DISTRICT GOVERNOR’S MESSAGE

RI President Kalyan has given us a theme of great strength and wisdom – “Reach Within- to Embrace Humanity”. Look within yourself and find that light which drives you to do the right thing, and let it shine for all to see. Through your Rotary Club, build PEACE within your community and between communities, and it will spread throughout the nations.

Rotarians of District 5060 live in one of the most beautiful and safe areas of the world; and have a responsibility to share our wealth and expertise with those less fortunate. In particular, if we share these attributes with the peoples of the less well-off areas of planet Earth, we can contribute a great deal to Peace and Understanding around the world. In fact, we are doing exactly this by our financial support of the Rotary Foundation, and our wise use of Foundation programs. We have the evidence that beneficiaries of our Matching Grants, 3-H Grants, Volunteer Services, Rotaplast and other Rotary programs are living more productive, happy lives and pulling themselves out of poverty. Our graduate Peace Fellows are making a positive difference in Cyprus, Sudan and many other areas. Just think how much better off Earth would be if we doubled the number of Rotarians, and thereby the number of Peace Fellows and beneficiaries of TRF programs.

District 5060 has also, this year, embraced “New Generations” by building into our District structure a strong committee which will help you provide better support to our Youth and Young Adults. We are also supportive of new Rotary International initiatives, including the creation of Satellite clubs as a means of increasing membership and extending local Rotary projects into communities which might not otherwise enjoy the presence of Rotary.

Let us together achieve a state wherein District 5060 has over 3000 Rotarians in 61 EFFECTIVE clubs and contributes $450,000 to our Foundation. Ideally, every club will have the Club Leadership Plan in place and will achieve a Presidential Citation.

President Kalyan has introduced this year, for the first time, the 2011-2012 Changemaker Award. I encourage your club to seriously consider applying for this Award. Who knows, you might win a free trip to the Bangkok RI Convention next May.

PAUL P. HARRIS

Paul P. Harris (1868-1947), a lawyer, is the founder of Rotary.

Over one hundred years ago, on February 23, 1905 he formed the first club with three of his law clients; a coal merchant, a mining engineer, and a merchant tailor. The nucleus was formed for the thousands of Rotary clubs which were later organized throughout the world. Paul Harris named the new club "Rotary" because the members met in rotation in their various places of business. Club membership grew rapidly.

Almost every member had come to Chicago from a small town and in the Rotary club they found an opportunity for the intimate acquaintanceship of their boyhood days. When Paul Harris became president of the club in its third year, he strove to extend Rotary to other cities because he was convinced that the Rotary Club could be developed into an important service movement.

The second Rotary club was founded in San Francisco in 1908. In August 1910, when there were 16 clubs, the National Association of Rotary Clubs was organized. When clubs were formed in Canada and Great Britain, the name was changed, in 1912, to the International Association of Rotary Clubs. The name was shortened to Rotary International. Paul Harris was the first president of the National Association and the first president of the International Association.

When Paul Harris passed away in 1947, he was president emeritus of Rotary International. There were then some 6,000 Rotary clubs world-wide. To date, there are more than 33,000 clubs in over 200 countries and geographical areas - 1.2 million Rotarians and counting.

Mission StatementThe mission of Rotary International is to support its member clubs in fulfilling the Object of Rotary by:• Fostering unity among member clubs;• Strengthening and expanding Rotary around the world;• Communicating worldwide the work of Rotary; and• Providing a system of international administration

ROTARY INTERNATIONAL PRESIDENT

The Object of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to encourage and foster:

FIRST. The development of acquaintance as an opportunity for service;

SECOND. High ethical standards in business and professions; the recognition of the worthiness of all useful occupations; and the dignifying of each Rotarian’s occupation as an opportunity to serve society;

THIRD. The application of the ideal of service in each Rotarian’s personal,business, and community life;

FOURTH. The advancement of international understanding, goodwill, and peace through a world fellowship of business and professional persons united in the ideal of service.

Kalyan Bandrjee is a director of United Phosphorus Limited, the largest lndian agrochemical manufacturer, and the chair of United Phosphorus (Bangladesh) Limited. He is a member of the lndian lnstitute of Chemical Engineers and the American Chemical Society, a past president of Vapi lndustries Association, and former chair of the Gujarat chapter of the Confederation of lndian lndustry. He earned a degree in chemical engineering from the lndian lnstitute of Technology, Kharagpur. Banerjee and his wife, Binota, have two children and four grandchildren. Banerjee, a member of Rotary since 1972, and the international organization’s third president from lndia said, “l am honored to lead Rotary as its 101 st president.” Banerjee added that Rotary’s strengths include its ability to attract leaders from different vocations around the world, as well as its role in promoting peace. “My goal is for Rotary to become the preferred organization for today’s generation to join and participate in, to make the world better, safer and happier,” he said. As president, Banerjee will oversee Rotary’s top priority of eradicating polio, a crippling and potentially fatal disease that still threatens children in Africa and Asia - including lndia. Since 1985, Rotary club members worldwide have contributed more than US$800 million and countless volunteer hours to the effort, and Rotary is now working to raise an additional $200 million to fulfill its commitment for a $355 million challenge grant from the Bill & Melinda Gates Foundation. Great progress has been made, and the incidence of paralytic polio infection has plunged worldwide from 350,00 cases in 1988 to fewer than 200 in 2011

Sakuji Tanaka, a member of the Rotary Club of Yashio, Saitama, Japan, is the selection of the Nominating Committee for President of Rotary International in 2012-13.

For 32 years, Tanaka was president of Tanaka Company Ltd., a wholesale firm that went public in 1995 and later merged with other leading wholesalers in Japan. Currently, he serves as vice president of the Yashio City Chamber of Commerce and adviser to Arata Co. Ltd., an animal feed and pet food wholesaler. He also chaired the National Household Papers Distribution Association of Japan for eight years. Tanaka studied business at Nihon Management Daigakuin and Tokyo Management Daigakuin.

A past trustee of The Rotary Foundation, Tanaka chaired the 2009 Birmingham Convention Committee. His other service to Rotary includes RI director, regional Rotary Foundation coordinator, district governor, and member of the Polio Eradication Advocacy Task Force, the Permanent Fund Committee for Japan, and the Future Vision Committee.

Tanaka established an endowed Rotary Peace Fellowship, and he and his wife, Kyoko, are Paul Harris Fellows, Benefactors of the Permanent Fund, and Major Donors.

Garry was born in Calgary, AB, raised in Edmonton, and attended Canadian Services Colleges Royal Roads, Royal Military College, the University of Alberta, and Queens University, Kingston, ON, where he obtained a PhD in civil engineering. Following graduation from RMC Garry served four years with the Royal Canadian Engineers and, later, seven years on staff at RMC. During the subsequent 30 years in consulting throughout western and northern Canada, his projects were concerned with structural foundations, terrain stability, permafrost, and river engineering. Garry joined Rotary in Yellowknife, NT (D536) in 1988 and served as program chair and club secretary. Relocation south took him to Prince George-Nechako RC (5040) for four years and ultimately Summerland RC in 1999. Since becoming a member of the Summerland club, Garry has served as Secretary, Director, and President (02/03). He has served the District three years as AG for Area 5, Chair of WCS and Rotary Service, and as the DG’s Special Representative for formation of the West Kelowna Daybreak club. In 2002 Garry initiated a WCS program to build Rainwater Harvesting Tanks in the Rift valley which now has 25,000 beneficiary women and children. In 2006 Garry received the Rotary Foundation District Service Award. June 2010 found him in Venezuela as a non-medical volunteer with Rotaplast. Garry and Marion are both multiple Paul Harris Fellows, Bequest Society members and Major Donors. Beyond Rotary, Garry and Marion are active in their community and church and enjoy travel. They are very proud of their three adult children and three granddaughters. Garry enjoys golf, reading, guitar and organ while Marion takes pleasure in reading, quilting and loves to play her harp.

Rotary Club of Chase

Doug was born and educated in Vancouver BC. He graduated from UBC with a BPE and after graduation, moved in 1969 to Blind Bay BC with two kids and currently they reside in the same home. Doug received his Masters from U.VIC in Educational Psychology (1983). He began his high school teaching, counseling and coaching career in Chase and once he entered administration he commuted to work in Kamloops gradually returning to Chase in 1995 initially as a vice-principal and eventually becoming the principal in 1998. During his career, Doug coached football, basketball and track while sponsoring student CounterAttack programs for all the Kamloops secondary schools. He became the chair-man of the board of the provincial organization called CounterAttack and RoadSense (CARS.BC). Married for 46 years, Doug and Jacquie have continually lived in Blind Bay on Shuswap Lake. They have raised two adult children and are enjoying four very busy active grandsons ages 5 to 11 years old.

Jacquie has been a consultant with Mary Kay and has donated many volunteer hours as chairperson of the Miss Chase Excellence Program (26 years), judging Ambassador programs throughout the Province (24years), chairman of the Terry Fox Run (26 years) and, as a volunteer with the Heart and Stroke Foundation.

During retirement, Doug assumed the position of president of the Chase Chamber of Commerce and helped re-establish the Chamber as a viable entity in Chase. Doug entered Rotary in 2000 and became the secretary for four years and then president of the Chase Rotary Club during 2005-06. He is a Paul Harris Fellow and just completed his three year tenure (2007-10) as the Area 2 assistant governor for District 5060.

Darrell was born in Decatur, Illinois and raised in that state. He graduated from the University of Illinois with Bachelor’s and Master’s degrees in Journalism and Communi-cations. His more than 50 year career in television broadcasting began while a student at the University. In the early years, he produced and directed programs for stations in Illinois. For more than 20 years he was the operations manager of a TV station in Champaign, Illinois. In addition to management responsibilities, he produced and directed college basketball telecasts. During those years, he also taught part-time as an Assistant Professor of Communications at the University of Illinois. After leaving Illinois, he worked for three years as station manager of a station in Spokane, Washington, and concluded his career as Vice President and General Manager of two stations in Yakima and Kennewick, Washington, retiring in 2009.

Darrell’s hobbies include genealogy, reading and serving on various community boards. He has been a Rotarian since 1987 and just concluded three years as Assistant Governor for Area 8 of District 5060.

Peg has a PhD in Educational Psychology and has worked as a mental health counselor, psychologist and finally as a professor and chair of the graduate program in Counseling at Heritage University in Yakima County. She retired from Heritage in 2002. For several years she served on the board of Humanities Washington. In retirement she enjoys reading, gardening, and painting.

Both are Paul Harris Fellows and have served in many local, state and national pro-fessional and civic organizations. They are the parents of four and grandparents of six. They enjoy travel and have visited every continent except Antarctica.

PREFACEThe policies and procedures of Rotary are set forth in the Constitution and Bylaws of RotaryInternational,TheRotaryCodeofPolicies,andTheManualofProcedure.TheDistrictPolicyManualisintendedtoapplytheRotaryInternationalpolicyandprocedurestotheDistrictandmustnotbeinconflictwiththeRotaryInternationalConstitutionandBylaws,TheRotaryCodeofPoliciesorwiththeManualofProcedurepublishedbyRotaryInternational.

District 5060 is committed to creating and maintaining the safest possible environment for allparticipantsinRotaryactivities.ItisthedutyofallRotarians,Rotarians’spouses,partners,andanyothervolunteerstosafeguardtothebestoftheirabilitythewelfareofandtopreventthephysical,sexual,oremotionalabuseofchildrenandyoungpeopleparticipatinginDistrict5060programs.

RULES OF ORDERTherulescontainedinthecurrenteditionofRobertsRulesofOrder,NewlyRevised,shallgovernRotaryDistrict5060inallcasestowhichtheyareapplicableandinwhichtheyareconsistentwithDistrictandRotaryInternationalBylawsandanyrulesofwhichthesebodiesmayadopt.

DISTRICT 5060 LIABILITY INSURANCERotary District 5060 shall carry appropriate general liability insurance with coverage and limitsappropriateforitsgeographiclocation.AsofJuly1,2010theRIpolicyautomaticallycoversallU.S.clubs.

SECTION 1: YOUTH PROTECTION

DISTRICT 5060 YOUTH ExCHANGE ABUSE AND HARASSMENT PREVENTION POLICYPre-AmbleDistrict 5060 is committed to creating and maintaining the safest possible environment for allparticipantsinRotaryactivities.ItisthedutyofallRotarians,Rotarians’spouses,partners,andanyothervolunteerstosafeguardtothebestoftheirabilitythewelfareofandtopreventthephysical,sexual,oremotionalabuseofchildrenandyoungpeopleparticipatinginRotaryDistrict5060programs.

1. DISTRICT 5060 LIABILITY INSURANCERotary District 5060 shall carry adequate general liability insurance with coverage and limitsappropriateforitsgeographiclocation.

2. VOLUNTEER SELECTION AND SCREENINGClubswithinRotaryDistrict5060will,forsevenyears,maintainallrecordsofcriminalbackgroundchecksorsexoffenderlistorregistrationchecks,waivers,andscreeningforadultsworkingwithminors.

AllvolunteersinterestedinparticipatingintheDistrict5060YouthExchangeprogrammust:1. CompleteaYouthVolunteerQuestionnaire;Waiver/ConsentandReleaseformfoundinAppendix

A.2. Undergopersonalinterviews.3. Providealistofreferencesfortheparticipatingclubinthedistricttocheck.4. MeetRIanddistricteligibilityrequirementsforworkingwithstudents.RIrequiresthatanyvolunteer

whohasadmittedto,beenconvictedof,orotherwisefoundtohaveengagedinsexualabuseorharassmentbeprohibitedfromworkingwithyouthinaRotarycontext.

5. UnderstandandcomplywithRIanddistrictguidelinesfortheYouthExchangeprogram.Hostfamiliesmustmeetthefollowingselectionandscreeningrequirements, inadditiontothoselistedabove.

1. Hostfamiliesmustundergoacomprehensiveinterviewbytheclubthatdeterminestheirsuitabilityforhostingexchangestudents.Thismayinclude:

• Demonstratedcommitmenttothesafetyandsecurityofstudents • MotivationforhostingastudentisconsistentwithRotaryidealsofinternationalunderstanding

andculturalexchange • Ability toprovideadequateaccommodations(roomandboard) for thestudentAptitudefor

providingappropriatesupervisionandparentalresponsibilitythatensuresthestudent’swellbeing

2. HostfamiliesmustcompleteawrittenYouthVolunteerQuestionnaire.3. Homevisitsmust be conducted for each family.Homevisitsmust be conductedprior to the

placementandmonthly thereafterduring thestudentsstay.At leastonesuchvisit shouldbeunannouncedoronshortenednotice(notgreaterthan2hours.

4. Alladultresidentsofthehosthomemustmeettheselectionandscreeningguidelines.Thisincludesadultchildrenofthehostfamilyandothermembersoftheextendedfamilythatresidesinthehome.

Rotariancounsellorsmustmeetthecriteriaforallvolunteers,aswellasthefollowing:1. Counsellorsmustnotbeamemberofthestudent’shostfamily.


2. Counsellors must be provided with and acknowledge theYouth Exchange SexualAbuse andHarassmentAllegationReportingGuidelines.

3. STUDENT SELECTION AND SCREENINGAllstudentsinterestedinparticipatingintheDistrict5060YouthExchangeprogrammust:1. CompleteawrittenapplicationandbeinterviewedfortheirsuitabilityforparticipationintheYouthExchangeprogram.2. Attendandparticipateinalldistrictorientationandtrainingsessions.

All parents or legal guardians of students interested in participating in the District 5060YouthExchangeprogrammust:1. Beinterviewedtodeterminethestudent’ssuitabilityforparticipationintheYouthExchangeprogram.InboundandOutboundStudentsarerequiredtohavetravel insuranceasdeemedappropriatebythedistrict.

4. TRAININGDistrict5060willprovideabuseandharassmentpreventiontrainingtoallYouthExchangeprogramparticipants.ThemembersoftheDistrictYouthExchangeCommitteewillconductthetrainingsessions.

District5060will:1. AdapttheAbuseandHarassmentPreventionTrainingManual(availablein2006)toincluderelevant

informationonspecificdistrictguidelines,localcustoms,culturalissues,andlegalrequirements.2. Developacalendarfortraininganddefinethefrequencyoftraining.3. ConductspecializedtrainingsessionsforthefollowingYouthExchangeprogramparticipants: • Districtgovernor • DistrictYouthExchangecommitteemembers • ClubYouthExchangecommitteemembers • Counsellors • HostFamilies • Students(outboundandinbound) • Parentsandlegalguardiansofoutboundstudents

5. ALLEGATION REPORTING GUIDELINESDistrict5060iscommittedtoprotectingthesafetyandwellbeingofYouthExchangestudentsandwillnottoleratetheirabuseorharassment.

AllallegationsofabuseorharassmentwillbetakenseriouslyandmustbehandledinaccordwiththeYouthExchangeSexualAbuseandHarassmentAllegationReportingGuidelines,foundinAppendixB.

Volunteersaccusedofsexualabuseorharassmentshallberemovedfromallyouthcontactandclubparticipationuntilaninvestigationintotheclaimshasproveninconclusive.

Intheeventthattheclaimagainstthevolunteerisdeterminedtobeinconclusivetheclubmaybutisnotrequiredtoreinstatethevolunteer.Ifthevolunteerisreinstatedadditionalsafeguardsshallbeaddedtoprotectallpartiesinvolved.

6. INVESTIGATION GUIDELINESDistrict5060takesallallegationsofabuseorharassmentseriously.TheDistrictwillcooperatewithalllawenforcementagencies,childprotectiveservices,andlegalinvestigations,andwillnotinterferewithinvestigations.

7. OTHER DISTRICT 5060 RESPONSIBILITIES District5060will:1. ProvideeachstudentwithalistoflocalservicesintheDistrict(rapeandsuicidecrisishotline,

alcoholanddrugawarenessprogramsforteenagers,properlawenforcementagencies,communityservices,privateservices,etc.), includingwitha listof individuals tocontact in thecaseofaproblemoremergency,includingthenameandcontactinformationforthestudent’shostclubpresident,hostdistrictchair,hostgovernorandtwonon-Rotarianresourcepersons(onemaleandonefemale).

2. ComplywithRIrequestsforstudentdatarequestformsforallparticipatingYouthExchangestudentsandreturnittoRIinatimelyfashion

3. MaintainandprovidetoYouthExchangestudentsa“districthotline.”4. ReportallcriminalallegationstoRIwithin72hours.5. Reportallserious incidents (accidents,crimes,early returns,death) involvingYouthExchange

studentstoRIwithin72hours.6. Evaluateandreviewthispolicyandaccompanyingproceduresonaregularbasis.7. District5060prohibitstheplacementofexchangestudentsoutsideofthedistrictstructure(also

knownas“backdoorexchanges”).8. Ensureabackupplacementlocationexistsformovingstudentsintotemporaryhousingiftheyhave

anallegationagainstamemberofthehostfamilyorintheeventofanemergencyoccurrence.9. District5060requireslong-termstudentshavemorethanonehostfamilyandthatallhostingbe

voluntary.(Outboundstudentfamiliesmayhostbutcannotberequiredtohostasaconditionoftheirchildgoingonanexchange.


8. CLUB COMPLIANCEDistrict5060hasdevelopedasystemtoensureclubcompliancetoourYouthExchangepolicies.District5060willmonitorandensurethatallparticipatingclubswithintheDistrictcomplywithRIandDistrictguidelinesforabuseandharassmentprevention.

SECTION 2: DISTRICT ADMINISTRATION

INCORPORATIONRotaryInternationalDistrict5060wasincorporatedunderthenameofRotaryDistrict5060on7July2008undertheLawsofWashingtonState,USAunderUBINumber:602-847-095–APPID:1194853andsubsequentlyregisteredundertheLawsoftheProvinceofBritishColumbia,Canada.

IncompliancewithArticleXVI (16.4)of theLettersof IncorporationtheBoardofDirectorsof thiscorporation consists of the current District Governor, the Immediate Past District Governor andtheDistrictGovernorElectplustheDistrictGovernorNominee,andPastDistrictGovernor2yearsremoved.Uponhis/her confirmation theDistrictGovernorNomineeDesignate replaces themostseniorPastDistrictGovernor.

DISTRICT LEADERSHIP PLANTheDistricthasadoptedtheDistrictLeadershipPlanstructureandisdividedintogeographicareas.AnAssistant Governor, appointed by the District Governor-Elect in consultation with the DistrictGovernor,willserveeacharea.

DISTRICT GOVERNORTheDistrictofficeshallbelocatedataplaceselectedbytheDistrictGovernor.DistrictfilesshallbetheresponsibilityoftheDistrictGovernorandtheupdatedfilesshallbepassedontohis/hersuccessorduringthemonthsucceedinghis/hertermofoffice.

TheDistrictGovernorshallconsultwiththeDistrictGovernor-Elect,ImmediatePastDistrictGovernor,andDistrictGovernorNomineeandmakerecommendationstotheDistrictGovernorElectforDistrictappointmentstoserveinthesucceedingyear.

TheDistrictGovernormay,athis/herdiscretion,appointthefollowing: a) DistrictSecretaryandDistrictTreasurer;and b) SuchotherCommitteesasrequiredtocarryouttheprogramofRotary.

TheDistrictGovernor,attheconclusionofhis/heroffice,shalldothefollowing:Screenthefilesfortheyeartoremoveallnon-essentialmaterialandbringtheDistrictrecords/journaluptodatefortheadministration.Itisrecommendedthattherecordsjournalbemaintainedinoneormoreloose-leafbinders,whichshallcontainthefollowingitems:

TheDistrictGovernormaypublishahardcopyoftheDirectoryinadditiontopostingtheDirectoryontheDistrictwebsite,andthesizeofthepublishedDirectoryshallbeconsistentwiththesizethathasbeenhistoricallypublishedintheDistrict.

TheGovernorshallcomplywithallotherdutiesaslistedinpart1,section2ofTheManualofProcedure,TheCodeofPolices,andArticle15.090oftheRotaryInternationalBylaws.

DISTRICT GOVERNOR ELECT TheDistrictGovernorElectshalloverseetheplanningandexecutionofPre-PETS,PETS,DistrictTeamTrainingSeminarandtheDistrictAssembly.

TheDistrictGovernorElectshallreviewallDistrictpositionsandCommitteesandseekinputfromtheDistrictGovernor,ImmediatePastDistrictGovernor,andDistrictGovernorNomineebeforemakingappointmentsofCommitteeMembersCommitteeChairsandMemberstotheMembershipDevelopmentCommittee,theRotaryFoundationCommittee,theDistrictServiceCommittee,thePublicRelationsCommittee, theNewGenerationsCommittee, theAdministrationCommittee chairs andAssistantGovernorswhowillserveduringhis/heryearasDistrictGovernor.ThesixMajorCommitteeChairsareencouragedtoappointtheirownsub-Committees.


DISTRICT GOVERNOR NOMINEETheDistrictGovernorNomineeshallpreparehim/herselfforthetaskofDistrictGovernor-Electandthe taskofDistrictGovernor.He/sheshallworkcooperativelywith theDistrictGovernorand theDistrictGovernorElect;attendtheRotaryInternationalConferenceatwhichhe/sheiselected;attendtheGovernor’sNomineeAdvancedTrainingSeminar;attendallPre-PETSandPETS,DistrictTrainingSeminars,DistrictAssemblyandDistrictConference;keeprecordsoftheregularmeetingsoftheGovernor’sCouncil;andbeanactivememberoftheDistrictYouthExchangeCommittee.

ASSISTANT GOVERNOR TobeeligibleforappointmenttothepositionofAssistantGovernor,candidatesshallmeettheminimumqualificationsasoutlinedinpart1section2oftheManualofProcedure.AssistantGovernorsareappointedannuallybytheGovernorElecttoserveduringhis/hertermwithnoAssistantGovernorservingmorethanthreeconsecutiveone-yearterms.

TheDistrictGovernorElectwillcanvasstheclubswithineachareafornominationsduringthemonthsofJulyandAugust,andinconsultationwiththeDistrictGovernor,ImmediatePastDistrictGovernor,andDistrictGovernorNomineemakethefinalappointmentofAssistantGovernorsby theendofSeptemberforhis/hertermasGovernor.

beanofficialvisit,andtwoadditionalvisitsshouldbemadeasrequired. d. Monitoreachclubsperformancewithrespecttogoalsandprojects. e. AssistinplanningfortheDistrictGovernor’sofficialvisittothearea. f. MaintaincommunicationsbetweentheclubandDistrictLeadershipasrequired. g. AttendDistrictTrainingSeminarsasrequired.(DistrictTeamTraining,Pre-PETS,PETS,District

AssemblyandencouragedtoattendtheMembershipSeminarandFoundationSeminar) h. Identifyandencouragethedevelopmentofleadersbeyondtheclublevel. i. AssisttheDistrictGovernorwithcommunication,co-ordination,andadministrativeroles. j. CarryoutotherfunctionsasdesignatedbytheDistrictGovernorfromtimetotime.

DISTRICT COMMITTEES DistrictCommitteesarechargedwithcarryingout thegoalsof theDistrictas formulatedby theLeadershipoftheDistrict.ThefollowingCommitteesshallbeappointedtoassist intheon-goingadministrativefunctionsasfollows: 1. MembershipDevelopmentCommittee 2. TheRotaryFoundationCommittee 3. DistrictServiceCommittee 4. PublicRelationsCommittee 5. NewGenerationsCommittee 6. Administration

TheDistrictLeadershipPlanrequirescontinuityofLeadershipwithintheCommitteestructure.Tomeetthisrequirement,Committeemembersshallbeappointedasfollows:aminimumofthreememberstoeachCommittee.Onemembertoserveoneyear,onetoservetwoyears,andonetoservethreeyears.Thereafter,ineachsucceedingyeartheDistrictGovernorElect,inconsultationwiththeDistrictGovernor,shallappointonememberforathree-yearterm.Suchtermtocommencetheyearhe/sheassumesofficeasDistrictGovernor.EachyeartheDistrictGovernorElect,inconsultationwiththeCommitteeChairandDistrictGovernorshallappointonememberoftheCommitteetoserveaschairduringhis/heryearasDistrictGovernor.

AllCommitteeChairsarerequiredto: a. reporttotheDistrictGovernoronaregularbasis b. completetherequiredyearendreportform(AppendixA) c. keepminutesofallCommitteemeetings d. befiscallyresponsibleforallfundsassignedtotheCommittee(AppendixB)

Qualifications:CommitteemembersmustbearesidentoftheDistrictandamemberingoodstandingofaclubwithintheDistrict.Additionally,thechairshouldbeaPastDistrictGovernor,aPastAssistantGovernor,oraneffectivepastDistrictCommitteememberandhavehadexperienceasamemberofthespecificCommittee.TrainingRequirements: a. DistrictCommitteeChairsshallattendtheDistrictTeamTrainingSeminarpriortoservingas

chair.District b. CommitteeChairsshallattendtheDistrictAssemblyorsimilarevents. c. CommitteemembersshouldparticipateinDistrictTrainingmeetingsasoutlinedinTheManual

GOVERNOR’S COUNCILTheGovernor’sCouncilistheGoverningBodyforthedaytodayoperationofDistrict5060andwillprovideformaintainingcontinuityinplanningandcarryingoutofDistrictprograms.

Composition:PDG2yearsremoved,ImmediatePDG,DG,DGE,DGN,andDGND.ThemostseniorPDGdropsoffwhentheDGNDisconfirmedattheDistrictAnnualBusinessMeeting.

DutiesandResponsibilities:TheGovernor’sCouncilshallmeetaminimumoffourtimesperyear,withtheDistrictGovernorasitschair,preferablyasanadjunctmeetingtoaregularlyscheduledDistrictevent,forthepurposeofdiscussingtheaffairsoftheDistrictandtotakeappropriateactionwhereandwhennecessary.AllsuchmeetingsshallberecordedbytheDistrictGovernorNominee,orhis/herappointee,anditsminutesincludedintheDistrictGovernor’sDistrictrecords/journal.

ThepoliciesandproceduresoftheGovernor’sCouncilshallatalltimesbeinaccordancewiththeConstitutionandBy-LawsofRotaryInternationalandtheDistrict5060PolicyManual.AspertheManualofProcedureofRotaryInternationalthefinalauthorityintheDistrictrestswiththeDistrictGovernor.

PAST GOVERNORS ADVISORY COMMITTEEPurpose:TocounseltheDistrictGovernoronallaspectsofDistrictadministration.

Composition:AllPastDistrictGovernorswhoareresidentsandaremembers ingoodstandingofclubswithintheDistrict.

DutiesandResponsibilities:TheCommitteewillmeetonceyearlyaspertheRIManualofProcedure.TheDistrictGovernorwillchairthemeetingandDistrictRotarybusinesswillbediscussedatthewishoftheChair.

NOMINATING COMMITTEEPurpose:Togathernominations,andultimatelyselectacandidate,forthepositionofDistrictGovernor.TheCommitteewillacceptnominationsforthepositionofDistrictGovernorfromtheclubsintheDistrict,andtheCommitteemayalsoconsiderqualifiedindividualsitidentifiesasbeingsuitablefortheposition.TheCommitteemustchoosethebest-qualifiedRotarianavailabletoserveasDistrictGovernor.ThequalificationsofaGovernor-nomineearelistedinarticle15.070oftheRotaryInternationalBylaws.

TheCommitteewillchooseaDistrictGovernorfromthepoolofclubnominatedcandidates,oranindividualidentifiedbytheCommittee,atleast24months,butnotmorethan36months,priortothedayoftakingoffice.

Composition:ThetwomostImmediatePastDistrictGovernorsofDistrict5060available,withtheImmediatePastDistrictGovernoractingaschairman,plustwopresentorpastclubpresidentsandtheDistrictGovernor.

Communication:TheDistrictGovernoronadatenolaterthanNovember1ofeachcalendaryearshallinvitetheclubstosubmittheirsuggestionsfornominationsforGovernor.NominationsshallbesubmittednolaterthanJanuary1ofthefollowingcalendaryearforconsiderationbythenominatingCommittee.Thesuggestionsfornominationshallbesubmittedintheformofaresolutionadoptedataregularmeetingoftheclubnamingthesuggestedcandidateandproperlycertifiedbytheclubsecretary(seeRIBylaws,Article13).

Certification:TheGovernorwillpublishthenameandclubofthepersonchosenbythenominatingCommittee,oncetheCommitteehasnotifiedtheGovernorofitsdecision.

ChallengingCandidatesIfnoadditionalcandidatesareproposedbyanyclubwithinfifteen(15)daysafterthenameoftheperson chosen by theCommittee is published, theGovernor shall declare the candidate chosenbythenominatingCommitteetobeDistrictGovernor-nominee(Designate)andinformtheGeneralSecretaryofRIwithin(10)days.

If,withinfifteen(15)daysafterthenameofthepersonchosenbytheCommitteeispublished,anyclubwishestoproposeadifferentcandidateforthepositionofDistrictGovernornominee,theclubmustfilewiththeDistrictGovernoraresolutionoftheclub,adoptedataregularmeetingoftheclub,namingsuchcandidate,providedthatthenameoftheproposedcandidatehadbeendulysuggestedtothenominatingCommitteeinaccordancetheseguidelines.Then,theDistrictGovernorshallnotifyallclubsintheDistrict,namingthecandidatesanddeclaringthedateoftheballotbymail.


RULES AND PROCEDURES COMMITTEE Purpose:ToadviseandassistDistrictGovernorsonnominationsandElectionsandothermattersinvolvingRI’sconstitutionaldocuments.

Composition:ThreePastDistrictGovernorsappointedforthree-yearterms,thethirdyearmembershallbechairmanandwillretirefromtheCommitteeattheendofthethirdyear.EachDistrictGovernorshallappointamemberforathree-yeartermtosucceedtheretiringmember.TheCommitteeshallconsistofthreemembers,eachservingastaggeredthree-yeartermwiththepossibilityofreappointment.Appointments to theCommitteearemadeby theDistrictGovernorElect inconsultationwith theDistrictGovernorandDGNpriortothebeginningofhisorheryearinoffice.MembersshouldbeknowledgeableaboutRI’sconstitutionaldocumentsandElectionprocedures.

MEMBERSHIP DEVELOPMENT COMMITTEEPurpose:The Committee will identify market and implement membership development strategies withintheDistrict thatareappropriate for theDistrictandwillachievemembershipgrowth. Inorder toaccomplishthis,theCommitteechairwillserveasthelinkbetweentheDistrictGovernor,theRegionalRotaryInternationalMembershipCo-ordinatororRotaryInternationalMembershipZoneCo-ordinator,RotaryInternational,andtheClubsintheDistrictwithrespecttomembershipdevelopmentissues.ConsiderationforchairshouldbegiventoPastDistrictGovernorsortoDistrictGovernorsNominee.

6. ADMINISTRATION:BobWinterFundCommittee

Purpose:Tooverseetheinvestmentofthefundandsupervisethedistributionoftherevenuegeneratedeachyear.Theinterestearnedeachyearistoassiststudentswhosefamiliesmaynotbeabletoaffordthecostoftheyouthexchangeprogram.

Composition:TheCommitteeshallconsistofthreemembers,includingaonePastDistrictGovernorfromtheBritishColumbiaportionofDistrict5060,onePastDistrictGovernorfromtheWashingtonStateportionofDistrict5060andtheChairmanoftheYouthExchangeCommittee.OneofthetwoPastDistrictGovernorsshallactaschairoftheCommittee.

RI CONVENTION PROMOTION COMMITTEE:Purpose:TheCommitteeshallpromoteattendancebyDistrictRotariansattheannualRIConvention.

DutiesandResponsibilities: a. AttendclubandDistrictmeetingstopromotetheconvention. b. Serveasalocalresourceforconventionmaterialsandinformation; c. CreateorexpandaDistrictWebsitewithlinkstoRI’sWebsite. d. Identifyandtargetpotentialregistrantsbye-mail,letters,andothermethodsofcommunication. e. ArrangeDistrictaccommodationsandtravelarrangementsasinstructedbytheGovernor.


DISTRICT CONFERENCE COMMITTEEPurpose:UnderthedirectionoftheGovernor,theDistrictconferenceCommitteeshallplan,promoteandimplementthenecessaryarrangementstoensuremaximumattendanceattheDistrictconference.

DutiesandResponsibilities: a. SelecttheDistrictConferencevenueandco-ordinateallrelatedlogisticalarrangements. b. Co-ordinatethefinancesoftheconferencetoensuremaximumattendance. c. Promoteconferenceattendancewithparticularemphasison: • newRotarians; • allmembersofnewly-organizedclubsintheDistrict;and • representationfromeveryclubintheDistrict. d. PromotetheDistrictConferencetoexternalaudiences,suchasthemedia,communityleaders,

andbeneficiariesofRotary’sprograms. e. Coordinate,incooperationwiththeDistrictTrainer,aDistrictLeadershipSeminartobeheld

inconjunctionwiththeDistrictConference.

DISTRICT FINANCE COMMITTEEPurpose:TheFinanceCommitteeshallsafeguardtheassetsofDistrictfundsbyreviewingandstudyingtheamountofthepercapitalevyandnecessaryexpendituresforDistrictadministration,andshallprepareanannualreportonthestatusoftheDistrict’sfinancesattheannualbusinessmeeting.

Composition:ThisCommitteewillbecomposedofthreemembersservingstaggeredoneyearterms.TheDistrictTreasurershallserveasanex-officiomemberoftheCommittee,withoutavote.AdditionalQualificationsofMembers: a. PreferenceshouldbegiventothosewithpreviousserviceattheDistrictlevelandwhothat

areknowledgeableofDistrictfinancesandDistrictoperations. b. Preferenceshouldbegiventoaccounting/financeasacomponentoftheirvocationorprofession.

DutiesandResponsibilities: a. To prepare, a budget for District expenditures including the annual dues, which shall be

submittedtoclubpresidents-Electatleastfifteen(15)dayspriortovotingontheproposedbudget.Anychangesmadeinthebudgetbetweensubmissiontothepresident-ElectsandthefinalvotemusthavetheapprovaloftheCommittee.

b. Toapproverevisionsinthebudgetinresponsetounusual,unanticipatedrequirements,butwithinthespendinglimitsapprovedbythevoteattheDistrictAssembly.

c. ToapproveanyrequiredchangesinthebudgetthatmayresultinanincreaseinthespendingauthorisedattheDistrictAssembly,suchfundstocomefromthereservefundand/orincreasedincomelevelsandwithintheguidelinesofthispolicymanual.

d. Atthetimeofbudgetpreparation,theDistrictGovernor,theDistrictGovernorElectandtheDistrictGovernorNominee,alongwiththesittingandincomingTreasurershallhaverecordablecommunicationswiththecurrentFinanceCommitteesoastohaveadequateopportunitytodeveloparealisticbudget.TheproposedbudgetistobesubmittedtoClubPresidents-ElectatPETSandvotedonattheAnnualBusinessmeetingattheDistrictConference.ThebudgetandpercapitalevymustbeapprovedbyamajorityoftheElectorspresentandvotingattheAnnualBusinessMeetingofaDistrictConference.

e. Tocauseyear-endfinancialstatementsoftheDistricttobepreparedandsubmittedtotheDistrictGovernorandTreasurerforapproval.Thesereportsshallthanbedistributedwithin90daysoftheyear-end.

DISTRICT REVENUE:Districtrevenueshallconsistof: a. Per-capitaduesasestablishedintheDistrictbudgetandanyexcessfundsgeneratedbythe

DistrictConferenceoranyCommitteeappointedbytheDistrictGovernor.Theannualper-capitadueswillbeestablishedeachyearbypro-ratingtheapprovedbudgetamountbythenumberofRotariansintheDistrictonJuly1oftheprecedingRotaryyear.Saidduesaremandatory.

Per-capitaassessmentwillbemadeinU.S.dollars.TheexchangeratewillbethatinusebyRotaryInternationalatthetimeoftheassessment.

b. AllocationofRotaryInternationalfunds.EachyearRotaryInternationalallocatesfundstotheDistrictforexpensesoftheDistrictGovernortocarryouthisdutiestoRotaryInternational.Thesefundswillformpartofthegeneraloperatingfund.

c. Anyinterestreceivedfromanyinterest-bearingaccounts. d. Districtinsurancecontributions. e. RevenuecollectedbyanyCommitteeappointedbytheDistrictGovernor.


BUDGET ExPENDITURES a. DistrictGovernor:ToassistwiththeexpensesoftheDistrictGovernorandspousefortravel,

mealsandlodgingwithintheDistrictwhileonofficialDistrictbusiness.ClubsareexpectedtoprovidelodgingfortheDistrictGovernorandspouseforvisitsbyinvitation.Toassistwithadministrativeexpenses-telephone,printingandmailingofthemonthlynewsletter,theDistrictdirectory,secretarialhelp,gifts,receptions,travelexpensestoattendPETS;travelexpensesoftheDistrictGovernorandspousetoattendtheZone24/32Institutetoamaximumamountof$3,000.00andtheRotaryInternationalConventionfortravel,registrationandaccommodationonly.

b. DistrictGovernorElect:ToassistwithexpensesfortheDistrictGovernorElectandspousetoattendthe InternationalAssembly (expensesabovethat reimburseddirectly to thembyRotaryInternational),travelexpensestoattendPETS,travelwithintheDistrictauthorisedbytheDistrictGovernor,andtravelexpensestoattendtheGovernorsElectTrainingSeminarandtheZone24/32Institute.

c. DistrictGovernorNominee:ToassistwithtravelexpensesfortheDistrictGovernorNomineeandspousetoattendtheRotaryInternationalConventionatwhichhe/sheiselected,trainingattheGovernorsNomineeElectTrainingSeminarandZone24/32Institute,othertrainingasauthorizedbytheDistrictGovernor,andtravelwithintheDistrictasauthorisedbytheDistrictGovernor.

d. DistrictAdministrative Expenses: District insurance, Zone assessments, officers andappointments,treasurer,AssistantGovernorsandPastDistrictGovernors.

e. DistrictCommitteeExpenses:Toassist indefrayingexpensesof carryingout theworkofCommittees.

f. ExpensesofDistrictMeetings:ToassistwithexpensesofmeetingsrequiredorsuggestedbyRotaryInternational,suchasPETSandtheDistrictAssembly.Thesearefinanciallyassistedbywayoftravelallowancesonaone-car-per-clubbasis,andallowancesformeetingplaces.

g. DistrictConference:Anadvanceof$5,000UStohelpunderwritetheDistrictConferenceforthosecostsotherthanmealsandentertainment.SuchadvancetoberepaidwithproceedsfromtheDistrictConference.

h. RotaryFoundationAwardees:Awardeesmaybereimbursedforvisitingclubsasrequiredbytheiracceptanceoftheaward.

i. Council on Legislation:The Council on Legislation meets every three years.The ElectedrepresentativefromtheDistrictwillbereimbursedforhis/heractualdocumentedexpensesincurredabovethatwhichisallotteddirectlyfromRotaryInternationalfortravel.

j. RIDirectornominatingCommittee:TheElectedrepresentativeoftheDistrictwillbereimbursedforhis/heractualdocumentedexpensesincurred.

ACCOUNTABILITY a. Thebudgetmustbebalancedeachyear. b. Thebudgetandyear-endfinancialreportsmustconformtoaformatapprovedbytheDistrict

GovernorandtheFinanceandBudgetCommittee. c. Thebudgetmustbeapprovedbythree-fourthsoftheincomingclubpresidentspresentand

votingatDistrictAssemblyorbyamajorityofElectorsattheAnnualBusinessMeeting.TheincomingclubpresidentsareexpectedtodiscusswithandhavetheapprovaloftheirclubsfortheirvoteontheDistrictBudget.

d. TheDistrictTreasurershallkeepproperrecordsofincomeandexpendituresofDistrictFunds.Financialstatementsfortheyear,consistingofabalancesheetandastatementofincomeandexpenditures,actualandbudgeted,shallbepreparedannually.Thesefinancialstatements,togetherwithbooks, recordsandvouchers,shallbesubmitted toaqualified independentpublicaccountantforareview.Thefinancialstatementsfortheyear,preparedinaccordancewithgenerallyacceptedaccountingprinciples,togetherwithaReviewEngagementReportpreparedbyapublicaccountant,shallbesubmittedtotheFinanceandBudgetCommitteeandpresentedtotheClubsintheDistrictandapprovedatthenextannualDistrictConference.

e. AllmoniesreceivedconstituteDistrictfundsandwillbepromptlyrecordedinthefinancialrecordsoftheDistrictanddepositedtoDistrictbankaccounts.ExpendituresofDistrictFundswillbemadeonly forapprovedpurposes,andsubstantiatedby invoicesorvoucherswithsufficientdetailtoproperlydescribeandidentifythegoodsorservicespurchasedandtherecipient(s)thereof.Requestsforreimbursementofexpensesmustbemadewithinsixty(60)daysofexpenditureontheapprovedDistrictformandsubmittedtogetherwithsupportingdocumentation providing proof of payment and adequate description of the expenditure.CommitteechairswillreviewallrequestsforapprovalbeforesendingthemontotheDistrictforpayment.AllDistrictexpenditureswillbebycheckandpromptlyrecordedinthefinancialrecordsoftheDistrict.

f. TheDistrictGovernorisinchargeofDistrictfundsandalldisbursementsaremadeunderhis/herauthority,undertheguidelinesofthispolicymanual.TheDistrictGovernor’sauthorityisacknowledgedbytheacceptanceoftheDistrictbudgetatthetimeofDistrictannualbusinessmeeting.

RESERVE FUNDTheDistrictshallmaintainareservefundforuniqueandspecialrequirements.SaidreservefundshallnotexceedtheamountoftheannualpercapitaassessmentasestablishedbyapprovaloftheannualDistrictbudget.

a. AttheendoftheRotaryyear,allfundsinthegeneralfundinexcessofdisbursementsshallbeplacedinareservefundaccount.TheDistrictFinanceandBudgetCommittee,inconsultationwiththeDistrictGovernorandDistrictTreasurer,willestablishalocationforthereservefundaccount.

b. Whenthereservefundaccounttotalsareinexcessofthemaximumasdefinedpreviously,theFinanceandBudgetCommittee, inconsultationwith theDistrictGovernorandDistrictTreasurer,may,uponapprovalbytheeligibleelectorsattheDistrictAnnualBusinessMeeting,recommendtoreducetheper-capitaduesforthefollowingyearbytheamountoftheexcessfundsorrecommendtocontributetheexcessfundstoTheRotaryFoundation.

c. TheDistrictreservefundsshallbeused: Withconsultationandapprovalof theDistrictFinanceandBudgetCommittee, theDistrict

Governormaywithdrawuptotwenty-fivepercent(25%)ofthereservefundtomeetemergencyDistrictexpenses.

d. Eachyear,attheendofhis/hertermofoffice,theDistrictGovernorwillincludeinthefinancialreportthecompletestatusofthereservefundandtheBobWinterFund(anendowmentfund).

REIMBURSEMENT POLICYMostRotariansdonatenormalorlocalexpensesaspartoftheircontributionstotheactivities.TheFinanceCommitteewillmakeannualreviewsandsetratesasappropriate.

All committeeand/or individualclaims for reimbursementofexpensesmustbeapprovedby therespective District Committee Chair prior to being submitted for payment with the exception oftheYouthExchangeCommitteewhichmustbeapprovedbytheYouthExchangeCommitteeChair.

Reasonableandproperexpensesincurredintheperformanceofdutiesarereimbursedasfollows: 1. Travel: Mileagereimbursement:Ratewillbe80%oftheRotaryInternationalPolicy

Rate. 2. Lodging: Reimbursableratewillbebaseduponstandardsingleroom. 3. Meals: Reimbursableonlyonovernightstays 4. Telephone,Fax Atcost 5. Postage Atcost 6. Printing Atcost 7. Photocopy AtcostTheDistrictfinanceandbudgetCommitteemustapproveanymodificationtotheaboveinadvance.

• Spouse/Partnerexpensesarenotnormallyreimbursedunlessattendanceisexpectedand/orrequestedbytheDistrictGovernor.ChairsmayrequestpriorapprovalfromtheDistrictGovernoronanindividualcasebasis.

• Participationinclubfundraisingactivitiesincludingroutineclubdraws/rafflesisanindividualchoiceandisnotreimbursable.

• RoutineattendanceateventsoftheDistrictorIndividualclubsisnotnormallyreimbursed.WhenDistrictOfficers,CommitteeChairs,and/orMembersareofficialparticipantsataneventrepresentingtheDistrictorattendinginanofficialcapacity,theexpensemaybereimbursed.

• MealexpensesforAssistantGovernorsmakingrequiredclubvisitsareincurredbythevisitedclub.

• TheDistrictmaypayexpensesforthefiveprincipleDistrictCommitteeChairsand/ormemberstoattend trainingsessionsat regional trainingsessionsbutonly if itmeets the individualcommittee’sbudgetprovisionsforthatyear.

GOVERNOR(S) AND ASSISTANT GOVERNOR(S) ExPENSES • Expenses incurredbytheGovernor(s)andAssistantGovernor(s)willnotbesubmittedtoa

CommitteewithoutthepriorapprovaloftheCommitteechair. • TheGovernor(s)andAssistantGovernor(s)havetheirowntravel/expensebudgets. • AssistantGovernorswillbereimbursedforamaximumoffour(4)clubvisits.Onevisitwillbe

theofficialvisitoftheDistrictGovernor,OnewillbeavisitpriortothebeginningoftheRotaryyearforthepurposeofassistingclubsintheplanningprocess,onevisitattheendoftheRotaryyearforthepurposeofcompletingtheMemoofvisit,andthefourthvisitatthediscretionoftheAssistantGovernor.

• TheCommitteemaychoosetofundsomeoftheexpenseswhentheGovernor(s)andAssistantGovernor(s)is/areinvitedtoparticipate.


DISTRICT YOUTH ExCHANGE OPERATING FUND 1) ADistrictYouthExchangeOperatingFundwillbeestablishedandmaintainedasaseparate

fund,apartfromtheDistrict’sGeneralFundoranyotherfund,restrictedornot; 2) AReserveFundwillbeestablishedandmaintainedasacomponentoftheOperatingFund

toamaximumof20percentoftheaveragegrossexpendituresoftheimmediatepastthreeyearsoftheOperatingFund.TheReserveFundwillbeavailable,uponapprovalbytheDistrictGovernor,inemergencysituationsandtoassistthecommitteewithfinancialobligationsunderjustifiablecircumstances.

3) AnyfundsoftheReserveFundinexcessofthemaximumestablishedwillbetransferredintotheBobWinterFund,unlesstheDistrictGovernor, inconsultationwiththeDistrictFinanceCommittee,isawareofextenuatingcircumstancesthatmakesuchtransferimprudent.

4) Itwillbethecommittee’sresponsibilitytoprepareabudgetforeachyearofoperation.Assuch,itsincomeandexpenseswillbeaccountedforseparately,andattheendofeachfiscalyear,itssurplusesorexcesseswillbemovedintoitsrespective“ExchangeYearFundBalance”category.

5) Thesurplus/deficitwillbemoved to theExchangeYearFundBalanceuponcompletionofeachfiscalyearandthesubsequentcompletionofthetravelactivityofthe“one-price”farecomponentofstudentactivityforthatyear;

6) Aminimumamountmaybeestablished for theExchangeYear FundBalance toallow forcontingencies;

7) Aftertwoyears,theExchangeYearFundBalance(ifasurplus)attributabletothefiscalyearthatproducedit,willbetransferredtotheReserveFundoftheDistrictYouthExchangeOperatingFund.

8) AllDistrictYouthExchangeFundexpendituresmustbeapprovedbytheDistrictYouthExchangeChairbeforepresentationtotheDistrictTreasurerforpayment.

AUTHORIZATION OF SIGNING OFFICERSRequired authorization of signing officers for all district funds, financial accounts and/or legalinstrumentsincludingthoserelatedtotheYouthExchangeProgramandtheBobWinterFundwillbegrantedbyresolutionatthetimeoftheannualbusinessmeetingattheDistrictConference.

MODIFICATIONS OR ADDITIONS TO THE DISTRICT POLICY MANUAL1. ThePolicyManual ofDistrict 5060 shall incorporate all resolutions, customsandprocedures

currentlyinforceintheDistrict;thereshallbenofurtherdocumentsotherthantheRotaryInternationalManualofProcedureandtheRotaryCodeofPoliciesnecessarytodeterminetheproperoperationoftheDistrict.

2. InordertokeepthePolicyManualcurrent,itisnecessarythattherebeaprocedureestablishedtomodify,change,ormakeadditionstothepresentManual.Theprocedureshallbeasfollows:

a.TheDistrictGovernorwillnotifyallclubsduringthemonthofJanuaryoftheprocessandtimelineformakingchangestotheDistrictPolicyManual.Clubssubmittingresolutionsofchangemusthavetheresolutionapprovedbyamajorityoftheclubsintheirarea.

b. Onorbeforeadatewhichissixty(60)dayspriortothenextDistrictConference,anyclubmayfilewiththeDistrictGovernoraresolutionofthatclub,adoptedataregularmeeting,proposinganewDistrictpolicy,deletionofapresentpolicyormodificationofanexistingpolicy.SuchresolutionshallbesignedbytheclubpresidentandforwardedtotheDistrictGovernor.

c. TheDistrictGovernor,theincomingDistrictGovernor,oranymemberoftheAdvisoryCommitteemayalsosubmitresolutionsproposinganychangestobemadeinthePolicyManual.ThesechangesshallnotbesubmittedtotheDistrictunlesstheyareendorsedbyamajorityoftheDistrictAdvisoryCommittee.

d. TheDistrictGovernorshall forwardcopiesofall resolutionsproposingchanges in theDistrictPolicyManual tothechairof theResolutionsCommittee.TheResolutionsCommitteeshallcheckeachforproperform,etc.

e. Onorbeforethirty(30)dayspriortotheDistrictConference,copiesoftheresolutionsshallbedistributedtoeachclubpresident,theDistrictGovernorNominee,theincomingDistrictGovernor,andtoeachmemberoftheDistrictAdvisoryCommittee.

f. DuringthebusinesssessionoftheDistrictConference,eachresolutionproposedshallbepresentedtotheConferenceAssemblybythechairmanoftheResolutionsCommittee.

g.ThemethodofvotingshallbedeterminedbytheDistrictGovernor,usingtheguidelinesoutlinedintheManualofProcedure(RIBylaws,Article15.050).

3.Considerationofemergencyamendment.TheDistrictGovernor,by two-thirdsvoteofallclubs,maydeclare thatanemergencyexistsand

authorisetheconsiderationofamendments.a. Proposedamendmentswillbecirculatedtoeachclubpresidentfifteendayspriortothedateset

fortheballot.b. Theballot-by-mailprocessshallfollowallspecificationsasoutlinedinArticle13.040oftheRotary

InternationalBylaws.
