Rural Non-Farm Economy ofMadhya Pradesh : A Case Study

The agriculture sector has played a central role inproviding rural employment opportunities in India, but anumber of factors have limited its potential for generatingnew jobs in the rural areas. This has contributed torestricting the job creation capacity in the agriculture sector.It is therefore, necessary to focus on a broader spectrum of

the rural economy and not just onagriculture.

The rural non-farm sector is avital part which accounts for alarger proportion of total ruralemployment and income. In fact,these rural non farm activities arebecoming the growth engines of ruraldevelopment and therefore to findsolution to the problems of povertyand un-employment. In this book an

attempt has been made to examine the contribution ofthe non-farm sector across different segments of ruralhouseholds. The study is based on the data collectedfrom rural households belonging to five villages acrossJabalpur district. The analysis indicates that non-farmincome accounts for a significant proportion of householdincome in rural India with considerable variation acrossdifferent income groups. The research suggests that thepolicy makers seeking to maximise the impact of anexpanding non-farm sector on rural poverty andunemployment should concentrate on micro dimensionsrelated to non-farm employability, as well as efforts shouldbe focused on removing the barriers to the entry of thepoor into the non-farm sector.

The book has been organized into six Chapters.Chapter-I is the introductory chapter which deals withthe meaning, categorization and significance of rural non-farm sector. Chapter-II is devoted to the thematic reviewof the existing body of literature to identify the researchgap. Chapter-III deals with the profile of Madhya Pradeshand Jabalpur district, specific objectives of the study anddetailed description of the methodological framework.Chapter-IV is mainly confined to casual factor analysisbased on regression techniques. Chapter-V deals withsummary of the findings of the study. Chapter-VI isdevoted to the problems identified and the suggestionsemerged in the form of policy prescriptions for the ruralnon-farm sector.

The jute commodity system as prevalent in the Indiansubcontinent is a conglomeration of paradoxes. Jute was oncecalled the golden fibre on account of its contribution to meansof livelihood to millions of farmers, traders, manufacturersin the unorganized sector, mill workers in the organizedsector as well scores of people employed in the servicesector relating to trading, manufacturing and exports of juteand jute goods. Jute industry along with texti lemanufacturing provided the foundation of modernmanufacturing industry in India. Simultaneously, thisindustry was also the fountain head of the growth of privateentrepreneurship and capital in India. Most of the traditionalIndustrial Houses in India grew out of trading andmanufacturing of jute and jute goods, coal and tea. On theother hand most of the farmers involved in cultivation ofnatural fibres like jute are small and marginal farmers.Without alternative avenues of gainful employmentelsewhere, these millions in South Asia would be deprivedof a part of their livelihood. The entire commodity chain ofnatural fibres is characterized by low productivity, low valueaddition, high volumes and low returns. The advent anddiscovery of mineral oil helped exploit cheap HDPE and PPpolyethylene sacks, which started replacing the natural fibrebased packaging materials. As a result, the jute industry gotwiped out from Europe, America and the Far East. Today,it is survived in the Indian subcontinent and to a lesser extentin Brazil. The unique feature of the volume is that it focuseson the first hand experience of the policy-makers and otherstakeholders in the jute commodity system, who areconfronted with a dilemma of reviving a declining economicsubsector. At this juncture, when there is need for aCommodity Development Strategy suitable to the ethos ofa commodity like the jute fibre, the present, volumesattempts to devise such a strategy thorough analysis of thesystem based on authentic and up-to-date information. TheBook furnishes an erudite analysis and stock-taking of thejute commodity system. This analysis points out to the factthat there is a need for a holistic, systemic approach to theproblems being faced by this sector focusing on the economicexploitation of the whole jute plant; holistic research foraddressing productivity and processing efficiency in theentire commodity chain of jute; and creating a network oforganisations for advocacy for jute and allied fibres, whichwould focus on repositioning the golden fibre as sustainableand eco-friendly commodity with the help of green andsustainable development advocacy groups. The CommodityDevelopment Strategy highlights the need for greater effortfor significant degree of product diversification which wouldentail significant consumption of the fibre or fabric in volume

terms. The volume endswith an optimistic notewith ideas of inclusivedevelopment under theMillennium DevelopmentGoals and Carbon CreditsSustainable Developmentunder the United NationsFramework Conventionon Climate Change thewelcome paradigm shiftsin the approach to the jutesector.

The effort by ShRoul is a timely one onthe eve of the observanceof 2009 as International Year for Natural Fibres by theUnited Nations. This is my poetic debut breaking away from a continuum ofwriting research-based books, articles and ‘papers inresponse to my career-oriented imperatives and aspirations.

Now that I am detached from ateaching institution like a college oruniversity where I spent 35-odd years inmy capacity as a teacher and a researcherin a social science, I am now free to delvedeep in my areas of literary interestswhich were integral to my nature from myearly student days but under certaincompulsions I couldn’t pursue it. Now Iseem to have come full circle.

This book of poetry mayinaugurate the launch of a new literary drive to be followedby other literary genres including fictions and novels inpursuit of my long-bridled literary passion.

The present book of poetry is comprised of a total oftwenty-five poems of different tastes and lengths somecontained in a single page while others expand over pagesup to seven to eight.

The included poems have been dichoto-mized into twosegments Romantic and Realistic.

Romantic poems are love-centric conceived andcomposed in the prime of my life while the Realistic poemsare reality-centric composed in the later part of my lifeengrossed in combating the harsh realities.
