“Please donate canned goods and non-perishable items…”

Possibly more than any other statement used in charitable donation related to food banks nationwide, this phrase represents the essential core of what we ask people to do every year.

To donate food for people in our region who need it.

Our efforts—this year as in every year—have been capably answered by so many thousands who dropped off their donations, bundled them up for home pickup, or brought a sack full of donated food to an event.

This year, we honor the self-contained potential for good in all of us.

Good that is on vibrant display throughout the 2013 Annual Report. Good that is evident in the images and stories from so many food drives and events across Westmoreland County.Good that is summarized in the financial statements of an efficient non-profit orga-nization that sees the lion’s share of its revenue go directly toward people in need.

Canned GOOD is truly non-perishable.

On behalf of the Westmoreland County Food Bank and our partners at Feeding America and The United Way, we thank you for the goodness within that serves your fellow man.

CEO MessageIt is with great pride that I am able to report that the Westmoreland County Food Bank had another successful year of helping those in need in our communities. For 2013, we distributed over 7.4 million pounds of food in total to more than 15,000 individuals monthly through our network of 66 agencies spread throughout the county. That is roughly 600,000 more pounds than were distributed in 2012. It has been said that food banking is the only industry where you don’t want to get larger, which tends to indicate that the problem is growing and getting worse. That being said, the flip side of the argument is that we are doing a better job of addressing more of the need in the county itself. With our award-winning expansion and outreach program, I believe we are doing just that, by reaching out to the less fortunate in our hardest hit communities and getting them the assistance they deserve and so desperately need. This is only made possible by the generous donation of time and dollars that we receive from so many throughout the county.

I always say that the two things I am most proud of at the Food Bank are the number of volunteers that help on a regular basis and our financial efficiency. In 2013, more than 6,650 people donated around 94,000 hours of their time to the food bank either at our facility in Delmont or at one of our pantries around the county. Combined, they represent about $2 million worth of donated time and equate to about 44 additional full time staff. At present, we have 23 people working here full time and given our current budget, could never have another 44 employees on our payroll. These volunteers are, therefore, the lifeline of our organization and make it possible to distribute the millions of pounds of food that we do. Turning to financial efficiency, 2013 again saw 95 cents of every dollar taken in going back out to help those in need in the community. Low overhead and administrative costs are, I believe, one of our biggest selling points in terms of attracting dona-tions from individuals and foundations throughout the county and region. As we continue to see decreasing or level funding while experiencing rising costs across the board and increasing need, these donations become more crucial with each passing year.

In a country as affluent as ours, it is a moral crime that roughly 49 million Americans are food insecure. As long as the need remains, the Westmoreland County Food Bank ,in partnership with our volunteers, advocates, and donors, will continue to do everything in our power to lessen the suffering of those in need in our communities. I thank you for your continued support and look forward to our wonderful organization making an even larger impact on hunger in 2014.

Food Pantry Distribution Program

The core of Westmoreland County Food Bank’s work is to acquire food and household

necessities and to distribute it to needy people throughout Westmoreland County.

In 2013, WCFB distributed over 7 million pounds of food items through a network of

66 partner agencies in Westmoreland County. Partner agencies are primarily com-

prised of food pantries, which distribute monthly food boxes to eligible recipients

through the Food Pantry Distribution Program. Agencies also include community

meals/soup kitchens and on-site feeding programs that provide daily or weekly hot

meals to recipients. The Food Bank regularly monitors its partner agencies to ensure

that food is properly stored, distributed and/or served, and that all client eligibility

requirements are met. Approximately 7,000 households are served each month. The

Food Bank also functions as a distribution point for other human service agencies to

provide information on the services they provide.

Feeding New Kensington Project

Ending Hunger One Bite at a Time…

New Kensington and surrounding areas were selected as the area

of focus for 2013 and 2014 outreach/expansion efforts. Our in-

tention is to raise awareness of the Food Bank and its services. We

want people to be aware of the income guidelines for eligibility

and where the pantry sites are located. Families may be eligible

for help and not even know it. In 2013 we worked closely with

the eight pantries in the area to assist with capacity development

and volunteer support, which included development of overall

community partnerships. During this first year of outreach, an

additional 290 households were added to the rolls of the Food

Pantry Distribution Program.

Achievements/AccreditationsAIB CertificationFood safety, handling, and storage are all important aspects of the Westmoreland County Food Bank, and we have been rewarded for our stringent compliance to these standards by the Ameri-can Institute of Baking International. The Food Bank is a certified affiliate of Feeding America and the 13th member out of 200 in the country to be awarded this certification.

The excellent rating of 920 out of 1,000 testifies to our quality in safe food handling, sanitary working conditions, and food safety training for employees. This is just one more example of how the Westmoreland County Food Bank is leading the way in serving the disadvantaged with high quality food handled with safety and with integrity.

AIB has honored the Food Bank with a Recognition of Achievement, stressing its high quality of goods provided, outstanding food safety and sanitary working conditions, and exemplary training for employees regarding proper handling of food products and ingredients. Rigorous inspections and training are required of companies and bakeries which receive the certification. The recog-nition verifies that the Westmoreland County Food Bank is committed to its partner agencies, donors, and families it serves.

Founded in 1919 by the North American wholesale and retail baking industries, AIB International has been committed to promoting safety in the food-supply chain, delivering quality technical and educational programs, and offering rigorous independent inspections and superior audits.

Specialty Feeding ProgramsSummer Food Service ProgramProper nutrition is important for young children; therefore, WCFB continues to sponsor the Sum-mer Food Service Program each year when school is not in session. This program is a continuation of the National School Lunch Program with funding provided through the US Department of Agri-culture and administered through the PA Department of Education. For eight weeks each summer, free breakfasts and lunches are served to low-income children at various locations throughout the county.

In 2013, the SFSP provided over 23,000 meals to an average of 618 children a day at 18 sites throughout the county. This program provides proper nutrition and teaches good eating habits to children.

Commodity Supplemental Food ProgramEach month, the CSFP/ Senior Food Box Program provides approximately 1,500 low-income seniors age 60 and over with food packages designed to provide nutritionally balanced supplements to their monthly food consumption. The nutrient-rich foods contained in the CSFP monthly food package help to prevent the occurrence of health problems, and improve the health status of these individuals who may be at a critical level of nutritional risk due to low-income and poor diet. The food packages consist of canned items (fruit, vegetables, meat, or fish), bottled juice, shelf stable and instant dry milk, cheese, pasta or rice, dry beans or peanut butter, and cereal.

In 2013, nearly 500,000 pounds of food were distributed to eligible participants. The Senior Food Box Program would not be successful without the help of the many volunteers who give so gener-ously of their time each month to pack the boxes.

15

Page 16: 2013 Westmoreland County Food Bank Annual Report

Specialty Feeding Programs

Operation Fresh Express

Operation Fresh Express (OFE) distributions are sponsored by various groups and or-ganizations and are held weekly at locations throughout Westmoreland County. This rapid distribution program held outdoors provides much needed perishable food such as dairy products and fresh produce, which would otherwise be discarded due to being close dated. In 2013, OFE provided over 700,000 pounds of supplemental food to over 8,600 households with the help of 1,200 volunteers who assisted with the distributions.

16

Page 17: 2013 Westmoreland County Food Bank Annual Report

Specialty Feeding Programs

The Super Cupboard Program

Through a joint effort between Penn State Nutrition Links and Westmoreland County Food Bank, the Super Cupboard Program is offered to families with children under the age of 20 at various locations throughout Westmoreland County. Each 5 week program consists of a series of lessons and activities on various topics to help participants feed their families on a limited budget. Emphasis is placed on learning how to prepare low-cost, quick meals, developing new cooking and food safety skills, and trying new nutritious foods. The program also looks at budgeting and how to use unfamiliar but low-cost foods. Participants are then able to take home the supplies to prepare the meals at home for their families.

Special Events

Hunger Action MonthEach September, Feeding America and Food Banks across the Country commemorate Hunger Action Month. This year for this first time, we helped to raise awareness of hunger in our community by publishing a tab in the Tribune Review. This special publication highlighted the programs that we operate and how the community can get involved to help end hunger here at home.

We encouraged businesses and organiza-tions throughout Westmoreland County to “Go Orange for Hunger” to help raise awareness. We are proud to say that many organizations participated and the high-light of our efforts was that for the first time ever, the dome of the County Courthouse was illuminated orange. We cannot thank the community enough for this effort and to our County Commissioners for setting a wonderful example!

Annually the Food Bank hosts the Hunger Action Month Partnership Luncheon & Awards. This event is held in our warehouse, where ending hunger begins. This gives our partners a chance to tour the warehouse as well. Awards are also given out to an outstanding donor, outstanding agency, an extraordinary partner, and a special recognition award.

This year’s awardees were:• Outstanding Donor Award: Diane Angstadt• Outstanding Agency Award: St. Edward’s Food Pantry• 5th Annual Partner Award: Kris Hayes• Special Recognition Award: Marlene Kozak, former CEO/retired

Special Events

United Way’s Day of CaringFirst Energy and Medrad provided volunteers to help with painting, cleaning, and repacking of donated food at our warehouse during the United Way’s Day of Caring. We thank PPG for their generous in-kind donation of paint and supplies again this year.

Empty Bowl EventThe sixth annual Empty Bowl Event was held at St. Bruno’s Parish Hall, Greensburg. Karen Piper and her committee of volunteers worked for over a year to organize this grand event. Many craft and ceramic shops worked closely with Mrs. Piper and her crew to have bowls made by community members and school students. Empty Bowl donated over $16,000 to the Food Bank. Thank you to Karen and her volunteers for going above and beyond to help those in need.

Special Events

Sing for their SupperThe sixth annual Sing for their Supper was held in September during Hunger Action Month in Irwin. It was hosted by Gail Macioce and the Irwin Business & Professional Association. Every year, good humored and talented people “sing for their supper” and collect tons of food and funds. Over $2,000 and 2,000 pounds of food was donated to the Food Bank from the event. Thank you to Gail and all of those who helped.

West Penn Power Harvest for HungerEach March, First Energy challenges their employees to help their community by collecting food and funds for their local Food Banks. West Penn Power in Westmoreland County takes this challenge very seriously. In 2013, via numerous staff activities and promotions, Rosemary Spoljarick and her colleagues throughout the county raised over $11,000 and over 500 pounds of food.

Day of GivingFor the past several years, The Pittsburgh Foundation and The Community Founda-tion of Westmoreland County hosted an annual Day of Giving to benefit non-profit organizations throughout the region. In 2013, our generous community, along with a local match, donated over $30,000 to the Westmoreland County Food Bank. Their generosity did not stop there. In December, the Pittsburgh Foundation launched an emergency appeal for donations to help food banks deal with the surge in demand. To date this wonderful event has rasied $188,483.79 in its eighth year of existence.

Planned Giving

a. Why make a Planned Gift to WCFB? A Planned Giving Program is to a non-profit organization what a 401K Retirment Plan is to an employee. Once it is sufficiently funded, you can live off of the income for the rest of your (or the non- profit’s) life.

b. Ways to Make a Planned Gift to WCFB: i. Life insurance can be given in the form of cash or securities. Once given as a gift, the policy is tax deductible. ii. Giving an estate as a charitable gift can considerably reduce taxes and can sometimes be 100% deductible. iii. Outright gifts can be given in the form of cash or securities. These funds are available for immediate use of the non-profit. iv. Life income gifts not exceeding $5,000 are 100% tax deductible. v. Charitable Gift Annuities not only provide a charitable gift to a non-profit, but also provide a lifetime income for the donor’s heirs.

Thank Goodness.

We approach the future with the same goal we have every year—to end hunger in Westmoreland County. Until that day comes, we will continue the focused, hard work necessary to help people and families in need.

It’s that simple.

It’s that good.

Thank you for all that you do for the Westmoreland County Food Bank.
