Following what has been a turbulent summer, winds continue to blowacross the industry which could cause lasting damage. Alongsideuncertainty from Brexit, the shaky Government majority, and now a banon the selling of new leaseholds, there are issues with constructionsupply chains, and productivity problems – particularly concerning in thelight of the 250,000 homes per year target.

Rudi Klein, head of the Specialist Engineering Contractors Group,recently wrote in the FT that the Carillion saga, which saw its sharestumble, “exposed the fragility of the finances of the top UK contractors.”He said that by transferring financial risk to their supply chains,manipulating payments, and retaining cash as “security” forperformance, major contractors were putting up “key barriers toimproving the industry’s performance and productivity.”

This comes shortly after the belated Government response to MarkFarmer’s 2016 review, which was partly initiated as a result of theConstruction Leadership Council’s concerns that productivity was beingundermined by the sector’s reliance on subcontracted labour.

The Government, naturally, wants supply chains to be more productive,to ensure design quality and workmanship, and be more innovative. Asever, suggestions as to ‘how’ are scarce. In addition to training andtechnology, the key recommendation being proposed by the CLC is thathousing be used as a “scalable pilot programme” for “changingcommissioning trends from traditional to pre-manufactured approaches.”In short, it should try a major move to offsite.

Given all of the issues with the supply chain, and delivery of housing ingeneral, are the winds blowing from the offsite community likely toshake up many traditional housebuilding supply chains? Could we see itperhaps replaced by something, if less lucrative for some, perhaps morerobust and reliable? The CLC however only gives glimpses of how itthinks that the “longer term collaborative relationships” that it sees aspossible from pre-manufactured approaches could be formally rolled out.

It says Government should promote the use of offsite solutions via“conditional” investment in PRS, more pre-manufactured social housing,or direct commissioning. It thinks the Government should also consider“planning breaks” for off-site developments, perhaps an admission thatthe Housing White Paper and the MMC-oriented £1.7bn AcceleratedConstruction Programme will not be enough.

Maybe we will have to wait until Legal & General begins turning outhomes on a daily basis from its new factory to see things really begin tochange across the industry.

A consultation paper has been released byGovernment which proposes a ban on thesale of leaseholds on new homes.

Entitled ’Tackling unfair practices in theleasehold market’ the paper considersmeasures to tackle what DCLG says are“unfair and unreasonable” abuses.

Ground rents are renowned for rising athigh rates, often doubling every decade.This rise is inviable for many homeowners,and such rates make the propertyincreasingly difficult to sell.

Under the new proposals announced byCommunities Secretary Sajid Javid,leaseholds on new build houses would beoutlawed, along with hopes of dramaticallyreducing ground rents.

As the trend for new build housingbeing sold as leasehold has accelerated inrecent years, Javid commented: “Enough isenough,” calling the practices “unjust” and “unnecessary.”

Labour MP Justin Madders describedthe situation as the “PPI of thehousebuilding industry.”

The DCLG argued the terms of someleases “were becoming increasinglyonerous,” citing examples such as ahomeowner being charged £1,500 by thefreeholding company to make a smallchange to their family home, a family homewhich is now impossible to sell because theground rent is expected to hit £10,000 ayear by 2060, and a homeowner who wastold that buying the lease would cost£2,000 but the bill came to £40,000.

The proposals only apply toEngland, and are undergoing an eightweek consultation.

THE INDUSTRY REACTSWhile some commentators in the industryagree that Sajid Javid’s call for the ban is astep in the right direction towards tacklingthe housing crisis, others feel that acomplete ban on leaseholds is going too far,and that setting out fairer rules should beconsidered instead.

The House Builders Association (HBA) –the housebuilding division of the NationalFederation of Builders (NFB) – suggestedthat leaseholds can still be a “legitimatemodel of ownership” for housing, but that

everything “depends on how properly thismodel is managed.”

Rico Wojtulewicz, policy advisor for theHBA, explained how they might work onBBC Radio 5 Live: “An HBA member inSheffield offers 249-year leases with groundrent charges of £100 annually, increasingthem by £100 every 30 years. Ground rentscan be legitimate for the adoption of roads,sustainable drainage costs, maintenance ofcommon spaces, or lighting on a site.However, there needs to be clarity in theprocess and fees need to be fair. Valuedoesn’t end at the point of sale.”

The association commented: “Ratherthan completely outlawing leaseholds onnew-build homes, the Government oughtto explore ways to make the system fairerin a manner that works for people. Lookingat the model presented by HBA memberswould provide a good starting point.”

Mark Farmer, co-founder and CEOof Cast and author of The FarmerReview, said the plans were a “step in theright direction.”

He argued that leasehold agreements and

ground rents “artificially distort a housingmarket that is already struggling with issuessurrounding affordability.”

“Banning developers from sellingnew-build houses on leasehold agreementsto drive additional revenue may helprecover some of the confidence that thepublic has lost in the sector. Without actionon this and the parallel housing qualitydebate, there is a real risk of buyers startingto move away from new build stock, whichwould be a disaster for housing supply.”

Ian Fletcher, director of real estate policyat British Property Federation welcomedthe Government’s consultation on the subject.

He warned however that it is importantto distinguish between houses and flats,“where the use of leasehold in flats isvery common, but irregular in new build houses.”

“Traditional freehold owners of leaseholdflats have been aghast at the use of lease-hold in houses, which is in most caseswholly unnecessary and inappropriate. Themotivation seems to have been to raise

unreasonable ground rents and, for the sakeof home owners, the Government is right toclamp down on housebuilders who havebeen abusing this form of tenure, and withit their customers.”

He added: “The Government has alsoannounced improving the process forrecognising tenants’ associations. It issomething we have long-supported.Tenants’ associations have rights of scrutinyover the running of their buildings, butwith buy-to-let and other types ofnon-resident owner it is often difficult tomake contact with the people who wouldhave a vote in such circumstances. Makingthat process easier has our support. Wewould also support changing thethreshold of votes needed to form a tenantassociation, from the 60 per cent in currentguidance, to a simple majority.”

Anne Baxendale, Shelter’s director ofcommunications, policy and campaigns,said it’s “good to see the Governmentupholding commitments from theirHousing White Paper,” but that it’simportant to remember this is only “onesmall piece of the puzzle when it comes toour broken housing system.”

She had strong criticism for the currentsituation, saying the housebuilding systemis “failing families all over the country,many of whom are being stuck with ever

increasing charges on expensive, andoften second-rate, new homes.”

“While the leasehold system can helpmake sure new homes are properly serviced,it’s clear it has been abused by developerswho are using this to get something fornothing. Ground rent charges should betransparent and fair, and it’s vital that familieshit by unjust charges are compensated.”

Christopher Grady, partner andresidential development specialist atWeightmans LLP said an outright banwould be “difficult to manage” and notedthat developers have already beenaddressing the issue.

He said: “The volume housebuilders Iwork with are moving away from theleasehold model to prioritise freehold ales. They’re also taking steps to makeleasehold terms more customer centric forthose sales still in the pipeline – such asextending the length of leaseholdagreements or ensuring ground rentreviews are index-linked.”

Grady implored Secretary of State Javidto “consider that it will take time for majorchanges to work through the system.”

“In the short term there will be manycases where existing arrangements stillrequire houses to be sold on a leaseholdbasis,” he continued. “There are alsocircumstances where long-lease sales are

necessary – particularly where thedevelopment land is purchased on a longlease and the housebuilder does not ownthe freehold.”

He said that he hoped the consultationwill consider the benefits that leaseholdagreements can offer buyers, “such aswhere there are costs involved formanaging community spaces which areincorporated into the lease and easier to manage.”

“In that respect there’s an argument forthe Government to focus on the terms ofthe leases as opposed to a blanket ban.”

A £1.7bn deal between City Hall andLondon’s councils and housing associationshas been announced, which aims to buildalmost 50,000 affordable homes to buy andrent over the next four years.

The investment will see 49,398affordable homes, with new homes for eachof the 32 London boroughs and the City ofLondon. They will be delivered by 44housing providers, both large and small, aswell as nine London councils.

Of the total, 17,500 will be for rentsaround social levels, and just under32,000 will be for a combination of theMayor’s new London Living Rent andShared Ownership.

Housing associations are being given theflexibility to swap homes between LondonLiving Rent and Shared Ownership,depending on local circumstances whenhomes are completed. Sites have alreadybeen identified and bought for almost halfthe 50,000 homes, meaning delivery can getunderway immediately.

The Mayor of London, Sadiq Khan,commented: “I want to see everyoneplaying their part in tackling the housingcrisis in London, because it is simplyunacceptable that Londoners continue tobe priced out of their city.

“We know that solving the housing crisisis not going to happen overnight, but Ivery much welcome so many housingassociations and councils matching myambition by committing to build the newand genuinely affordable homes Londonersso desperately need.”

The allocations also include eight new

strategic partnerships between the Mayorand housing associations, L&Q, Hyde,Genesis, Clarion, Network, Notting Hill,Optivo, and Peabody. They are prepared tobuild new homes at scale, and will deliverat least 60 per cent affordable housingacross their portfolio of sites. Thesepartnerships will deliver 38,500 genuinelyaffordable homes.

Paul Hackett, chair of the G15, said:“The commitment from London’s housingassociations is an unprecedented level ofambition to build the homes the capitalneeds. The partnership with the Mayoris the biggest that London’s housingassociations have ever committed to,reflecting the urgency of the housing crisisand our strong relationship with city hall.”

Jasmine Whitbread, chief executive ofLondon First, commented: “With theaverage monthly rent now at £1,700,businesses are increasingly worried abouttheir employees being priced out of thecapital. As the Mayor gets to grips with thereality of housebuilding, it’s great to seehim making good on the promise of tens ofthousands of affordable new homes.”

She warned however that “London’shousing shortfall hasn’t been addressed foryears,” saying that to catch up to thevolumes necessary, “the Mayor has to keepup a drumbeat of housebuilding across thecapital, otherwise we risk losing the peoplewe need to stay competitive.”

All homes will reportedly be built to thehighest standards, and are expected tomeet the design and sustainabilitystandards set out in the London Plan.

Deal signed to build 50,000 affordable London homes

June’s election result has so far failed todeliver an upward trend in the primeproperty market, according to analysis fromGarrington Property Finders, which saidthis bucks the trend of the previous fivegeneral elections.

This has been most acute in London,where the annual change in prime propertyprices per square foot fell by 7.1 per centlast month, slumping from a 3.3 per centincrease in May to a 3.8 per cent decreasein June. Transactions are down too, with thenumber of prime properties sold in thecapital during June slipping by 15.8 per centcompared the May figure.

While June data for the rest of Englandand Wales has yet to be published, thecapital’s prime market is widely regardedas a bellwether for the UK’s prime marketas a whole.

Garrington’s analysis of official LandRegistry data found that across Englandand Wales, sales of prime property roseby an average of 26 per cent in the twomonths following each of the past fivegeneral elections.

Jonathan Hopper, managing director ofGarrington Property Finders, commented:“The prime market tends to be the mostsensitive to political and economicuncertainty, and the current dose of bothis clearly having a cooling effect, especiallyin London.

“Britain hasn’t had a minorityGovernment since 1974, so the fragility ofthe new Government’s mandate andongoing concerns over Brexit are pushingthe market into uncharted waters.

“Where London leads, other regionstend to follow, and as the post-electionfizzle spreads out from the capital, the nextfew months will provide some strongbuying opportunities for prime buyersacross the country.”

Average property prices are forecast to riseover coming years despite a recentslowdown in the market, which has seenhouse price inflation falling from 7 per centin 2016 to 3.7 per cent driven by uncertaintyaround Brexit.

According to PwC’s latest UK EconomicOutlook average UK house prices couldrise by as much as £8,000 in 2017 to£220,000, with the forecast for 2025reaching over £300,000.

PwC believes that housing transactions,which tend to be more volatile thanprices, are where the uncertainty causedby Brexit has manifested itself moststrongly. Year-on-year, the number oftransactions have been negative for 12consecutive months.

The London property market hasreportedly been the most severelyimpacted by economic and policyuncertainty, and the recent changes tostamp duty. Price inflation in London in thefirst four months of 2017 was around 4 percent, compared with around 13 per cent forthe same period in 2016.

PwC projects the capital’s housingmarket will continue to slow, with only 2.8per cent and 3.8 per cent growth on averagein 2017 and 2018 respectively.

Elsewhere in the UK, the east andsouthern regions of England are predictedto continue to grow above the UK average,but Northern Ireland and the north eastwill continue to lag behind. While theaverage house price across the UK hasgrown by 17 per cent since mid-2007, over aquarter of all local authorities are still belowthe 2007 peak.

Richard Snook, senior economist at PwC,said: “There is a huge disparity in howsub-regional housing markets haveperformed since the recession. The localauthorities that have experienced thegreatest falls in house prices since 2007 are

all based in Northern Ireland, whileLondon dominates biggest risers, with allboroughs experiencing price growth of over50 per cent.”

PwC’s analysis has also found thatLondon’s housing market has seen astructural shift recently, as house pricegrowth has moved outward from the capital.Growing unaffordability in London,coupled with policy reform, has seen houseprices in prime central boroughs slow, whileprices in the outer boroughs and thecommuter belt have risen.

Over the last two years, house prices inthe outer boroughs have risen nine per centfaster than inner boroughs, while growth inthe fastest growing cities within thecommuter belt (including Basildon, Lutonand Slough) exceeded those in London by4 per cent in 2016.

Research also found that UK GDPgrowth will slow from 1.8 per cent in 2016to around 1.5 per cent in 2017, and 1.4 percent in 2018. PwC puts this down to slowerconsumer spending growth and the drag onbusiness investment due to ongoingpolitical and economic uncertaintyregarding Brexit.

While UK economic growth held upbetter than expected in the six monthsfollowing the Brexit vote, growth slowedin the first half of 2017 as inflationrose sharply, squeezing householdspending power.

John Hawksworth, chief economist atPwC, commented: “Brexit-relateduncertainty may hold back businessinvestment, but this should be partly offsetby planned rises in public investment.Fiscal policy could also be furtherrelaxed in the 2017 Autumn Budget, tooffset the ongoing squeeze on householdspending power.

“There are still downside risks relatingto Brexit, but there are also upside

possibilities if negotiations go smoothly andthe recent Eurozone economic recoverycontinues. We expect the UK to suffer amoderate slowdown.”

Research has found that just 6 per cent ofconstruction companies in the FTSE 350have executive committees which are over25 per cent female, making the sector 19points below the average.

Women Count 2017, the second annualreport by the Pipeline, has been released,tracking and analysing the number ofwomen on executive committees of FTSE350 companies.

Construction companies were also seento have below the average proportion ofwomen executives that operate in P&Lroles, 27 per cent compared to 35 per centacross the FTSE 350.

Electricity, oil, gas, steam, waste andwater appeared in the top quartile forcompanies with at least 25 per cent womenon executive committees, in P&L roles andon main plc boards. According to Pipeline,diversity success in other STEM based jobsgives hopes for construction companies.

Analysis also showed the demonstrableeconomic benefits for companies who havewomen in more senior roles. Net profitmargins almost double in companies withat least 25 per cent females on theirexecutive committee compared to thosewith none.

Pipeline claims that if all FTSE 350companies performed at the same level asthose with at least 25 per cent females ontheir executive committee, the impactcould be a £5bn “gender dividend” forCorporate UK.

Commenting on the findings, DonaldBrydon, chairman of the London StockExchange Group, said the report “continues to confirm that companieswith greater gender diversity performbetter financially.”

He added: “It is therefore concerningthat the percentage of women on executivecommittees has stagnated at 16 per cent forthe second year,” he continued. “It is clearthat companies will have to do moresystematically to meet the Government’starget of 33 per cent by 2020.”

Think tank ResPublica, working withhousing management consultancy PCAhas called on the Government to create aNational Housing Fund to boost the supplyof new homes around the country.

Backed by a consortium of housingassociations, the report – ‘A NationalHousing Fund to build the homes weneed’ – attempts to show “how £100bn ofrepayable investment over a decade couldtransform the country’s housing offer,providing tenants with certainty throughlong-term tenancies and the opportunity tobuy the home they rent at a future date.”

The authors argue that, as the “case forausterity recedes in the public and politicalconsciousness, this model could produceboth the homes the country needs and asignificant boost to public finances.

The report proposes that Governmentjoins a number of leading housingassociations in the creation of a NationalHousing Fund that would utiliseGovernment borrowing capacity to deliverat least 40,000 new homes annually, as well

as “boost public finances by £3.4bn, create180,000 new jobs in the construction sector, support the growth of small and mediumsized builders, and grow the widerconstruction industry through repeat investment.”

Collectively, the report envisages thathousing associations and Governmentwould hold a 50 per cent stake in the fund.The associations would manage theproperties and government wouldprovide the funding, through the raisingof Government bonds. The rental incomeof the Fund would in turn meet the costof the Government’s interest paymentsuntil the loan is repaid, and over time,the net rental income would generatesurpluses that can be reinvested intobuilding more homes.

Managing director of PCA and reportauthor, Philip Callan said: “Historically, lowborrowing costs can provide the mechanismto deliver the homes we need. Our reportfocuses on the practical steps thatGovernment can take to deliver many more

homes. All of our proposed actions are intheir control. What is needed now is thepolitical will and leadership to make it happen.”

Developers only build at a rate thatthey know they can sell, and as a resultproduction over the last 35 years hasaverage at 150,000 homes against theGovernment’s target of 200,000. Every yearthis target is missed, demand is pushed upand ultimately so too are house prices andrents, with one in seven householdsnationally already spending 50 per cent oftheir income on housing.

The National Housing fund is intendedto provide some of the certainty that thedevelopment market needs. It wouldcontract to buy homes on existing andplanned schemes, speeding updevelopments and enabling smallerdevelopers to rapidly increase their output.The proposals seek to utilise Governmentborrowing powers for a time-limited periodwhile generating “significant returns to thepublic purse” in the process.

Lord Kerslake, former permanentsecretary at the DCLG, added his view:“This is a big and ambitious proposal thatalongside other measures, would have amaterial impact on the supply of newhousing. It deserves serious considerationby government and the sector.”

190 additional homes have been approvedby Ashford Borough Council between 2018and 2024, on top of the 159 homes that arebeing delivered between 2015-2019.

The Kent authority has reportedlydelivered 186 homes through its HousingRevenue Account (HRA). The HRA is aseparate account into which rent paid bytenants into the council’s housing stock issaved. The money is exclusively for themanagement, maintenance and repairs ofthese properties, and where possible itfunds the construction or acquisition ofmore council properties.

Of those 186 properties, 149 have beencouncil-built through grant funding (thecouncil has successfully bid for over £11mof Homes and Communities Agencyfunding since 2011), 30 are emptyproperties that have been brought back intouse, and the remaining seven arepreviously owned council properties soldunder the right to buy legislation that havebeen bought back.

According to the council, over 40 per centof all rural local needs homes built in Kentare built in the Ashford Borough.Furthermore, 782 affordable homes havebeen built or brought back into use bythe council in the last five years, plus anextra 153 built through a PFI initiativeat Stanhope.

In February 2016, Ashford was the firstauthority in the South East to be viewedby government as being ‘HousingBusiness Ready’.

The council is working with housingassociations to bring other developmentsforward which it has nomination rights on.Full consultation, as well as consultationthrough the planning process, will takeplace in areas where its small-scaleproposals are put forward.

The SME construction sector grew at aslower rate in the second quarter of 2017than in the first three months of the year,according the Federation of MasterBuilders (FMB).

FMB however revealed that Q2 2017 wasthe 17th consecutive quarter of positivegrowth, which means that the constructionSME sector has been growing for morethan four years (since Q2 2013).

Almost one in two construction SMEspredicted rising workloads in the comingthree months, with just 9 per cent predicting a decrease in activity.

Research also showed however that60 per cent of construction SMEs arestruggling to hire bricklayers, 57 per centare struggling to hire carpenters andjoiners and 47 per cent are struggling tohire plumbers. Almost two-thirds expectsalaries and wages to increase in the nextsix months.

Brian Berry, chief executive of theFMB, said: “Rising material prices andsalaries could be starting to dampen growthamong construction SMEs. However, itis encouraging to see that the sectorcontinued to grow despite the snapgeneral election.”

He offered a reminder that theconstruction SME sector is “particularlyvulnerable” to any dips in consumerconfidence that might come from periodsof political uncertainty. “It may be that anumber of home owners decided to delayany big spending decisions on newextensions of loft conversions while theelection campaign was underway – thiswould account for the slow-down in growthseen in the quarter of 2017.”

Berry continued: “Almost two-thirds ofconstruction firms expect wages andsalaries to increase over the next sixmonths, and this is in contrast to stagnantwages elsewhere in the economy. Risingsalaries are undoubtedly the result of theescalating construction skills shortage –construction workers know their worth andare demanding higher wages.”

He concluded: “With Brexit on thehorizon and worrying talk of the so-called‘Tier-2’ immigration system replacing thefree movement of people, the constructionindustry urges Ministers to bear in mindtheir strategic housebuilding andinfrastructure targets before pulling up thedrawbridge on EU migrant workers.”

Nearly half (46 per cent) of constructionworkers predict the gender pay gap willbe less than 15 per cent by April 2018,according to a OnePoll surveycommissioned by the Royal Institution ofChartered Surveyors (RICS), who alsoargued more needs to be done.

With the ONS stating the nationalaverage pay gap at 18.1 per cent in 2016,RICS claims its findings suggest theconstruction sector is likely to be leadingthe way in closing the gap.

More than one in 10 respondentsthink that there will be no gender pay gapat all by April 2018, which marks the endof the UK Government’s mandatorygender pay reporting period. However, thispositive sentiment was absent in thecapital, with Londoners working in theconstruction sector predicting an averagepay gap of 21 per cent.

Despite a positive outlook towards thepay gap, the study noted the worknecessary to achieve parity. 30 per cent ofwomen surveyed think sexism holds them

back from pursuing senior roles inconstruction, while 38 per cent of menbelieve their skills are better suited to thesector than women.

Chief executive officer of RICS, SeanTompkins said that while the sector’soptimism over the gender pay gap is “greatto see,” the findings highlight “thatachieving gender equality in theconstruction sector requires significantcommitment from organisations.”

“Encouragingly,” he continued, “there isa collective agreement from over a third ofboth men and women across the industrythat companies are not doing enough toattract females in the sector.

“The findings reveal that is primarilythe responsibility of individualorganisations, to invest in schemes andnurture more inclusive cultures thatsupport women to hold more senior roles inthe construction industry.”

Tompkins concluded: “People oftencome at tackling diversity from theperspective of it being an issue to be

addressed. RICS believes it should beapproached from the other way round;diversity and an inclusive culture whereyou feel entirely comfortable being yourselfin the workplace, has to be embedded aspart of your business strategy and DNA,because you simply cannot afford to nothave a diverse workforce today and for thefuture. Increasingly, clients will expect it,and to win the war for talent you will needa diversity of role models.”

42 per cent of those surveyed believe thecompanies need to invest more in trainingtheir existing female employees. Equally,those in the sector want to see businessesinvesting in the future pipeline of talent tobuild a diverse workforce, with 40 per centrecognising that companies need to investmore in encouraging young girls to pursue acareer in construction, so that more womenenter the profession.

A team from Avant Homes has raised£5,000 for Muscular Dystrophy UK aftertaking part in the second annual Pedal,Paddle, Peak 2017 challenge.

Starting in Penrith in the LakeDistrict, the endurance challenge requiresparticipants to complete a 15 mile bike ridefollowed by a two mile canoe race andthen a climb up England’s second highestpeak, Helvellyn.

The course is completed with a further15 mile cycle to the finish. The routetakes teams on a scenic tour aroundUllswater Lake.

The Avant Homes team consisted ofSean Berry, John Pearce, James Peace andGraham Dawson, who are all from thetechnical department. The team finished infourth place with a time of seven hours and13 minutes, winning the award for the mostcharitable funding raised.

Commenting on the challenge, JohnPearce, senior technical architect atAvant Homes said: “This was undeniably atough course to complete but we allthoroughly enjoyed being put through ourpaces and are really pleased to havebeen able to raise so much money for thiswell-deserving charity.”

As the famous saying goes “Nothing iscertain, except death and taxes”.For housebuilders and developers,

development taxes (in all their forms) havebeen, for a long time, an inescapable fact.Unfortunately, certainty regarding the extent ofthese charges is the one thing that’s conspicuousby its absence.

Few would argue that, in recent decades, thedemands for developer contributions have creptsteadily upwards – this is particularly the case asthe pressure to provide affordable housing hasgrown. The Federation of Master Builders(FMB) has long expressed concerns about the level of expectation for funding which isplaced on these contributions. In particular,we have pointed to the impact this has beenhaving on the economic viability of smaller-scale development.

The reality is that we probably have torecognise that some form of developercontributions will always be a ‘fact of life’. Theway that our planning system works to massivelyincrease land values by the granting of planningpermission, means that there will always beoverriding pressure for the Government to claimback some of this gain for the provision ofsocial goods (e.g. affordable housing, schools,infrastructure). In theory, it should be land pricesnot builders’ margins that take the brunt of it,though as we know it doesn’t always work likethat. The question is, what is fair and how is thisbest raised and administered?

The set of policies we currently have is arather strange hybrid in which the older Section106 (S106) – which is negotiated on a site-by-sitebasis – sits awkwardly alongside the newerCommunity Infrastructure Levy (CIL) – ageneral levy set on a per metre square basisacross a planning authority, although differentrates may be applied according to areas or uses.

The introduction of CIL meant S106 wasscaled back so that it only applies to affordable

housing and ‘site-specific’ infrastructure. The idea is that CIL funds more generalinfrastructure requirements. In order to prevent‘double-charging’, infrastructure to be funded byCIL must be listed in a ‘Regulation 123 List’.S106 monies should not then be used to fundthese projects. Infrastructure can still be fundedfrom more than one S106 agreement, but underso-called ‘pooling restrictions’, not from morethan four developments. Simple? No, not really.

The FMB argued successfully that theintroduction of CIL and the gradual extension ofS106 demands to even the very smallest of siteswas reducing the number of small sites comingforward, and making the economics of smallscale development increasingly difficult. TheGovernment listened and introduced the 10 unitthreshold for affordable housing and pooledS106 contributions. Although there is stillunhelpful ambiguity around this policy, webelieve the change in policy will make asignificant difference in terms of tilting thebalance back in favour of small scaledevelopment and enticing more SMEs into themarket. For those building below this threshold,CIL should now be less of a problem.

Generally though, there has been widespreaddissatisfaction with how CIL works. The Levywas supposed to provide developers withcertainty and transparency and be easy toadminister. In reality, the administration of CILhas been complex and bureaucratic.The intersection with S106 and poolingrestrictions is murky and has given rise tonumerous complications, particularly onlarge sites, while none of the uncertaintyand delay associated with S106 agreementshas disappeared.

Even then, the White Paper simplysaid that the Government wouldexamine options for reforming developercontributions and will respond at the 2017Autumn Budget.

In a nutshell, the CIL Reviewrecommended a new system in whichgeneral infrastructure needs are metthrough a low level ‘local infrastructuretariff’ (LIT) applied to all developmentwith few, if any, exceptions. The Reviewsuggests a square metre charge based onthe calculation of between 1.75 per centand 2.5 per cent of the sale price for astandardised 100 square metre threebedroom home, divided by 100. For sitesabove 10 units only, it recommended thatlocal authorities be allowed to negotiateadditional S106 agreements to fundinfrastructure made necessary by thatdevelopment. This is in line with thewishes of volume housebuilders thatwanted greater flexibility aroundinfrastructure provision on larger sites.The Government is now in the process ofthinking through its response.

The FMB is broadly supportive of therecommendations of the CIL Review.We strongly support the retention of athreshold for S106 demands. If the tariffstill payable on those smaller sites is setat a relatively low level, it should not

remove too many sites from viability. Weare strongly urging the Government tomake this tariff payable at the point of saleor at the point of completion to ease thecashflow problems that many smallerbuilding firms face.

The arguments made in favour ofS106-type arrangements for the largestsites make sense, but there are sometough questions to ask about those smallersites still above the 10 unit threshold. Here,further standardisation and simplification ofS106, as urged by the Review, would be

welcome, but we really need to concentrateon affordable housing contributions.Government needs to recognise theincreasing difficulties (for both thedeveloper and housing provider) ofproviding a very small number of affordableunits on quite small sites and move towardsa more rationalised system with greater useof commuted sums.

While we accept that death and taxesmay be as inevitable as they ever were,development taxes shouldn’t be asdysfunctional as they are currently.

With modern family life changing, asyounger generations save for a depositof their own and older generations

move back in with their children, multi-generational living is becoming increasinglypopular in Britain.

Recent research compiled by the NHBCFoundation shows that more than 1.8 millionhouseholds in the UK contain two or moreadult generations. My understanding is that,this significant rise in recent years has beenlargely down to the number of adults over 25,who continue to live in the family home withtheir parents.

Multi-generational living is becoming moreappealing to homebuyers due to the benefits itoffers for all involved. As well as the socialbenefit of living together, splitting bills costs,helping with childcare and providing support forolder family members are among several ‘pros’to having more than one generation living underone roof.

At present, only 16 per cent of families believe

their existing house would be suitable. I believethere is definitely an expanding market formulti-generational homes, one which morehomebuilders should be tapping into.

Helifix Dixie micro-piles support Chelsea garden

Best Show Garden at the 2017 ChelseaFlower Show was awarded to the M&GGarden, for which Helifix supplied someunseen, but critical, components. The gardenfeatured monumental blocks of limestone of varying sizes and the two largest stoneclad steel towers, at 8m and 5m high,

required temporary foundation support. The main garden contractor,Crocus, contacted Helifix who supplied 12 Dixie micro-piles which wererapidly installed. The circular, hollow section, piles were simply screwedvertically into the ground, using a hydraulic drive head, at the specifiedspacings and calculated torque, with no excavations or spoil removal.

Manufacturing firm Cellecta opens new factory

Cellecta, one of the UK’s leading manufacturer of Acoustic & Thermal Insulation has officially opened its new60,000ft2 manufacturing and distribution facility in Rochester, Kent. The Mayor and Mayoress of Medway, CouncillorDavid and Mrs Denise Wildey, opened the facility on Tuesday 4th July. Joined by Southern Divisional Sales &Technical Director Lee Baxter, the Mayor and Mayoress met General Operations Manager Paul Yates, factory workers and office team before having a short tour of the factory. The move has enabled the company to increaseproduction capacity and has already resulted in 10 new jobs being created. The company’s reputation for qualityand customer service has been earned over the past 24 years. In 1997 the company relocated from Sutton, Surreyto its first facility in Kent, employing just four members of staff working from a small 5400ft2 warehouse. Over thenext few years the firm occupied four different units, until 2004 when they moved from Maidstone to a 29,000ft2

unit in Rochester. The whole work force played its part in the seamless move from the old facility, which was carriedout without any loss in production or delays in dispatching customer’s orders. Paul Yates (General OperationsManager) and his team should be very proud of their hard work and professional approach.

Juliette balconies are increasingly beingspecified for new buildings and added toexisting dwellings, for practical and

decorative purposes. The main advantage of aJuliet balcony is that it enables a French windowor patio door to be chosen instead of aconventional window, filling the room withlight, increasing ventilation and creating agreater sense of space in smaller rooms. Thebalcony itself provides a safety barrier by meansof the balustrades or railings and does notgenerally require planning permission, whichaccounts for its rise in popularity to a largeextent. In addition, unlike a bolt-on balcony orother types which have a deck, they do notneed the foundations of a property to bere-evaluated to accommodate them.This makes them a more widely usedsolution for refurbishment and renovationconstruction projects.

Juliet balconies fall under Part K of theBuilding Regulations Act 2000 which stipulatethat gaps in any railings must not be more than100mm and that the top of the balcony must beat least 1100mm from standing floor level. Arailing that doesn’t conform to these regulations

is not up to British Standards and isdeemed unsafe. 

Traditionally, Juliet balconies were made fromsteel and usually painted black, with verticalbars. Clamped to a building’s external facade,they could often be ugly or solid lookingstructures that did little to compliment the lookof the building while disturbing the view fromthe inside with obtrusive ironworks and railings.

We are undoubtedly living in a new, digital era, where innovativetechnology is constantly

changing the way we interact and goabout our daily activities. Devices we carryin our pockets are becoming increasinglymore powerful, and new technology likevirtual reality is altering how we engage withour surroundings.

Businesses across a whole host of sectors,from retail to healthcare, are exploring howthis sort of technology can revolutionisethe way they operate. But the story issurprisingly different within the constructionand housebuilding sector.

The number of new builds built between2015-16 has risen slightly to 189,000, but thisis still not enough to meet the estimated220,000 new homes needed. To meet therising demand for properties, theGovernment is calling for the housebuildingsector to embrace new technology, such asBuilding Information Modelling (BIM), acollaborative process of building usingcomputerised models.

But, according to research by ‘Big Five’accountancy <rm KPMG, just 8 per cent ofconstruction companies would classthemselves as ‘cutting-edge’ innovators, andonly a third regularly use technology. A similar number have no mobile strategiesin place at all. This <gure is surprising, giventhat a large proportion of housebuildersoperate remotely from various sites, andwould consequently bene<t from mobileprocesses that would allow them to work andconnect with colleagues from any location.

So, what are the barriers holding backadoption? Cost is usually cited as one issue,but there are ways to begin implementingbene<cial technology, while still keepingcosts down.

CLOUD TECHNOLOGYA housebuilding project will often involvepeople from several disciplines withdiffering skill-sets, from architects andadmin teams to builders and electricians. Notonly this, but workers will usually have tojuggle different tasks. So, to stay on top ofdevelopments at each individual stage ofbuilding, everyone involved in the projectwill need access to a range of informationwhile working remotely. For this reason, datacapture and document management plays ahuge role in the process, ensuring everyone

is kept in the loop, work is carried out in acompliant manner and projects meet therequired standards.

Before mobile technology was readilyavailable like it is today, it could be a logistical nightmare to ensure thatcommunications reached every aspect of a project. However, the development of cloud technology has allowed everyone tokeep precisely to the same agenda. Savinginformation and work documents remotely toa cloud application gives all parties workingon a project instant access to essentialinformation, such as plans, drawings andwork schedules. These applications canbe accessed via mobile devices, likesmartphones and tablets, making it muchsimpler for data to be relayed between thoseonsite and those based back in the of<ce.

For example, architects who havedesigned a building can digitally share theirplans with builders and contractors,including photographs or videos to clearlyshow how the <nished result should look.This data can then be uploaded to a platformhosted in the cloud and instantly accessed byeveryone involved in the project. Work canbe sequentially actioned straight away, andresults recorded and signed off quickly. Thisis good news, given that the housebuildingsector is coming under increasing pressure towork more ef<ciently and cut costs, whilestill maintaining a high productivity leveland operating in a safe and compliant way.

DIGITAL DATA CAPTUREFor builders working onsite, and withoutregular access to a desk, juggling mountainsof paperwork is far from ideal. Documentscan easily be lost, damaged or incorrectly<led. And when document management ispoor, this can mean incomplete audit trails,time wasted on searching for information, miscommunication, and even the failure of the project. It can also lead to endlesscompliance issues that put the business atrisk of legal action. This could causepotential penalties or mean they are unableto invoice for completed work.

So, is it possible to completely eliminatethe need for physical paperwork and reduceor remove these issues completely? Thesimple answer is yes. There are variouscost-effective, digital applications that arenow available to simplify the data captureprocess and allow information to be collected

quickly and more accurately. With thesemobile solutions, everything can be stored remotely in one place and backed up,so documents are safe, secure and can bemanaged more ef<ciently.

Data capture services help to reduce usererrors, prevent damage and loss, and can savebusinesses money – on average over £2,000per employee per year. As a result, this helpsto increase productivity, improve operationalreturn on investment and streamlinework=ows. By replacing traditional paperforms, <eld workers can easily collect,monitor and share data via their mobiledevice, such as report forms, timesheets,locations, photos and signatures. Unmanaged sub7oor moisture is oneof the most common causes offailure in a 7ooring installation.

Over time, excess moisture can causeirreparable damage to any type of 7oorcovering. If excess moisture isn’t tested for,or correctly dealt with, damp can causeadhesives to de-bond, carpet underlays torot, wooden 7oors to warp, and resilient7oor coverings to blister, ultimately causing the installation to fail. Usually, thismay only be resolved through costlyremedial work.

The 6rst stage of any 7ooring project,whether installing a 7oor covering in a newbuilding or refurbishing an existing 7oor, is to take the time to thoroughly assess thecomposition and condition of the sub7oorbefore specifying the correct sub7oorpreparation products. Excess sub7oormoisture in particular, when left untreated,may also promote the growth of mould,which can cause certain 7oor coverings todiscolour and risk further damage to the7oor covering. This can easily be avoidedby using modern, waterproof surfacemembrane systems.

MOISTURE TESTINGThere are a number of options of moisturemeasurement tools that can be used to testthe moisture levels in a sub7oor. Small,hand-held meters which use a non-invasive,pinless radio frequency can be used todetect moisture directly in materials andbelow wall and 7oor coverings such as tile,wood and vinyl. Moisture measurementsystems can be used for surveyingbuildings, inspecting a home, drying abuilding after a 7ood, or testing concretemoisture for a 7ooring application.

A calibrated digital hygrometer is amoisture measurement method used toassess sub7oor moisture levels as a measureof relative humidity (RH), and will indicate

whether a moisture management systemis necessary. It incorporates a thermohygrometer that indicates both relativehumidity and air temperature to provide anaccurate measure of the moisture levelspresent in a sub7oor.

Measurements should be repeated atvarious points across the 7oor as necessary.Once enough time has passed to allow theentrapped air to reach moisture equilibriumwith the sub7oor, the hygrometer can beswitched on and a reading taken.

The readings from the hygrometershould inform the next steps taken. If thereadings indicate RH levels of less than 75per cent (or 65 per cent for wood 7ooringinstallations) no further steps need to betaken, as the sub7oor is suf6ciently dry forthe installation to continue as planned.However, if the readings are above 75per cent or 65 per cent respectively, awaterproof surface membrane mustbe installed before proceeding withthe installation.

There are a number of options availableshould protection against excess moisturebe required. Contractors can use awaterproof surface membrane or loose-layisolator membrane to provide a barrierbetween excess moisture in sub7oorsand 7oor coverings, impeding the passageof damp.

WATERPROOF SURFACE MEMBRANESLeading waterproof surface membranescome in the form of a one-part, two coatwater-based system and a two-part singlecoat system. Waterproof surface membranesimpede the passage of residual constructionmoisture and rising damp from affectingsubsequent 7oor covering installations.This allows for the early installation of7oor coverings in fast track buildingprogrammes.

A one-part, two-coat waterproof surfacemembrane system can be used to isolatemoisture where RH values are up to 95 percent. The technology behind these systemsmeans that when cured, a waterproof 6lm iscreated over the surface of the sub7oor,effectively suppressing any excess residualconstruction moisture. Each coat of thewaterproof surface membrane will be drywithin 30 minutes, after which the 7ooringinstallation can proceed without delay.

Such a system can be used to isolateresidual construction moisture whereRelative humidity values are up to 98per cent. They can allow for the earlyinstallation of 7oor coverings in fast-tracknew build programmes, without having towait for the concrete sub7oor to dry, andprovide excellent moisture protection toareas subjected to high levels of damp, or

ISOLATOR MEMBRANESAlternatively, a loose-lay isolator membranecan be laid directly onto the sub7oor toprovide a barrier between moisture and the7oor covering. Loose-lay membranesystems are also ideal for use with heritage7oors, because the membrane allows a new7oor to be adhered to its upper surfacewhile protecting the 7oor beneath. Byacting as a base to receive resilient 7oorcoverings and carpet tiles, loose lay isolatormembranes allow durable new 7oors to beinstalled and easily removed at a later date, so buildings can be returned to theiroriginal state.

An isolator membrane is an imperviousloose lay separator sheet designed to be laidover damp or contaminated sub7oors priorto the installation of a wide range of sheetvinyl, linoleum, rubber 7oor coverings andbitumen backed carpet tiles. It provides amoisture barrier over damp sub7oors andprovides a protective barrier over 7oors thatcannot be prepared by traditional methodsdue to surface contamination, such asoil, grease or paint, without the use ofextensive mechanical surface preparationtechniques. The membrane has nodules on

the underside to create an airspace allowingvapour to travel to the edge of a room, intoa dry wall, or a ventilated area, where it cansafely escape.

Unmanaged moisture can causeadhesives to debond, wood 7oor coveringsto warp and other 7ooring failures that

compromise the aesthetic appearance orcause the 7ooring installation to fail.Accurate moisture testing and managementis the best defence against 7ooring failures.

Polypipe has supplied a completeinfrastructure solution to a high-profiledevelopment at Rolls-Royce Watnall Road

site in Hucknall, Nottinghamshire.The area is being developed over the next

seven years with a new road network central tothe plan, which is being renovated for multiplepurposes. The finished scheme will include aschool, commercial buildings with warehousesand up to 900 new homes in a project backedby Rolls-Royce and scheme developer Muse.

Polypipe worked with main contractorGalliford Try to supply the main drainage andsewer infrastructure across the 150 acres ofland. In addition, Polypipe has also suppliedRidgiduct cable protection to enhance thesecurity and safety of the electricity andutilities networks.

The holistic approach that Polypipe broughtto every aspect of the project ensured that themain contractor switched to using plasticsystems ahead of the originally specifiedtraditional materials, for speed of installationand ease of use.

To provide the land assigned for homes withnecessary infrastructure, Polypipe supplied

Polysewer and Ridgisewer structured wall sewerpipes and fittings, and surface water drainagesystem Ridgidrain to assist with excess surfacewater discharge. Ridigullies and ConnectionSaddles were also used to help connect thedrainage systems together.

For the sewer system, 340m of 150mmPolysewer and 250m of 450-600mm Ridgisewerwere installed for both surface water and foulsewers for adoption by the local watercompany. Over 80 Ridgigullies were installed tocapture surface water, which are connected toRidgidrain pipes to direct surface water to localnatural watercourses. To complete the systems,Connection Saddles were also used to connectsmaller Polysewer pipes to Ridgisewer, andRidgidrain to Ridgistorm-XL.

The project design was underpinned byextensive use of Ridgistorm-XL large diameterpipe, with the stiffness classification intelligentlyengineered by Polypipe technical team to meetthe differing ground conditions across the site.

As part of the site’s impressive surfacedrainage water infrastructure, Polypipe was ableto produce over 800m of Ridgistorm-XL, indiameters ranging from 750-1050mm. Eachsection of pipe was engineered to a specificlength that met the exact requirements of theproject. The final system allows for highvolumes of water to be discharged intolocal watercourses.

In addition to the drainage infrastructure,over 20km of Ridgiduct has been supplied andinstalled to help protect the power lines, streetlights and clean water systems. The advantageof this approach is that housing and buildingdevelopers will be able to connect the newhomes and commercial units to thesepre-installed networks.

The use of segmental paving to create a hard surface can betraced back over 6,000 years, and

precast concrete paving continues thistradition today. But, unlike extractedmaterials such as stone and clay, precastconcrete block, Cag, kerb and relatedpaving products are fully engineered and manufactured under modern,controlled conditions. This consistentlyensures accurate joint size, colour, texture,slip/skid resistance, and other performancecharacteristics. Because of this, precastconcrete paving can offer a unique level of predictability with consistent, trouble-freeperformance over the longer term.

PLANNING REQUIREMENTSPrecast concrete paving helps to meet localand national planning demands for highquality external space, improving appeal tohouse purchasers as well. For example, the National Planning

Policy Framework (NPPF) seeks safe andaccessible developments, containing clearand legible pedestrian routes withattractive public space, and design codesare used to deliver high quality outcomes –covering landscape, layout, materials andaccess. Intended to augment the NPPF,guidance such as the Manual for Streets

continues to inform the development oflocal policy and design codes for externalpublic spaces. Summarised from these guidelines,

the key requirements for paving materialsinclude visual appeal and the ability todeliver distinctive local character, with acapability for visual or tactile differentiationbetween distinct areas. Paving should bedurable and maintainable, with reliableproduct supply, safe and accessible to all,with consistent slip and skid resistancecharacteristics and good drainage to avoid standing water. Sustainability – inthe widest sense – is essential, as iscompatibility with Sustainable DrainageSystems (SuDS).

VISUAL APPEALPrecast concrete paving is uniquely placedto satisfy these demands. Distinct modularunits with varied colours, textures andshapes break up areas, providing a visualinterest not possible with formlessmaterials such as asphalt. In recent years,manufacturers have transformed thisconcept, moving away from the simple,regular patterns and colours of the 1970sand 1980s. Today, precast concrete pavingoffers an extensive palette of styles, shapes,colours and textures can be used to meet

current urban designs, matching – andoften exceeding – the visual qualities ofmaterials such as stone.In terms of design potential, pigment

technology today allows for a much widerchoice of colours, ranging from vibrant ormuted tones, to mixes that can emulateother materials. Surface treatments can also

Surfaces can behoned for a Cat Bnish, polished, shotblasted to look weathered, or tumbled for amore rugged, naturalistic appearance.Combining these attributes with the rangeof shapes and sizes available enablesdesigners to select paving styles, whethertraditional or contemporary, that canenhance any development.

SUSTAINABLE PAVINGPrecast concrete paving from reputablemanufacturers is often demonstrablysustainable in every sense. As well as a lowenvironmental impact, with such productsfrequently achieving a host of ‘GreenGuide’ A+ and A ratings, precast concretepaving may be to be locally manufactured,making a vital contribution to the economyand community. Local material sourcing and product

supply is also a key element, andequivalent paving products shipped intothe country bear a substantial CO2 emissionload over those locally supplied.Concrete block permeable paving is a

key SuDS technique, helping in the Bghtagainst Cooding and pollution. It can alsosupply a controlled Cow of clean water toother SuDS features for amenity use in the

landscape or recycling. It is one of the mostspace-efBcient SuDS components availableand does not require any additionalland-take, making it an ideal solution forurban areas. In fact, it can handle runofffrom roof drainage and adjacentimpermeable surfaces around double itsown area.

EASILY REINSTATEDThe ongoing availability of a completerange of products and accessories in asingle, predictable material is also essentialover the long-term. Organisations workingwithin the UK’s framework of establishedstandards and regulations can easily achievethis aim. Precast concrete paving can besimply reinstated following excavationworks, to access services for example,leaving minimal evidence with anyreplacement product readily available. It isalso worth remembering that all thesebeneBts of precast concrete paving areoften available at an economic cost – inboth initial and whole-life terms.

The key to cost-effective design withprecast concrete paving products is tooptimise their modular nature, by dimensioning areas to minimise cutting and combining compatible products toavoid it. As with any construction operation,detailing of edges, insertions, level changesand junctions within paving should notbe left to site operatives, but resolvedby designers.Inevitably, installation quality is key to

Ahigh quality rainwater system is acrucial element of every home, andshould provide the maximum

protection possible from heavy or constantrainfall. Adequate allowance must be madeto prevent rainwater and moisture fromentering the property and buildingfabric, as condensation and damp willseverely compromise its strength, durabilityand longevity.

In the past, rainwater systems were notnormally considered as stylistic elements ofa building, and were usually speci5ed toblend in discreetly. However, recent trendsshow that they can make for a distinctfeature of a building, or enhance other keybuilding features or colour tones. Ensuring

the right products are used can make asigni5cant difference in terms of the timetaken to install them, their overallperformance, and of course the way theylook when in place.For modern homes, PVCu often wins

natural building materials such as stone andwood. A testament to its popularity is thatanthracite grey is now the nation’s favouriteshade of grey on not only rainwater systemsbut also doors and windows. Products nowavailable in this key shade allowingspeci5ers and their customers to capitaliseon the growing market trend. Anthracitegrey perfectly complements other buildingaccessories or roo5ng components, and itsversatility and sophistication has led to itspopularity across both contemporary andtraditional style homes.

MAKE IT EFFICIENTA necessary part of any building’s operability, rainwater products arelegally required to be in good workingorder under Part H of the BuildingRegulations. However, research by theBRE (BRE Repairing and ReplacingRainwater Goods 1997) found that acommon problem for contractors – and aregular reason for damaged or badlyperforming rainwater systems – is theprevalence of wrongly sized gutters andinadequately spaced fascia brackets andrainwater pipes. Often driven by price, these faults are a

false economy, as the original need to keepcosts down will inevitably lead to high repairand maintenance costs. It is possible to

bypass this problem by designing therainwater system correctly withoutunnecessary cost in the 5rst place, byensuring the components of the rainwatersystem are sized and positioned correctly.For example, a larger gutter capacity maydemand a larger, more expensive downpipe,but it may also result in fewer downpipes,and subsequently, less undergrounddrainage, producing a dramatically loweroverall cost.

Whatever the style of home, a correctlyspeci5ed and installed rainwater system willstand the test of time. Integral to theoverall aesthetics and the performance ofthe building itself, rainwater systemsmust not be an afterthought, but shouldbe considered as a key part of thedesign process.

‘Fabric <rst’ remains the optimumway for housebuilders and developers to create homes

that are liveable while meeting increasinglystringent energy performance legislation.Renewable technologies such as solar PVand ground source heat pumps are ‘nice tohave’ but for many housebuilders anddevelopers their cost, in both design andpractical implementation, still precludesthem from many speci<cations. However, a fabric <rst approach, one

where the building does the work withoutrelying on more expensive ‘bolt-on’technologies such as these, can ensure newhomes meet the highest demands of thecurrent Fabric Energy Ef<ciency Standard,Part L and SAP compliance. Achieving this requires careful

speci<cation. It is an equation in which thesum of the parts equals the <nal outcome: a truly energy ef<cient home that is structurally sound and both cost effectiveand logical in its construction. Within thisapproach, no one component or system willcompromise another. Such an equation is a balancing act,

between high performance componentsand systems and the potential thermalbridges they create. A key example is the steel lintel.

We cannot achieve structurally soundhomes, cost effectively, without them.Indeed the steel lintel has become thebyword for architectural achievement in the modern construction agenda. However the legislative landscape ofincreasingly demanding energy ef<ciencystandards, combined with the sophisticatedmeasurement of energy wastage throughthe building envelope, has highlighted aneed for improvements in the psi values of lintels. It has prompted the introductionof a new type of lintel on the marketplace,one that is designed with a thermal break. While steel lintels do provide a means

to build homes quickly, safely and effectively, they also have the potential to directly convey heat from the inside tothe outside of a building. In other words,without careful and knowledgeable speci<cation, steel lintels have the potential to create thermal bridges that may compromise the energy performanceand therefore the fabric <rst approach of a new building. In fact, any material, component or

system that forms a bridge linking twostructural features – such as roofs and walls, or walls and =oors, together – stands to risk the unwanted transfer anddissipation of heat.

The need for energy ef<ciency improvements has given rise to moresophisticated methods of measuring heatloss. Heat lost through the building fabric,for example through walls, roofs, =oors and doors and windows, called U-values, is measured in W/m2K. Psi values measureheat lost at the junctions between theseelements, for example at window heads,window jambs, window cills, corners, wallsand =oors as well as the walls and roof of abuilding at its eaves, and they are measuredin W/mK. The total fabric heat loss of thestructure is calculated as the sum of theU-value multiplied by the area plus thesum of the psi value multiplied by thelength of the building. For housebuilders and developers

this requires close collaboration withmanufacturers of systems and components.Working together they can fully understandindividual performances and how buildingproducts might be designed together, toensure the outcome embraces a fabric <rst

philosophy ef<ciently and effectively. A trusted lintel manufacturer can provide

free lintel scheduling and technical supportto housebuilders and developers to ensurethe optimum lintel speci<cations are inplace. Of course, all lintels from a reputablemanufacturer can be used and will certainlycomply with the Building Regulations.However, the psi value of all lintelsspeci<ed must be taken into account whenit comes to calculating heat loss andobviously, the lower the overall psi value,the better the resulting total fabric heat lossof the building will be. Housebuilders and developers can derive

lintel psi values from a number of sources.It is possible to work from the defaultvalues taken from BRE IP 1/06 or ACDs, these are the ones found in SAPcalculators and really they present theworst case scenario, so are best avoided. Alternatively, it can be worthwhile lookingto the lintel psi values that the insulationand block manufacturers include with their typical thermal details. However, byfar the best option is always to use the psi values provided by the lintel manufacturer themselves. Further to this it is possible to achieve

improved lintel psi values by using lintels without a base plate (removing the potential for additional thermal

bridging) and thermally broken lintelswithin cavity wall constructions. A lintelthat incorporates a complete thermal break between the inner and outer leaf of a cavity wall will deliver the best possiblethermal performance. With a flat top providing a consistent

junction with the cavity wall insulation, the reliance on site workmanship isremoved and ensures the actual performance of the junction meets thedesign expectations. The specification of a lintel like this has added cost, time and logistical advantages because it can be installed in the same way as a traditional steel cavity wall lintel onsite.

The replacement of traditional lintels within typical housing designs can result in significant heat loss reductions for housing developments. By utilising thermally broken lintels,which offer the same benefits of atraditional cavity wall lintel, yet deliverindustry leading psi values of 0.02 to 0.05W/mK – in turn means that steel lintelscan support a Fabric First approach tobuilding design, with no compromise toenergy performance.
