This has been a really great year for the city. We have seen large construction projects completed and major streets paved downtown. We celebrated the completion and opening of Canyon Hills Community Park, Pottery Court Apartments, and the La Laguna Boat Launch.

The economy is showing signs of improvement and we were recognized as the second fastest growing city in the state. The city has a balanced budget and reserves that are 22% of our operating expenses. We continue to make public safety our number one priority by adding two motorcycle o�cers, a community services o�cer and a �re marshal. In addition, we are adding an Economics Development position that will increase economic opportunities and bring new businesses into the city.

We have several capital improvement projects scheduled for this year including the paving of Main Street. The Council and I will continue to work to improve the image of our city by using our weed and gra�ti abatement programs and volunteers in our Clean Extreme initiative.

Please support our youth sports programs and the many activities planned throughout the fall and winter. Do your part to make this a safe season by being mindful of our children as they return to school.

I look forward to the many holiday activities planned for the upcoming months and encourage everyone to have a safe and wonderful season.

The Lake Elsinore Museum is operated by the Lake Elsinore Historical Society and is open to the public for free. Located in the basement of the Cultural Center at 183 N. Main Street; the entry door to the Museum is located on Heald Avenue. Discover for yourself over 125 years of history through an array of displays, memorabilia, documents, photos, vintage clothing and more! Hours of operation are Wednesdays and Saturdays from 11 a.m. to 3 p.m. and Sundays from 1 p.m. to 4 p.m. Private school tours are available. Due to the planned earthquake retro�t of the Cultural Center, many of the treasures will be moved to a temporary location at 16899 Lakeshore Drive at Riverside and Lakeshore Drive, in the old Elsinore Water District o�ce. Low cost vaccinations are provided by Animal Friends of the Valley on the third Satur-day of each month at City Park in Lake Elsinore, located at 243 S. Main Street. From 1 p.m. to 4 p.m., pet owners can get vaccinations, licenses and micro chips to protect their pets. Please bring all cats in carriers and dogs on leashes.

Did you know, 2008 Federal Emergency Management Agency (FEMA) mapping identi�es several areas in the City as Special Flood Hazard Areas (SFHA’s). Generally, these areas are close to the City’s lake, channels, and streams. During the rainy season, October through April, they have a 1% chance of �ooding in any year (aka 100-year �ood). The City is prepared to handle all storm related issues with crews on call during forecast rain events. The City encourages residents and businesses to take this time to review preparedness plans. You too can take action to prevent and/or reduce damages from �ooding. Anyone living or working

in the City can help reduce losses to property and lives by following these simple tips:

• Sweep up and recycle yard waste to prevent it from clogging drainage structures on your property and the storm drain system; • Use sandbags to detour rain water away from your property and structures (fill for free at the City Public Works Yard, 521 Langstaff Avenue); • Make sure that utilities and equipment (water heaters, air conditioners, etc.) are raised above flood level; • When it rains if you see any flooding, please contact the Public Works Department at 951-674-5170

Flood Insurance is another option available for ALL residents. For many, a home and its contents are their greatest investment. According to FEMA, there is a 26% chance of experiencing a flood over the life of a 30-year mortgage. It is important to realize that standard homeowner and renter insurance policies do not cover losses due to �ooding. As part of the City’s ongoing e�ort to reduce flood losses and promote awareness of flood insurance, the City of Lake Elsinore joined the FEMA National Flood Insurance Program’s (NFIP), Community Rating System (CRS). More details about the CRS program visit http://www.fema.gov/business/n�p/crs.shtm. You are encouraged to buy flood insurance—whether you own or rent. Call your insurance agent, lender, or the National Flood Insurance Program at 1-888-379-9531 or visit the NFIP website at www.floodsmart.gov for more details. There is a 30-day waiting period before coverage goes into e�ect, so don’t delay, call today!

Safety During a Storm. The following tips may be helpful:• Stay informed, flood events generally result from heavy rains over a period of days. o Telephone, wireless or land-line: http://www.countyofriverside.us/emergencies/ews.html o Emergency Services Personnel. Join the Lake Elsinore Citizen Corps. Sign up at www.lake-elsinore.org o Emergency Alert System (EAS) Check All Local & Cable TV channels, 101.3 FM Radio, City’s Web Site (www.lake-elsinore.org) and Newspapers to stay current with rising water conditions. • Be prepared to evacuate before the water level reaches your property. Move valuables to upper floors or higher elevations and designate a safe place for your family to meet.• Stock the car with blankets, first aid kit, flashlights, dry clothing and any special medication needed by your family. Park the car in an area safe from rising waters.• Keep a battery powered radio tuned to a local station. Follow emergency instructions given.• If you are caught in the house by rising waters, move to the second �oor and if necessary to the roof. Take warm clothing, a �ashlight and a portable radio with you. Wait for help. Don’t try to swim to safety.• Remember: WATER DEPTHS DURING FLOODS ARE DECEPTIVE. Avoid �ooded areas and DO NOT attempt to walk or drive through �oodwaters.• Turn off all utilities at the main power switch and close the main gas valve before you evacuate.

The Lake Community Center is now available for private rentals including; birthdays, anniversaries,

receptions, banquets and special events. Fees and restrictions apply and a minimum of 60 days is required for all private use as available.

The Recreation Division located at the Community Center may issue Park Permits for

use of Lake Elsinore parks; Monday through Friday during our regular hours of operation. Park Permits are required if you plan to have 20 or more in attendance or want to use a jumper and permits require a minimum of 3 day notice. Restrictions may apply; parties of 60 or more may be considered a special event requiring 60 days notice.

REFUND POLICY

HOW TO REGISTER FOR CLASSES - NOW ACCEPTING ONLINE REGISTRATION!

• Walk in registration is taken at the Lake Community Center during our regular hours of operation and we accept cash, check or money order.

• To mail in registration and payment, you can download the registration form by visiting our web site. On the home page click the top menu item, “Documents” and click on “Recreation Center”. The Class Registration Form may be printed and sent in with check or money order payment, made payable to “ City of Lake Elsinore” .

• To register online, go to the website and visit the Recreation page. There you will find a link to ACTIVE, our online service provider. You will need to create an account and each online transaction is charged an additional convenience fee; please note that not all classes are available for online registration. Form of payment is by credit or debit card.

• Many classes require pre-registration and may cancel if a minimum number of students do not sign up. Popular classes may require walk in registration and the date registration begins for that class will be listed.

• NON-RESIDENT FEE is $5 per session per student and applies to all students who do not reside in Lake Elsinore for all classes offered. This fee will be added on to the class fee at the time of registration. Class fees listed are the rate for residents; non-residents add $5 to the cost.

• A handling fee of $5 is charged for all refunds for classes not cancelled by the City.

• Refunds must be requested in person at the Lake Community Center with original receipt within 30 days of class start date.

• Refunds will not be issued to participants who have taken 2 or more classes; any classes attended will be subtracted from the refunded amount.

• Refunds of less than $10 will be credited to family account.

• For activities that are noted as “No Refunds” there will be no monies refunded.

RENTAL AND EVENTS

If you are looking for a unique party idea, this facility is available for party rentals, fundraising, team practice and special event use. Call (951) 245-0442 for information! Skate Park Party Rentals are facilitated at the Lake Community Center during regular business of 3 to 7 pm weekdays. A minimum of 10 business days is required.

SKATE PARK INFO:

This facility features extreme ramps, rails, stairs, and fly boxes for BMX, Skateboard, and Scooters.

Sessions separate park users and we do not allow spectators inside the park gates. Cross use is not allowed unless indicated on the posted schedule above.

Participants must have a Skate Park Member ID Card to enter the park. ID cards are free and require participants to sign a waiver and copy of park rules. If the participant is a minor, parent permission is required. Replacement of lost cards is $5.

Participants must wear all safety equipment, including helmets, and follow all rules.

Residents are free to play every day and non Lake Elsinore residents pay $5 per day.

The minimum age for riders is 6 years and a parent must accompany kids to the park under the age of 10 years.

CAUTION- High WIND speeds can sink a boat. Afternoon winds on Lake Elsinore can be hazardous. The pilot of a boat is responsible for comparing the weather conditions against the seaworthiness of their boat prior to launching. It is PROHIBITED to launch a boat with less than

Lake Use PassesAll boaters are required to have a Lake Use Pass when on the Lake. Daily Lake Use passes are $15 and can be purchased at all boat launch facilities. A separate fee may be charged for boat launching and day use which varies by facility.

Quagga/Zebra Mussels in California waters could result in environmental and economic disaster. They can cause a shift in native species and disrupt the ecological balance of entire bodies of water. The mussels clog water pipes, coat piers and ruin boat motors. Transferring a boat from an infested water to another water could spread the mussels.

Lake Elsinore is not infested with the quagga mussels and we need the public’s help to keep the lake free of this invasive species!

The La Laguna Resort & Boat Launch overlooks the beautiful waters of Lake elsinore and the picturesque Ortega Mountians. A six-lane launch, 270 parking spaces, and two 400 -foot long �oating docks have been constructed at the site, located at 32040 Riverside Drive. This new boat ramp will enable boats to be launched at a wide range of lake elevations, from 1,235’ to 1,255’ above mean sea level, and will remain usable year round. In addition, the launch includes the creation of an adjacent picnic area, �sh-cleaning station, and restrooms.
