Vice Admiral Dennis V. McGinn Commander
U.S. THIRD FLEET
Vice Admiral McGinnis a native of Attleboro, Massachusetts and a 1967 graduate of the United States Naval Academy. A designated naval aviator, test pilot and national security strategist, Vice Admiral McGinn has served in a broad range of operational, staff, and command billets.
Operational tours at sea include two combat deployments aboard USS RANGER (CV 61) with Attack Squadron 113 as Landing Signal Officer and Weapons Officer. He served as Operations and Maintenance Officer in Attack Squadron 146 aboard USS CONSTELLATION (CV 64) and Executive Officer of USS CORAL SEA (CV 43).
Shore and staff assignments include Air Warfare Officer at VX-5, China Lake, California and Chief Test Pilot Strike Directorate, Naval Air Test Center, Patuxent River, Maryland. He attended the Naval War College, the Program for Senior Officials in National Security at Harvard University, and served as a Chief of Naval Operations Fellow on the Strategic

Command experience Includes tours as Commanding Officer of Light Attack Weapons School, Commanding Officer of Attack Squadron 27 during two deployments aboard USS CORAL SEA (CV 43), Commanding Officer of Strike Fighter Squadron 125 (F/A-18 Replacement Squadron) and Commanding Officer of the fleet replenishment oiler USS WICHITA (AOR 1). From 1991 until July 1993, he served as the last Commanding Officer of the aircraft carrier USS RANGER (CV 61), making an extended Western Pacific and Indian Ocean deployment. In 1995 Vice Admiral McGinn served as Commander, Carrier Group ONE, responsible for operational training and combat readiness for all Pacific Fleet Carrier Battle Groups.
In January 1996, Vice Admiral McGinn was assigned as Director, Air Warfare Division in the Office of the Chief of Naval Operations. In August 1998, Vice Admiral McGinn received orders to become the twentieth Commander of the U.S. Third Fleet.
Vice Admiral McGinn's personal decorations include the Defense Superior Service Medal, Legion of Merit (4 awards), Distinguished Flying Cross, Meritorious Service Medal, and the Strike Flight Air Medal. Vice Admiral McGinn is married and has four children.

REAR ADMIRAL ROBERT C. CHAPLIN Superintendent
Naval Postgraduate School
Rear Admiral Robert C. Chaplin was born in Fort Knox, Kentucky and graduated from Fort Knox High School. He attended the United States Naval Academy where he received his commission and Bachelor of Science degree upon graduation in 1970.
Admiral Chaplin was designated a naval aviator in January 1972 and reported to NAS Bermuda. In October 1975, he reP..orted to Helicopter Anti-Submarine Squadron Light (HSL)-32 and served on various detachments and as Officer in Charge aboard USS RICHARD L PAGE (FFG-5).
In January 1979, Admiral Chaplin reported to Naval Postgraduate School, Monterey, California and earned a Master of Science degree in Computer Systems Management. He later reported to HSL-36 in Mayport, Florida and served on various detachments as Officer in Charge. In August 1982, he reported to Commander Seabased Anti-Submarine Warfare Wing Atlantic as the Flag Secretary.
ne 1984, Admiral Chaplin assumed duties as Executive Officer for HSL-42, the first East Coast LAMPS MK Ill Squadron. He took command of the squadron in March 1986. Following this tour, he reported to USS IWO JIMA (LPH 2) as Operations Officer. In September 1988 he served as Commanding Officer for HSL-41, the SH-60 Fleet Replacement Squadron in San Diego, California. After this tour, Admiral Chaplin reported to the Pentagon in Washington, DC where he worked for the Assistant Chief of Naval Operations Air Warfare as the Special Assistant for the Flying Hour Program.
Rear Admiral Chaplin assumed command of USS INCHON (LPH 12) in September 1991 . In June 1993, he assumed command of USS WASP (LHD 1) while the ship was deployed to the Persian Gulf. He participated in Operations RESTORE and CONTINUE HOPE off the coast of Somalia and Operations SUPPORT and UPHOLD DEMOCRACY off the coast of Haiti. After this tour, he was appointed Director, Plans and Policy, U.S. Transportation Command, Scott Air Force Base, Illinois. In July 1996, Rear Admiral Chaplin was promoted to Flag Rank and in November reported as Commander, Amphibious Force, U.S. SEVENTH FLEET. In March 1998 Admiral Chaplin received his second star and became the Superintendent of the Naval Postgraduate School.
Rear Admiral Chaplin's personal awards includes the Defense Superior Service Medal, Legion of Merit (with two Gold Stars), the Meritorious Service Medal (with three Gold Stars), Navy Commendation Medal, and various campaign and unit awards.
He and his wife, the former Janice Doutt of Dover, Ohio, have two sons, Jason and Jamie, who reside in Kentucky.

DR. RICHARDS. ELSTER Provost
Naval Postgraduate School
Richard Elster was born on 3 December 1939. He attended the University of Minnesota in Minneapolis where he received the degrees of Bachelor of Arts, Master of Arts, and Doctor of Philosophy in Industrial Organizational Psychology.
In January of 1969, he joined the faculty of the Naval Postgraduate School. His teaching focused on DoD manpower, personnel and training policies. From 1July1975 to 1 July 1978, he was on leave from the Naval Postgraduate School. During that period, he worked in the Office of the Assistant Secretary of Defense (Manpower and Reserve Affairs), and as Senior Scientific Advisor to the Deputy Chief of Naval Operations (Manpower)/Chief of Naval Personnel, Admiral James D. Watkins.
On 1 October 1979, he was promoted to professor in the Department of Administrative Sciences at the Naval Postgraduate School. In July of 1983, he became Chairman of the
artment of Administrative Sciences.
ng the period of 1984-1988, he served as Deputy Assistant Secretary of the Navy for Manpower. Additionally, he was Acting Assistant Secretary of the Navy (Manpower & Reserve Affairs) during the period 7 April - 28 June 1988.
In 1989, he filled the Chief of Naval Operation's manpower chair at the Naval Postgraduate School. During January-September 1990, he was Deputy Assistant Secretary of Defense for Resource Management and Support. He was named Dean of Instruction at the Naval Postgraduate School in September 1990, where he served in this role until June 1995. On July 1, 1995 he was named ProvosVAcademic Dean of the Naval Postgraduate School.

The cap and gown and colorful hood so prominent in commencement ceremonies resemble, to some extent, articles of dress worn by church and university dignitaries in the Middle Ages. The cap and gown indicate that the wearer is a member of a university or college. The hood shows the degree the wearer holds.
The gown for the bachelor's degree has pointed sleeves and is designed to be worn r en or closed. The doctor's gown has bell-shaped sleeves and may be worn open or \. Jsed. Down the front, the doctor's gown has a facing of velvet and three bars of the
same material on each sleeve. The facing and bars may be either black or the color distinctive of the subject to which the degree pertains. The cap is worn for all degrees; the doctor may wear a golden tassel.
Hoods are normally black with a colorful lining rolled outward. Bachelors' hoods are three feet long, masters' three and one half feet, and doctor's four feet.

THE NAVAL POSTGRADUATE SCHOOL
The Naval Postgraduate School opened in Annapolis in 1909 and transferred to the Monterey Peninsula in 1952. Since its beginning, the School has conferred over
22,000 degrees. The typical student is an unrestricted line U.S. Naval Officer who has
completed an operational tour. Students are engaged in intensive studies leading to a master's degree in one of 46 different curricula split between 11 academic
departments and 7 academic groups. Each curriculum is tailored to provide t~ ] C academic requirements for an accredited advanced degree and meet the additiona '
educational skill requirements necessary for subsequent assignments. Officers are obliged to remain in service for about four years after they complete their schooling.
Students arrive every quarter, with the heaviest influx entering in January and July.
Of the approximately 1300 students now enrolled, about 70 percent are in the United
States Navy and Marine Corps, 10 percent are from other United States services,?"'~
the remaining 20 percent are from allied countries.
Many of the 350 professors at the School are internationally recognized in their
respective fields. In order to keep abreast in their areas of expertise, faculty members
conduct research beneficial to many governmental agencies. Over 27 million dollars of research is conducted or administered annually at the School.
Guests are invited to tour the school grounds and to visit historic Herrmann Hall.
