Presentation of APT’s present and past activities and initiatives through:

A. Meetings/Workshop:

The focus of the work for this group: 1. To consider the use of frequency bands (other than 4940-4990MHz) included in WRC-03

Resolution 646 to develop technical parameters and channeling plans for harmonized use of these bands for PPDR

2. To consider and make proposals on frequencies for harmonized PPDR use in Pacific island countries.

1. Asia-Pacific Wireless Forum(AWF) Regularly held 2 Meetings a year• To promote new wireless applications • To add value, and not duplicate, the work being undertaken by other relevant

APT programs, and to work closely with other APT programs promoting a harmonized vision of wireless communications systems and services in the Asia-Pacific region to meet the emerging digital convergence era 

• To provide cost effective and timely radiocommunications solutions;  • To facilitate the transfer of technology.

Spectrum Working Group(WG-SPEC) Sub-Working Group 2:

A. Meetings/Workshop:

hosted by the Government of the Republic of the Philippines Department of Transportation and Communications (DOTC) and supported by the Extra Budgetary Contributions from Japan (EBC-J) to the APT.

The workshop brought the benefits of ICTs in the disaster prevention and management to the ASEAN member countries and develop their ICT skills to this field. It also provide interim and long term recommendations and inputs on similar services and applied towards enhancing current policies and practices in public safety and emergency response in the region.

The meeting was attended by 80 participants consisting of APT Members and Affiliates

members from 9 countries with different background in the sector of the Telecommunication and ICT from the Asia-Pacific region including, High Officials, Director Generals, Senior Officials and ICT telecom policy, broadcasting and disaster relief experts from ITU, NHK, KBP and other ICT industry stakeholders.

The Asia-Pacific Telecommunity (APT), Pacific Islands Telecommunications Association (PITA) and Commonwealth Telecommunications Organizations (CTO) jointly organized

to share practical experiences in the occasion of the recent disaster in the Asia-Pacific. to discuss the various topics which included other supports to the affected countries in the region

and recent development in disaster management , disaster communications in recently affected countries,

current situation of disaster preparedness in each Pacific country, regulatory framework and management for ensuring the disaster communication, rules of telecom operators and broadcasters in disaster communication and international activities related to disaster communication.

disasters, communication network developers, experts from space agencies and information service provider, service/solution providers and policy/regulatory government officials and telecom/ICT operators from Fiji, Japan, Micronesia, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Thailand and Tonga. Also attended the workshop were representatives from CEASA , FSPI, ITU, JICA, NHK, PIFS and SOPAC.

3. APT Symposium on Telecommunications for Disaster Relief (TDR), Islamabad, Pakistan,18 to 20 April 2006.

organized by the Asia-Pacific Telecommunity (APT) and hosted by the Ministry of Information Technology (MoIT)of the Government of Pakistan and supported under by the Extra Budgetary Contribution of Japan brough governments, private sector, international organizations and other regional stakeholders together

shared their experiences, created awareness on the importance of telecommunication and ICT applications for disaster relief and discussed matters on common strategies and coordination within the Asia-Pacific region specifically the South Asian Sub-region.

Other topics included were Disaster Prevention and Recovery, Disaster Management Network Systems, Development of Warning Systems for the Asia-Pacific Region and real time situations in handling and management of the disaster.

The three day symposium was attended by 80 participants from APT Members. International bodies including UNDP, UNESCO, UNICEF, WHO, Merci Corps, and other Experts on Disaster Management and Relief efforts in the region. The symposium recommended the establishment of a study group to develop and refine comprehensive framework for cooperation among APT member countries for sharing telecommunication resources to mitigate the effects of natural disasters.

Meetings/Workshop (cont..)4. APT-ITU MEETING ON ROLE OF ICT FOR DISASTER REDUCTION 28 February 2005, BANGKOK, THAILAND

Recognized that ICT can play a significant role in disaster management including communicating and transmitting information for disaster relief, early warning, risk reduction.

Acknowledged the importance of cooperation for disaster relief between national and local governments, disaster management using ICT such as disaster relief telecommunication network system.

Recognized the importance of cooperation among the member countries to work together to tackle disaster management in the Asia Pacific region

Building a disaster relief telecommunications system appropriate to the characteristics of each country.

Taking into account the effectiveness of ICT for disaster relief, cooperation among the members for sharing information on regional and international level needs to be further promoted.

Recognized that telecommunications systems must be accompanied by a high level of community awareness in order to stimulate a culture of disaster resilience, efforts to develop disaster relief telecommunication systems that are integrated into the broader process of developing and strengthening risk reduction institutions and capacities at all levels, in particular at the community level should be promoted.

 

Based on this recognition and experiences the meeting confirmed the following:

B. Related Pilot Projects1. Development and Implementation Emergency Medical Care

Information System (EMCIS) for Disaster Area in Indonesia

The project objectives were:

Investigated the ICT model for medical care system in disaster area.

Developed an emergency medical care system which can be implemented as soon as disaster happened.

Performed trial of the EMCIS system in Garut Area – West Java.

Developed knowledge, competency, and experience, as well as sharing information and knowledge for medical doctors and researchers, especially the implementation of ICT in emergency medical care system.

The project ouput:

Successfully developed and set up a trial of “the emergency medical care information system” for disaster area in Indonesia

The system was promoted as a model of the implementation of the emergency medical information system for disaster area in Indonesia. Related to this purpose, TELKOMRisTI have successfully conducted a symposium with theme ”Development of Emergency & Disaster Communication and Information System” in Jakarta on March 7, 2006.

B. Related Pilot Projects2. A Development of ICT Toolkits to Assist EMT’s Triage After

Major Disaster in Japan

The project objectives were:

to develop a ICT toolkits to assist EMT’s triage after major disaster.

to develop a prototype three key ICT developments in this project:

1) Radio Frequency Identification 2) Decision tree triage program on PDA or mobile PC with Wi-Fi 3) Gateway function to link with mobile communications satellite.

The project output:

After finish this project, the project was demonstrated it during the 21st Pacific Science Congress in Okinawa, Japan, from 13 to 17 June, 2007.

The output of the project was also presented during the APT Regional Workshop on Telemedicine from 6 to 9 February 2007 at Chiangmai, Thailand to promote telemedicine applications and development of advance telemedicine and share practical experiences of telemedicine applications in the Asia Pacific region. During the workshop it also offers the opportunity to telemedicine professionals to submit their papers for publication in the Telemedicine Journal with ISSN (shown in the next page)

B. Related Pilot Projects3. Emergency Broadband Access Network using Low Altitude

Platform Station for Disaster Relief in Indonesia - Indonesia

The project objectives were:

Design a low altitude wireless broadband station for emergency situation considering the ease-to-use platform (hot air balloon) and BWA technology (Wimax/Wi-Fi) to deliver video, voice and internet services in 2008. Study the performance & coverage characteristics of the chosen BWA technology due to platform mobility and atmospheric disturbance in Indonesia Analyze the applicability of the proposed model as a deployable platform station for emergency response. Improve the application required for emergency relief experience using communication system for emergency response.

The project output:

In order to examine the EBAN system and to get some data from the measurement, team performed the field trial of the system. The project trial is done in Sulaeman Airport, which is one non-operational airport in Bandung, operates by Indonesian air force. After completion the project, all team members consider to continue the research of the system, to enhance the capability and stability

The project also determined the impact of the project from Team point of view and Non-Government Organization together with the measurement of its sustainability.

B. Related Pilot Projects4. Development of an Emergency Medical Care Information

System for Fetal ECG Monitoring – IIU, Malaysia

The project objectives were:

To improve the accuracy of existing techniques for fetal heart rate monitoring. To develop the network of transferring and receiving fetal ECG signals To construct a compact portable electronic instrument for fetal ECG monitoring

The project output:

Produced a great impact in the monitoring of patients located in remote nonclinical environments. Pregnant women who have been identified, as being at risk of stillbirth due to fetal ECG (FECG) decelerations should be using an FECG monitor during maternal sleep or disaster, the time when most stillborn deaths occur.

To monitor such abnormalities, compact, portable, long term ambulatory monitoring has been proven to be mainstay of fetal surveillance during pregnancy.

Connected to the Internet through a laptop computer, the monitor will be capable of sending an alert to a woman's physician.

Disaster Management Plan activities:

• Promote disaster preparedness and restoration by the use of ICT and the benefits of ICTs in disaster prevention and management.

• Facilitate the development ICT skills for disaster Management

• Initiate Regional / Sub Regional Meetings and Workshops on the above subjects

For the next three years over the life of this plan, APT must, through its Key Works Areas,appreciate that the telecommunications and ICT environment is changing and that APTneeds to adapt to these changes. A focus will be made on all forms of IP based platformsand services.

D. Technical Recommendations to the Global Events

1. APT Recommendation on Use of the Band 4940-4990 MHZ for Public Protection and Disaster Relief (PPDR) Applications, Approved during the 31st APT Management Committee, Republic of Korea, 27-30 Nov. 2007

Scope: The scope of this Recommendation is to provide guidance on the frequency arrangements and other technical parameters for the PPDR applications in the band 4940- 4990, with a view to assisting APT members on spectrum-related technical issues relevant to the implementation and use of the PPDR application in the bands identified in WRC- 03 Resolution 646.

2. APT Recommendation on RADIOCOMMUNICATION SYSTEMS FOR EARLY WARNING AND DISASTER RELIEF OPERATIONS, Approved during the 31st APT Management Committee, Republic of Korea, 27-30 Nov. 2007

Scope: This Recommendation provides technical characteristics and guidelines for

governmental wireless systems to be used for early warning and disaster relief operations.

3. INTERNATIONAL TELECOMMUNICATION UNION: WTDC-06 WORLD TELECOMMUNICATION

DEVELOPMENT CONFERENCE, DOHA, QATAR, 7-15 MARCH 2006

IX New Question [XX/2]: Examination of the use of ICTs for disaster management, resources, and active and passive space‑based sensing systems as they apply to disaster and emergency relief situations.

Statement of the situation or problem

In light of the recent natural and man-made disasters that have occurred, great attention and effort has been directed towards the application of radiocommunications for the purpose of disaster prediction, detection and mitigation.ITU-D has developed two products in regard to the subject of disaster mitigation and relief. The first is Recommendation ITU-D 13, Effective utilization of the amateur services in disaster mitigation and relief operations. It recommends that administrations include the amateur services in their national disaster plans, reduce barriers to effective use of the amateur services for disaster communications, and develop memoranda of understanding (MoU) with amateur and disaster relief organizations. The second is the Handbook on Emergency Telecommunications published in 2005. This handbook summarizes technical issues that characterize the current field of telecommunications. The handbook is intended to be comprehensive and compact, and to provide useful factual information that is concise and organized for easy access.
