Dear Rally Enthusiast ! On behalf of the 2019 RALLY OF INDONESIA organization, we would like to extend our warmest greetings to all visitors who attended the event. We want to ensure that as our most important customer, you are given the highest level of organization of events. APRC back to Indonesia, after several years APRC was held in Indonesia every year from 1994 to 1997 in North Sumatra and 2005 to 2009 in South Sulawesi. The 2019 RALLY OF INDONESIA, is the 5th round of APRC, the 2nd round of APRC Asia Rally Cup and also the 1st & 2nd round of the National Championship Rally 2019 will be held at the Lonsum Plantation in North Sumatra, which is also one of the plantations where Special Stages were located in the1996 & 1997 World Rally Championship. HOST CITY/TOWN MEDAN CITY Welcome to Medan Medan (Indonesian pronunciation: [meˈdan]; Indonesian: Kota Medan) is the capital of the North Sumatra province in Indonesia. Located on the northern coast, Medan is the fourth largest city in Indonesia (behind Jakarta, Surabaya, and Bandung), and the largest Indonesian city outside Java. The city is bordered by the Deli Serdang Regency to the east, south and west, and the Strait of Malacca to the north. It is close to the volcano Sinabung, which just erupted in Sept 2013 after a 400 year dormant state. HISTORY Medan started as a village called Kampung Medan (Medan Village). Kampung Medan was founded by Guru Patimpus around the 1590s. Because Kampung Medan sits on Tanah Deli (Land of Deli), Kampung Medan is also referred as Medan-Deli. The original location of Kampung Medan is an area where the Deli River meets the Babura River. Based on the diary of the Portuguese merchant in early 16th century, it stated that the name of Medan was actually derived from Medina which is actually a holy city in the western of Saudi Arabia. However, other sources indicated that the name of Medan actually came from IndianHindi language word "Maidan" meaning "ground" or "land"(like in Pragati Maidan in Delhi). One of the Karo-Indonesia dictionary written by Darwin Prinst SH published in 2002 wrote that Medan could also be defined as "recover" or "be better". The first inhabitants of Medan came from the Malays of the Malay Peninsula, the Mandailings from the South Tapanuli Regency and the Karonese who originated from the Karo Highlands. It was not until the Sultan of Aceh, Sultan Iskandar Muda, sent his warlord, Gocah Pahlawan Laksamana Khoja Bintan, to be the Sultanate of Aceh's representative in Tanah Deli, that the Sultanate of Deli started to grow. This growth stimulated growth in both the population and culture of Medan. In the second year reign of Sultan Deli (between 1669–1698), there was a cavalry battle in Medan. Medan did not experience significant development until the 1860s, when the Dutch colonialists began clearing the land for tobacco plantations. Medan quickly became a center of government and commercial activity, dominating development of Indonesia's western region. The Dutch governed Tanah Deli from 1658, after Sultan Ismail, ruler of the Siak Sultanate, yielded some of his once-ruled land, Deli, Langkat, and Serdang. In 1915 Medan officially became the capital of North Sumatra Province, and officially a city in 1918. Currently much of Medans historic architecture from the colonial era is rapidly being demolished to make way for modern buildings (malls, garages, etc.).

There are many old buildings in Medan that still retain their Dutch architecture. These include the old City Hall, the central Post Office, the Tirtanadi Water Tower, which is Medan City's icon, and Titi Gantung (a bridge over the railway). There are several historic places such as Maimun Palace (Istana Maimun) built in years 1887–1891, where the Sultan of Deli still lives (the Sultan no longer holds any official power), and the Great Mosque (Masjid Raya) of Medan built in 1906 in the Moroccan style by the Dutch architect A.J. Dingemans.[3] Since 2005, a catholic temple, in Indo-Mogul style, devoted to Graha Maria Annai Velangkanni (Our Lady of Good Health), is built in Medan. This particular Saint knows its origin with an apparition in the 17th century in India. The temple is an important building, of two stories and a small tower of seven storeys in Indonesian style, that already attracts attention from the main road (it is situated in the small road Jl. Sakura III besides Jl. TB Simatupang). It is already the second most important pilgrimage place in Asia. DEMOGRAPHY

The city is Indonesia's fourth most populous after Jakarta, Surabaya, and Bandung, and Indonesia's largest city outside of Java island. Much of the population lies outside its city limits, especially in Deli Serdang Regency. The official Metropolitan area (Wilayah Metropolitan Medan) contained 4,144,583 inhabitants in 2010.

The city has diverse communities, reflecting its history. However, The Mandailings also live here in big numbers and working at the most strategic government position. In addition, there is a large ethnic Javanese community, largely made up of the descendants of people transported from Java in the last century to be employed as contract workers at various plantations in North Sumatra. They are usually known as Jadel (Jawa Deli/Deli Javanese) or Jakon (Jawa Kontrak/Contract Javanese), and, with other Javanese communities in Sumatra, Pujakesuma (Putra Jawa Kelahiran Sumatera/Sumatra-born Javanese). Their presence in Medan can be marked from various Javanese toponymies in Medan, such as Harjosari, Sarirejo, Sidodadi, Sidomulyo, Sidorame, Sidorejo, Sitirejo, Sudirejo, Tanjungrejo, Tanjungsari, Tegalrejo, Tegalsari, etc. A highly visible component of Medan's population is the large number of Chinese, who are very active in the business sector, and unlike the ethnic Chinese in many other parts of Indonesia, they continue to speak Hokkien. The city also host a sizable community of Tamil descendants who are commonly known as keling. A well-known Tamil neighbourhood is Kampung Keling. In addition to Indonesian, Malay, Mandailing, Minangkabau, Karo, Javanese, Hokkien, Tamil, Aceh, and English are spoken. Due to rapid growth in the its economy, the increased demand for electricity is under supplied by the local Power Company. A shortage of electricity supply forced the authority to regularly shut-off power among the areas in the city for several hours a day. TRANSPORTATION The new Kualanamu International Airport (KNO) was opened to the public on 25 July 2013. The new airport is the second largest airport after Soekarno-Hatta International Airport with a 224,298 m2 (2,414,324 sq ft) passengers terminal and will eventually have a capacity of 50 million passengers (2030). It is the first airport in Indonesia which has direct rail links to the city. The airport is the hub for Garuda Indonesia, Indonesia AirAsia, Lion Air, Susi Air and Wings Air.[32] The new airport is a replacement for the Polonia Airport. Unlike the old Polonia Airport which was located in the heart of the city, this new airport is approximately 39 km (24 mi) from downtown. The airport has direct domestic flights to many major cities in Sumatra and Java. There are also some international flights to Malaysia, Singapore, Thailand, Saudi Arabia, Sri Lanka, etc. An airport train known as Kualanamu Airport Rail Link Services connects the airport to city center. The train runs from Medan Main Station beside the Merdeka Square at Jalan Balai Kota from 4:00 a.m. to 08:00 p.m, and from the airport from 5:25 a.m. to 9:30 p.m. It is the fastest way to reach the airport from the city, taking 30 minutes. Alternate modes of transport from the airport into the city may take longer (30 to 47 minutes). One of the unique features of Medan are the motorized pedicab that are found almost everywhere. Unlike traditional becaks, a motorized becak can take its passenger anywhere in the city. The fare of riding a becak is relatively low and is usually negotiated beforehand. There are also more common means of transport like taxis and minibuses, known as sudako. Railroad tracks connect Medan to Binjai and Tanjungpura to the northwest, to port of Belawan to the north, to Tebing Tinggi and Pematang Siantar to the southeast, and also Rantau Prapat among other cities. The largest train station in Medan is Medan Station. There are also smaller stations in Medan, such as Medan Pasar, Pulu Brayan, Titi Papan, and Labuhan, and Belawan. Titi Papan and Pulu Brayan only serve as the stop for freight trains carrying oil palm and petroleum.

The seaport of Belawan is about 20 km to the north. Polonia International Airport is located in the heart of the city, because of its close proximity to the city center, the government is currently imposing a ban on constructing high rise buildings. Kuala Namu International Airport is a new airport under construction and is due to replace Polonia in mid-2013. The new airport will boast a capacity of 8.1 million passengers a year.[4] A toll highway connects Medan to Belawan and Tanjungmorawa. A plan for the extension of this highway to Kuala Namu International Airport, Tebing Tinggi and to Binjai has been completed, and the central government is currently seeking investors to build the extension. MEDIA The TVRI Medan (state-owned) and Deli TV (private) are the two local television stations in Medan. Several local newspapers are running in the city with Harian Mimbar Umum as the oldest one. Other popular newspapers include Harian Waspada, Harian Analisa, Berita Sore, Harian Global, Harian Medan Bisnis, Posmetro Medan, Suara Indonesia Baru, dan "Tribun Medan".

RAMBONG SIALANG SERVICE PARK The Organizers design the itinerary with more advantages to the logistic flow of the participant as providing only one Service Park, Located ± 62km South East of Rally Secretariat. and ± 50 km from Rally HQ The Organizers will providing competitors with access to the Rambong Sialang Service Park, featuring under cover facilities and additional space to accommodated Service Vehicle, Trucks and Auxiliary Vehicles / Management Vehicles. A fee will be charged equal the actual cost of hiring and constructing facilities. Please note that NO power is provided to any sites. To request an area, please complete and return the form from our official web, orplease contact the Competitor Support Manager by Tuesday, 19 July 2019 (First Come First Serve). Confirmation of your request will be official issued by the Organizers on Wednesday, 20 July, 1800 hrs. Facilities The following facilities will be at the service park : • Food & Beverages • Toilets

5. TWO-WAY RADIO COMMUNICATION AND MOBILE PHONE

5.1. Application Procedure

A License is required for the use of radio communications in Medan / North Sumatera, Indonesia Competitors wishing to use two-way radios during 2019 RALLY OF INDONESIA must be submitted application letter to the Organizers. The Organizers will advise the appropriate charge once the Department Telecommunication approval received. Applications for license must be completed, by enclosing data detail and photo from underwriter and also with payment ,US$ 100 = Rp. 1.450.000,- Please be advised that all equipment acceptable for use in Medan/ North Sumatera must fall within the following frequency bands :

5.2. Application form

5.3. Mobile Phone In Indonesia it supports one type of cellular service - GSM Mobile phone coverage will not be available at all special stages, and may be disconnected at certain places. Some providers (GSM) provide overall coverage well for rally routes. People who bring cellphones from outside Indonesia are advised to check with their local providers to determine whether their company has a mutual agreement with Providers in Indonesia.

6. FUEL

6.1. Fuel / Refueling Regulations The Organizers have constructed a fuel storage compound at the Service Park adjacent to the refuel area. Crews are required to store all their fuel in this storage compounds before, during and after the rally. Fuel can only be removed from the storage compound immediately prior to the arrival of the competing car at the refuel area. On completion of refueling, containers must be returned to the fuel storage compound. The use of Official FIA fuel is permitted but will not be made available by the Organizers. 6.2. Refuel Zone

Refueling can only be done at Refuel Zones located in Rambong Sialang Service Park or Remote / Additional refuel zone If it is on Itinerary.

Competitors are reminded that refueling may only take place within the refuel zones identified in the Road Book. Transport of the fuel requirement to the Supplementary ( remote ) refuel locations is the responsibility of the vehicles Service Crew. Competitors should check their vehicle’s fuel consumption against the distances shown in the Itinerary.

7. IMPORT OF VEHICLES AND SPARE PARTS

7.1. FIA / ATA Carnet de Passages en Duane

We advise foreign competitors who want to import their vehicles and parts for this event using the FIA / ATA Carnet de Passages en Duane. Otherwise, Customs will apply import procedures similar to Provisional Receipts (Article 9, 1995 Customs Law) which must use Custom Bond as collateral. The Custom Bond will be issued by PT. Geubrina ASN in the exporting country issues FIA / AIT Carnet de Passages en Douane or Chamber of Commerce in the exporting country will issue ATA Carnets. Both Carnets will allow to bring dll rally vehicles to Indonesia for three months subject to Carnet's expiration date. All items that are not re-exported during this period will be subject to tax and sales tax. Both Carnets must list each item individually (in English), indicating the serial number, number, value, country of origin and number of containers where they are packaged. Tires must be listed as "new" or "used". When re-exporting goods either under FIA / AIT Carnet, ATA Carnet or Provisional Receipts, Customs must be recorded to enable them to complete the inspection of goods in full.

Geubrina Usaha is the preferred freight carrier for the 2019 RALLY OF INDONESIA and can also organize a competitive freight solution for the entire 2019 Asia Pacific Rally Championship, including customs and quarantine clearance, trucking service and more logistic solutions to meet your specific requirements. 10. RECONNAISSANCE

Summary of present regulations and specific instructions valid for the event Reconnaissance may only be carried out using series production cars complying with Article 25.1 of the 2019 FIA Regional Rally Sporting Regulations. Tires used in reconnaissance must be designed primarily for use on tarmac roads. All competitors must use either the tires approved by the FIA, or may use an equivalent road tire provided written approval is obtained from the organizers prior to the start of reconnaissance. For all competitors reconnaissance will be carried out fully in accordance with the 2019 FIA Regional Rally Sporting Regulations with a maximum of 2 passes over each stage in accordance with the Reconnaissance schedule give in Article 25.4 above. For reconnaissance purposes, any stage used more than once during the Rally counted as a single stage. Reconnaissance may be carried out in any road-registered vehicle. Advertising, underbody protection, safety equipment and internal navigational aids are permitted. The tires to be used are to have a maximum groove width and depth of 8mm and no other opening in the tread may be greater than 12mm (worn rally tires are not to be used). Tires marked M+S having a non-aggressive tread pattern may be used, but only after a written application by a competitor has been approved by the Clerk of the Course or his representative. Tires on the FIA list are also allowed. 10.1. Registration for Reconnaissance

Before starting reconnaissance all crews must supply the Organizers with full details of the Reconnaissance Car. Each crew will be issued with one sticker vehicle identification number which

must be displayed on the top left of the front windscreen and one identification cards displayed on the left rear side window during reconnaissance.

11. SCRUTINEERING,SEALING AND MARKING

11.1. Scrutineering, Sealing and Marking

Administrative Check must be complete prior to Scrutineering, the Competition Numbers, Rally Plate and Advertising decals shall be affixed on the car before entering the Scrutineering venue.

11.2. Location

11.4. Preparations to be made before Car is brought to Scrutineering

The drivers’ equipment (helmet and apparel) will be checked at scrutineering. Competitors in the 2019 RALLY OF INDONESIA are reminded that apparel must comply with FIA Standard. All crews must report to scrutineering with Rally Plates, numbers and optional advertising (if accepted) affixed to the car.

11.5. Road Book to Scrutineering from Rally HQ

A route chart from Rally HQ to the Scrutineering venue at the TBA included in Appendix TBA

11.6. Final Scrutineering After the Finish Ceremony, crew from the vehicle which which appointed to be checks to appoints a driver to drive the car under the Organizers supervision to Post – Event Scrutineering location. In case the car cannot be driven, this must be reported to the Course Officer who will arrange transportation with a recovery vehicle

12. SHAKEDOWN / PRACTICE

12.1. Shakedown

Shakedown is mandatory for all FIA APRC, Asia Cup and APRC Junior Cup competitors and will be held on Thursday, 25 July from 1500hrs until 1630hrs at Rambong Sialang Estate. Shakedown for other competitors is by invitation. For media and promotional purpose, competitors are required to provide a ride for a guest in their respective rally car.

12.2. Practice

Participants will be provided for the stage that will do the testing/ practise. Details of testing contact the Organizer. The registration fee for Practice is Rp. 1,500,000, - Testing Schedule: Tuesday , 23 July, 0900 – 1700 hrs

13.1.3 The start interval at the Starting Podium will be according to the Ceremonial Starting List, which will be publish on Friday, 26 July at 1100hrs.

Note : For Ceremonial Start, Starting position begins from the highest car number to the lowest car number. A Pre-start park, open from 1430hrs until 1530hrs, will be organized adjacent to the start zone. Cars must be placed in this park within that time period. Any car reporting outside these times will be penalized Rp. 50.000,-/ minute, Maximum Rp. 750.000,- (Refer to Article 44.1 of the 2019 FIA Regional Rally Sporting Regulations) 13.1.4 All competitors must participate in the Ceremonial Start which will held at the Alun-Alun

13.1.5 After passing through the starting gate of Ceremonial Start, the participant's vehicle goes to the Rambong Sialang Service Park, can be driven by those who represent the participants and make preparation before Start Leg 1 Start of Leg 1 Saturday, 27 July 2019, is scheduled 0900hrs for the first car, from TC 0 which position is at the exit of Rambong Sialang Parc Ferme.

14. FINISH PROCEDURE

Finish Procedure and Final Parc Fermé The Rally activities on Rambong Sialang will end at the Rambong Sialang Regroup 4, TC-10 C From Rambong Sialang Regroup 4, competitors must drive towards Finish Park, TC-10E at Alun-Alun Pemkab Deli Serdang, Lubuk Pakam

The Ceremonial Finish sequence as follow : All APRC Asia Rally Cup cross the finish ramp, begins from the lowest position to the

highest position for receive the Finisher Awards and Trophy, 20 seconds on the ramp for photos.

The third placed APRC Asia Rally Cup competitors will then drive onto the finish ramp and the crew exits the car shake hands with the VIP’s, for a photo (20 seconds). After the interview they exit the finish ramp and park the car to the left of the finish ramp. Driver and Co-Driver go to one side for trophy presentation as directed by the official.

The second placed APRC Asia Rally Cup competitor will then drive onto the finish ramp and the crew exits the car shake hands with the VIP’s, for a photo (20 seconds). After the interview they exit the finish ramp and park the car to the right of the finish ramp. Driver and Co-Driver go to one side for trophy presentation as directed by the official.

The winning APRC Asia Rally Cup car then drives onto the finish ramp, with the nose of the car dropped onto finsh ramp. The winning crew will then exit the car shake hands with the VIP’s, for a photo (maximum 30 seconds).

All crews will then go onto the podium box for the trophy presentation, winning driver’s National Anthem played as National flags of the 1st,2nd,3rd placed drivers raised and continue with the traditional champagne spraying by all Drivers and co- Drivers

The same procedure for the winner of the 1st, 2nd, 3rd General Classification, if the first three registered APRCs also become 3 General Classifications as well, the Ceremony will be conducted at once with the APRC Asia Rally Cup

Finally the same procedure was carried out for 2019 IMI National Rally Championhip participants

After the Finish Ceremony, crew from the vehicle which determined by the Stewards to do the Post Event Scrutineering appoints a driver to drive the car under the the Organizers supervision to Post – Event Scrutineering location / Mari Doorsmeer Sevice Station, Lubuk Pakam In the event that a car cannot be driven, this must be reported to the Course Officer who will arrange transportation with a recovery vehicle.

Fact About North Sumatra The province of North Sumatra stretches across the island of Sumatra between the Indian Ocean and the Strait Malacca. It borders Aceh province on the northwest and Riau and West Sumatra provinces in the southeast. It has an area of 72,981 km².
