FMS Forecast.

Mrs. Hizon was on the staff of the Director, International Negotiations in the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics/ International Cooperation from 2007 to 2011. Her responsibilities were in international cooperative programs and associated international agreements, technology security and foreign disclosure, and export controls. Ms. Hizon was the lead DoD action officer for implementation of the Defense Trade Cooperation Treaties with Australia and the UK.

From 2003 to 2007, Mrs. Hizon was the Deputy Director, Technology Assessment, Exchanges, and Disclosure Division in the Navy International Programs Office (Navy IPO), where she promoted defense cooperation with allied and friendly nations while ensuring protection of U.S. and allied nation warfighting capability through technology controls in accordance with the National Disclosure Policy, the ITAR, and the Export Administration Regulations.

From 2000 to 2003 she served at the Navy IPO as a senior negotiator, responsible for the negotiation of Department of the Navy research, development, test, evaluation, licensed production, and other international agreements.

Mrs. Hizon worked at the Department of Commerce (1998-2000) in defense trade advocacy, for defense contractors (1992-1998), and as a U.S. House of Representatives Appropriations Committee Associate Staffer/Legislative Assistant for a Member of Congress on the House Appropriations Committee (1989-1992).

Mrs. Hizon received a Master’s degree from the London School of Economics and a Bachelor’s degree from the University of Notre Dame.
