WELCoME LETTER fRoM THE SCIENTIfIC PRogRAM CHAIR

It is indeed my pleasure to welcome you to the 2013 Institute on Psychiatric Services (IPS), in Philadelphia, October 10-13. This year’s meeting,

whose theme is Transforming Psychiatric Practice, Reforming Health Care Delivery, will be innovative, diverse, comprehensive, and professionally fulfilling.

The APA’s Institute on Psychiatric Services has become a “must attend” professional meeting, attract-ing an international audience yet still maintaining a community and public mental health focus. Attendees this year will be able to select from many high-quality scientific sessions related to the meeting’s theme, in-cluding the expanding field of integrated care and its impact on the future of psychiatry and psychiatric practice, the movement of the Affordable Care Act to-wards full implementation, homelessness and veteran’s issues, to name just a few. Additionally, the Institute is an excellent one-stop resource for those who need to satisfy professional CME or Maintenance of Certification (MOC) requirements and, as always, there will be ample opportunities for attendees to network with experts, colleagues, advocates, and peers.

Over 100 workshops, lectures, symposia, innova-tive programs and forums are planned, as well as half- and full-day seminars and courses. Some of the more popular courses, from previous meetings, will again be offered to assist attendees in mastering important new material in depth and will cover diverse issues includ-ing primary care skills for psychiatrists and psycho-pharmacology. And in keeping with the recent changes in our field, we are pleased to add to the program new courses in CPT coding and DSM-5.

This year’s IPS will offer these other exciting features:

⿎ A new format, invited seminars, will provide up-to-date information in areas of special interest to the meeting’s diverse attendees – HIV management in psychiatric disorders; career paths for IMGs; clinical work with persons who are homeless; Buprenorphine training; integration of primary care and behavioral health; neuropsychosocial mechanisms underlying racist and sexist events in our daily practice and finding the ideal job in psychiatry.

⿎ An ‘Un-Debate’ led by Pennsylvania consumer advocate Joseph Rogers.

⿎ A special session commemorating a half-century of community mental health featuring, among others, pi-oneers John A. Talbott, M.D., and Paul Jay Fink, M.D.

⿎ A behavioral health and primary care integration track, that includes multiple sessions in which psy-chiatrists, other behavioral health professionals, and primary care providers will discuss their different clinical perspectives and how we can more effectively collaborate in providing care to our mutual patients.

⿎ Sessions on culturally-appropriate assessment, the impact of health care reform on the mental health of diverse and underserved populations, suicide screening and response in general hospitals, as well as racial stress, coping and socialization in black families will be offered as part of the ten year tra-dition of the APA Office of Minority and National Affair’s OMNA on Tour series.

⿎ The Opening Session Keynote Address will be delivered by Estelle Richman, a nationally recognized expert on issues of behavioral health and children’s services, a pioneer in the creation of consumer driven and friendly mental health services, an advocate for the integration of funding for behavioral health systems and a recipient of the Harvard University, Kennedy School of Government’s Innovation Award for the redesign of the Philadelphia behavioral health system.

⿎ Lecturers will include: ■ SAMHSA Administrator, Pamela Hyde, J.D.; ■ Prominent community psychiatrists –

Drs. Mark Ragins, David A. Pollack, and Lisa Dixon; ■ Ezra S. Susser, M.D., on global community

mental health; ■ Howard H. Goldman, M.D., on health care

reform and psychiatric services; ■ Colleagues from the psychiatric administration

and research arenas: Raquel E. Gur, M.D., Ph.D., on detection and intervention of psychosis-prone youth and Arthur Evans, M.D., on models of health reform and financing;

■ Fran Silvestri on leadership and knowledge ex-change in transforming mental health services.

gENERAL INfoRMATIoN

Program Format DescriptionsCourses: Courses are designed so that the attendee will be able to master new material in depth. The courses also offer practical learning experiences that actively involve attendees and include the opportunity for informal exchange with the faculty. Offered in four- or six-hour sessions, courses either review basic concepts in a specialized subject area or offer advanced material on a circumscribed topic. Courses require an addititional fee.

Forums: This format provides attendees with an informal setting to share information, discuss concerns and develop possible solutions related to challenges faced in specific areas of mental health care.

Innovative Programs: These formal presentations will feature presenters who will describe creative, effective and provocative programs that work in their facilities. Each presenter is allotted 20 minutes to present a description of his/her work, followed by 10 minutes of discussion. This format is grouped, by topic, with two other proposals and presented at a 90-minute session conducted by a chairperson selected by the Scientific Program Committee.

Lectures: This format features a small number of distinguished speakers who will make formal presentations on scientific and cultural topics, which extend our understanding beyond the usual limits. Lecturers are invited by the Scientific Program Committee.

Posters: These informal presentations provide presenters the opportunity to post new results, research advances, new program features or model program information.

Seminars: Seminars are designed so that the attendee will be able to master new material in depth. The seminars also offer practical learning experiences that actively involve attendees and include the opportunity for informal exchange with the faculty. Offered in half- or full-day sessions, seminars either review basic concepts in a specialized subject area or offer advanced material on a circumscribed topic. Seminars do not require an attendance fee.

Symposia: These three-hour or 90-minute sessions are thematically linked and focus on a specific topic relevant to clinical psychiatry or systems of care. They are designed to provide a more formal, didactic approach to the topic and present it from several points of view to stimulate discussion.

Workshops: These sessions typically involve brief presentations from individual panel members, followed by the opportunity for lively and informative discussion. This format provides for substantial audience participation and should be highly interactive.

Menolascino Awards, along with opening remarks given by APA President, Jeffrey A. Lieberman, M.D. The keynote speaker will be Estelle Richman.

Estelle Richman serves as Senior Advisor to the Secretary for the U.S. Department of Housing and Urban Development. In this role, Ms. Richman provides oversight and management over the intersection between housing and social services, and provides advice on HUD’s budget. She previously served as the Acting Deputy Secretary and Chief Operating Officer.

After more than 30 years of public service, Estelle Richman joined HUD from the Pennsylvania Depart-ment of Public Welfare where she served as Secretary of Public Welfare for seven years. She also served as Managing Director for the City of Philadelphia and previously Director of Social Services for the City of Philadelphia. Other positions held include the City of Philadelphia’s Commissioner of Public Health and

Deputy Commissioner for Mental Health, Mental Retardation and Substance Abuse Services; and Assistant Director with the Positive Education Program in Cleveland, Ohio, a day treatment program for children with behavior problems.

A nationally-recognized expert on issues of behavioral health and children’s services, Estelle Richman has been honored for advo-cacy efforts by the National Alliance on Mental Illness, the American Psychiatric Association and the American Medical Associa-tion, among others. She is also the recipient of the 1998 Ford Foundation/Good Housekeeping Award for Women in Government. In addition, the Behavioral Health System named her the winner of the 1999 Innovations in American Government from the Kennedy School of Government, Harvard University. Ms. Richman received her master’s degree from Cleveland State University.

Can you make a movie while having mental illness?

bud Clayman is doing it.

Will making a documentary about your mental illness change your

life? Maybe.

Throughout his youth, bud’s future was filmmaking. After college

in Philadelphia, he headed to Hollywood in search of his big break.

Instead, he had a breakdown. As mental illness struck, it stuck.

When distress and isolation set in, the diagnoses followed and for

eight years, bud lived in a therapeutic community.

Without waiting for his illness to vanish, bud reclaimed his quest

as a filmmaker. As his camera chronicles the ups and downs of

recovery, we also see the experience of what he calls “the fight

inside my head.” behind the lens, a parallel journey unfolds as bud

the Director grapples with the challenges of making an incisive,

highly personal documentary—a movie that he believes will

transform his life.

Mental illness interrupted his dream of a filmmaking career. Now,

thirty years later, he’s making the movie of his life. This is a personal

story with universal relevance—a wildly original documentary of

pain, vulnerability, empowerment and a quest for belonging.
