    We need a work site to connect the local combined seweroverfow (CSO), known as the North East Storm Relie, tothe main tunnel o the proposed Thames Tunnel project.We are currently proposing to use the oreshore beside KingEdward Memorial Park or this construction work and toaccommodate the permanent structures required to operatethe tunnel.

    At present, the combined sewer overows alongthe River Thames discharge untreated sewagedirectly into the river. This occurs because Londonsmainly Victorian sewerage system, which wasdesigned to transport both wastewater (sewage)and storm water (rainall), is at or near capacity.

    Some CSOs discharge untreated sewage into theRiver Thames on average more than once a weekand ater only 2mm o rainall. This situationis likely to become worse in the uture, due topopulation growth and increased urbanisation.

    The discharge o untreated sewage into the RiverThames is harmul to the environment. It reducesriver water quality, harms the aquatic lie, causesunsightly litter and increases the risks to healthor users o the River Thames.

    Starting in west London and broadly ollowing thepath o the River Thames through the centre othe capital, the Thames Tunnel would transer theows rom the most polluting CSOs to BecktonSewage Treatment Works in the east o the city.

    The need or construction sitesWe need a signifcant number o sites in orderto construct the Thames Tunnel project. Largeshat sites are required at certain points alongthe route to allow the construction o the maintunnel. Smaller CSO sites are also required near

    each o the most polluting CSOs to connect themto the main tunnel.

    We have carried out a detailed site selectionprocess to identiy suitable sites or theconstruction o the main tunnel and connectiono the CSOs. For more inormation, see ourproject inormation paper Construction Sites.

    This has enabled us to identiy our preerred sitesalong the route required or the construction andoperation o the main tunnel and the connection

    o each o the CSOs.

    How we chose the preerred siteWe shortlisted only two possible work sites close towhere the North East Storm Relie Sewer dischargesinto the River Thames. We assessed the suitabilityo each site by taking into account engineering,planning, environment, property and communityconsiderations. From this process we identifed ourpreerred location as the oreshore (see map above).

    Shortlisted sites:

    Site 1 King Edward Memorial ParkThis site is part o the King Edward MemorialPark itsel. King Edward Memorial Park is a well-maintained recreational area containing largegrassed areas with pedestrian paths, tennis courts,bowling greens, childrens play area, bandstand andlarge paved seating areas along the Thames Path.Use o the site would result in the temporary loss opublic open space within an area where there is little.

    We have identifed the oreshore, beside King EdwardMemorial Park, as our preerred location. This avoidsthe need or a large work site in the park and reducesimpacts upon nearby residents. The use o thissite allows the CSO to be connected directly to themain tunnel.

    The closest residential properties are opposite thesite to the north-east. However, these properties arealso close to the park, which was the only alternativelocation. Vehicle access to the site would have to becreated through the park, but this is likely to be lessdisruptive than i the whole site was located in the park.

    Use o the preerred site during constructionWe would need to use the site as a construction site orapproximately three and a hal years. The plan aboveshows how we propose to use the site to connect theCSO to the tunnel and to drive the connection tunnelto Butcher Row. It would then be vacated as much aspossible but a smaller area kept secure or subsequentequipment installation. It also shows the amounto space we think we would need to carry out theconstruction works but as the design o the Thames

    Tunnel develops urther this could change.

    As the site would be located in the oreshore wewould need to construct a temporary coerdamaround it to protect it rom the river.

    Specifc measures may be necessary to reduce theenvironmental eects o construction and we wouldwelcome your views on the issues we should considerwhen developing our proposals. We will be presentingour more detailed proposals in our second roundo consultation beore the submission o planningapplications.

    We propose that construction trafc would enterand leave the site rom The Highway, crossing theeastern side o King Edward Memorial Park.

    Permanent use o the siteWe are likely to need some above-ground structureson this site ater the construction work is fnished. Inorder to build these structures, we propose extendingthe existing river wall out into the River Thames tocreate a new area o hard-standing.

    A ventilation column (approximately 15m high and3m diameter) and a building (approximately 10mhigh, 12m wide and 20m long) would be requiredto provide ventilation and fltering o the air in thetunnel. See image above.

    We would leave the area around these structures ashard-standing to allow vehicle and pedestrian accessto this new area o river rontage.

    Above is an example o how the site could look onceconstruction has been completed. As part o ourpublic consultation we would like to know your viewson the permanent look and use o the site.
