Steve McCarty is an Adjunct Professor for international classes and faculty development at Kansai University, and at Osaka Jogakuin (former full Professor). Since 1998 he is President of the World Association for Online Education (WAOE). BIO-DATA

Steven Alan McCarty (Steve McCarty in everyday life and publications) was born in Boston. He was a finalist for Athlete of the Year at a large high school, then studied physics and philosophy at Northeastern University. Having to support himself completely from age 18, he eventually specialized in Asia and Japan at the University of Hawaii, with semester-long internships in journalism and lawmaking in the State House of Representatives.

Having studied Japanese in graduate school, he is fluent and literate in Japanese, occasionally translating legal and other documents. He has raised two sons with his wife Chisato, and both sons have full-time careers in the IT and entertainment industries in Tokyo. Steve is physically fit and does not smoke or drink.

He was active nationally in the Japan Association for Language Teaching from the mid-80s to the mid-90s, and wrote guest editorials for The Japan Times. Then he started global networking with a Japanese-English homepage in 1996, placing many publications online from 1997, and video on the Web in 1998, seven years before YouTube began. He also started using WebCT and other learning management systems in 1998. He pioneered a globally accessible mobile Internet site in the year 2000. In 2006 he first made calling cards with QR code, the beginning of the Internet of Things. He founded the World Association for Online Education, an NPO recognized by the State of California in 1998, and still serves as President and Webmaster.

The author has delivered keynote addresses at four international e-learning conferences, making 36 presentations available online at https://www.slideshare.net/waoe He could not accept an invitation in 2011 to the Festival of Thinkers, which featured many Nobel Prize winners, but helped the UAE government find a delegation to represent Japan.

The content-based English as a Foreign Language (EFL) curriculum of both Osaka Jogakuin University and its two-year College have received Good Practice awards from the Ministry of Education. Teachers are challenged with all different classes in a semester, some utilizing teacher-created materials (including e-books used in class on the iPads that all students have).

At Osaka Jogakuin University and College: Language Acquisition, Advanced Presentation and Discussion, Bilingualism and Bilingual Education, Computer Communication, Intercultural Communication, Topic Studies (Human Rights, Africa and the Environment), Study of Current World Events, Discussion (of global issues), Research paper and introductory Writing courses, Business and other Listening courses, Debate, Vocabulary, Communication Strategies, and TOEIC Seminar. At Kagawa Junior College: English (in a language lab) and Practical English (in a computer lab). At Matsuyama Shinonome University: Translation Practicum. At Tsukuba National University, Graduate School of Education: Online Education in Theory and Practice. At Kyoto Bunkyo University: English Communication. 2004-2015: Research Activities Committee, Vice-Chairman – in February 2014 Master of Ceremonies in Japanese for the annual campus research meeting; at different times: Entrance Examination Committee, Human Rights Committee, and Vocabulary Committee; throughout: Materials & e-Book making Committees; IT/Ubiquitous/e-Learning Committees – initiated a campus-wide attendance management system; most recently, in June 2014 conducted bilingual faculty and staff e-Portfolio training; and recently: Student Support Committee – in June 2013 was Master of Ceremonies in Japanese for an orientation event for students’ parents and guardians. In October 2014 he was the Master of Ceremonies in Japanese for the Osaka Jogakuin University spring semester graduation ceremony. In March 2015 he delivered the farewell address bilingually at the Osaka Jogakuin College Graduation Party. In February-March 2009, he led a group of students to study abroad in New Zealand.
