I.II. Pangkaunlarang Tinatahak (Development Trusts)

PANANAW

Sa taong 2010 ang Real bilang nagsisilbing pinto ng lungsod ng Calamba, ay magiging isang maunlad, mapayapa, matahimik na pamayanan kung saan ang bawat mamamayan ay malusog at mayroong sapat na hanapbuhay.

MISYON

Maipagkaloob at maiangat ang edukasyon upang maiagapay ang bawat tao sa kasalukuyang pamantayan ng karunungan, mapanatili ang komunikasyon at elektripikasyon upang ang bawat mamamayan ay magkaroon ng pagkakaisa, maaliwalas na kaisipan at maakay sa mabubuting gawain at lalo’t higit ang katahimikan ng pamayanan. Mapaunlad ang transportasyon upang maibsan ang trapiko sa daang national at maiwas sa panganib o aksidente ang mga mamamayan ng Real, at maalagaan ang kalikasan, kalinisan ng kapaligiran upang magkaroon ng maayos at malusog na katawan at pag-iisip ang mamamayan.

HANGARIN1. Mapalakas ang sports activities para sa mga kabataan

upang maiiwas sila sa masasamang gawain.

2. Magkaroon ng elektripikasyon at linya ng tubig ang lahat ng lugar na hindi pa naaabot nito.

3. Magkaroon ng malimit na pagsasawagawa ng Information Education Campaign partikular sa RA-9003 (Ecological Solid Waste Management).

4. Mapaayos ang mga kanal at mapasementuhan ang mga proposed alternative and diversion road patungo at palabas ng barangay.

5. Maipatupad ang lahat ng mga Ordinansang Pambarangay (strict implementation).

6. Patuloy na pakikipag-ugnayan ng School Principal at mga guro sa barangay upang maipagkaloob at maiangat ang edukasyon sa kasalukuyang pamantayan ng karunungan.

7. Madagdagan ang patrol car upang lalong mapabilis at matugunan ang pagserbisyo ng Barangay Police sa pagsasaayos ng katahimikan.

8. Magkaroon ng pantay-pantay na pagkakataong makamtan ang mga pangunahing pangangailangan sa pamamagitan ng isang mahusay na pamamahala.

9. Magkaroon ng mga programang pangkabuhayan.

10.Patuloy na pakikipag-ugnayan sa mga Transport Groups upang maisaayos ng madali ang trapiko.

II. BUOD (Summary)

Ang Barangay Governance Performance Management System ay isang pansariling pagtatasa para sa barangay na sumusukat sa maayos na pagbibigay ng mga pangunahing serbisyo sa mga mamamayan at pagsunod sa mga iniaatas ng 1991 Kodigo ng Pamahalaang Lokal at iba pang mga batas.

Ang Barangay Real, sa patnugot ng Kagawaran ng Interyor at Pamahalaang Lokal- Rehiyon ng CALABARZON at Lungsod ng Calamba, ay isa sa mga napiling barangay upang isakatuparan ang pang-rehiyong implementasyon ng BGPMS. Sa pamamagitan ng isang Orientation-Briefing na ginanap noong ika-25 ng Agosto, 2010 inilahad ang mga alituntunin at proseso sa pagsasagot sa data capture forms ng BGPMS, gayundin ang score card na naglalaman ng pangkalahatang antas ng paglilingkod (over-all performance)sa pamamagitan ng paggamit ng isang simpleng computerized system at pagpapaloob ng Community-Based Monitoring System (CBMS)-Millenium Development Goal (MDG) human development index bilang parte ng pangkalahatang impormasyon ng barangay.

Dahil sa hindi pa isinasakatuparan ang CBMS sa Lungsod ng Calamba, ang CBMS-MDG human development index ay manu-manong tinuos sa pamamagitan ng paggamit ng primaryang datos (primary data) mula sa mga Barangay Nutrisyon Iskolar, Rural Health Unit, City Planning & Development Office at iba pang ahensya ng pamahalaan.

Matapos makuha at mailagay sa data capture forms (DCF) ang kinakailangang datos, awtomatikong nakikita ang pangkalahatang antas ng paglilingkod ng barangay sa scorecard. Batay sa naging resulta ng nasabing survey tool, nagsagawa ang DILG ng isang workshop ukol sa tamang pamamaraan ng pagbubuo ng Ulat sa Barangay. Ang nasabing ulat ay sumasaklaw sa mga datos ng taong 2009. Nakapaloob dito ang mga Ulat Kabatiran ng Pamamahala (Reports Findings), kung saan tinutukoy ang isang masusing pagsusuri sa natamong rating ng barangay sa limang (5) Gawaing Saklaw (Performance Areas): Sistema at Paraang Pampangasiwaan (Administrative Systems & Procedures); Serbisyong Panglehislatibo (Legislative Services); Serbisyong Panlipunan (Social Services); Kaunlarang Pang-ekonomiya (Economic Development); at Kaunlarang Pang-kapaligiran (Environmental Development). Nasasaklaw din ng ulat na ito ang mga alternatibong aksyon at rekomendasyon na maaaring isagawa ng barangay at maging mga kasanayan na kinakailangan upang matugunan ang mga pagkukulang para sa kaunlarang pambarangay.

Sa kabuuan, ang Barangay Real ay nakakuha ng 82% na pangkalahatang antas (over-all performance rating); at sa limang gawaing saklaw, pinakamataas na puntos ang nakuha ng barangay sa Sistema at Paraang Pampangasiwaan (92%) at pinakamababa naman sa Kaunlarang Pang-ekonomiya (55%). Nagpapakita ito ng epektibong pamamanihala sa pamahalaang pambarangay, subalit higit na kailangang pagtuunan ng pansin ang mga gawaing pang-ekonomiya na may malaking kaugnayan sa kalagayang sosyal at pang-kapaligiran.

Ang Barangay Governance Performance Management System (BGPMS) ay isang magandang paraan upang masukat ang kakayahan ng isang Barangay sa pamamahala sa pamamagitan ng pagtasa sa limang gawaing saklaw ng pamamahala.

Isa din itong magandang paraan upang makita ang kasalukuyang kalagayan o estado ng barangay. Sa pamamagitan ng scorecard, mas mabilis itong maipauunawa sa mga mamamayan. Nagbibigay din ito ng matibay na batayan ng mga naisakatuparan ng mga pinuno ng barangay na maaaring ibahagi sa Barangay Assembly Day.

Batay sa mga nabanggit, masasabing ang BGPMS ay isang mahusay na kasangkapan na tiyak na magiging obhetibong batayan ng pagpaplanong isasagawa ng pamunuan ng barangay.

ISANG KAUTUSANG TAGAPAGPAGANAP NA BUMUBUO SA KOMITE NG BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGPMS).

SAPAGKAT, ang barangay ang pangunahing yunit pulitikal na bumabalangkas at nagsasakatuparan ng mga patakaran, plano, programa, proyekto at mga gawain sa isang pamayanan; ito rin ay nagsisilbing “forum” o daluyan kung saan ang mga samu’t-saring usapin ay maaaring maipahayag, bigyang-linaw at isaalang-alang; dito rin maaaring dinggin at ayusin ang mga ‘di pagkakasundo.

SAPAGKAT, ang pagbalangkas at pagsasakatuparan ng mga nabanggit na gawain ay nangangailangan na isang mabisang mekanismo upang maging batayan para sa mas mahusay at epektibong pamamahala.

SAPAGKAT, ang Department of the Interior and Local Government (DILG) ang pangunahing tanggapan ng pamahalaan na umaagapay at nagtataguyod sa mga pamahalaang lokal tungo sa pagkakaroon ng isang mahusay at epektibong pamamahala.

SAPAGKAT, isinusulong ng DILG ang isang programang tinaguriang: “Barangay Governance Performance Management System” (BGPMS) na siyang tutulong sa pagtaya sa kalagayan at magsisilbing mabisang basehan para sa mga pagpaplano at pagsasakatuparan ng mga patakaran, programa, proyekto at mga gawain ng bawa’t barangay.

SAPAGKAT, ang Barangay Real ay lubos na naniniwala na ang BGPMS ay makatutulong ng malaki sa pagsisikap na makamtan ang mga adhikain nito.

DAHIL DITO, AKO si FLORENCIO E. MORALES, Punong Barangay ng Barangay Real, Bayan ng Calamba, Lalawigan ng Laguna, sa bisa ng kapangyarihang ipinagkaloob sa akin ng Kodigo ng
